High quality drama, with a clear local anchoring, and strong public service ambitions, has become one of our distinguishing trademarks. VERSION 3 To ensure that strong, local drama remains a trademark of the Nordic public service broadcasters in a digital world, the Nordvision partners have built a stronger public service drama portfolio together. This means an increased volume of Nordic drama which each company has available on its on-demand service, and better publishing rights for the members of the Nordic partnership. This clear focus on drama reflecting Nordic culture and identity fits naturally with the public service mission, with a genuine and recognizable offering that sets Nordic public service apart from other content providers. The initiative is called Nordic Twelve (N12). N12 is a yearly offering of 12 Nordic drama series. The cooperation secures one-year rights for all series in the Nordic region. This is the third edition of the N12 catalog; N12 2020, N12 2021, as well as some series that are being prepared for a 2022 launch. The PSB institutions are dependent on politi- cal support for their survival, and they have to live up to cultural policy obligations. The focus of this analysis is on the rhetoric employed in the white papers on PSB and overall cultural policy, produced between 2005 and 2007 in Norway and Sweden. The analysis shows that both countries emphasize the need to secure an inclusive public sphere, a vivid democracy and a national culture. The rhetoric differs in the sense that the Norwegian focus is on PSB as a tool for achieving cultural policy goals, while the Swedish focus is more on why the idea of PSB is important in itself. The focus is on external regulation vs. journalistic autonomy and on principles of balance and access. The conclusion is that the Scandinavian broadcasters, to a larger extent than broadcasters in other Western countries, independently control the form and content of their election formats. This journalistic autonomy, however, has brought about election formats governed by different principles of access. The Danish and Swedish formats are based on a moderate stopwatch logic, whereas the election formats in Norway center on criteria of audience appeal, resulting in a model of access disproportionately favoring certain political parties. The high degree of journalistic control of election formats in Scandinavia, paired with the low control of political parties encourage a discussion of some of the central premises in the Democratic Corporatist Model. On the whole, it is positive to see new and excit- ing digital and publishing cooperation projects based around technology, which, by their very nature keeps us moving forward. Overall, 2016 was the best year ever based on the number of programmes and hours generated by collaboration within the Nordvision partnership. For co-productions, the cooperation rose by 13%, an impressive figure considering how challenged the public service has been in recent years financially, politically and from global players. Strategies and promising visions for the future are all well and good, but it is the specific programme collaboration we need to measure Nordic cooperation with. Once again, we can enjoy the fact that the many programme groups and people working on programme sharing have succeeded in achieving excellent results. There are numerous notable projects from 2016, and many new projects on the horizon.

With Jeroen Depraetere, Head of Television and Future, EBU Curation and algorithms as ways of enhancing our service are definitely something public service should take up (have taken up…), but it seems to be developing very slowly almost everywhere. The news of the planned "Alliance" of France Televisions, ZDF and RAI, or the planned joint streaming service of BBC, Channel4 and ITV make it very clear that also the European public service media have understood that the media landscape will be dominated by big international or global players. The survival for documentary programs and smaller players in this landscape will require co-operation and high quality of not only the content but also the service. We may find ourselves having to create and defend a position not within one national public service broadcaster but a conglomerate of many.
