New Waste and Recycling Collection Service May 2021 Update

The introduction of kerbside recycling across and Galloway continues, with the roll out to the Stewartry operational area complete and the Nithsdale roll out in progress. The new service will continue to be implemented as follows:

What’s changing?

The majority of residents will be provided with two 240ltr recycling wheelie bins: Paper, Plastics, card and metals and cardboard cartons • Blue-lidded bin for paper, card and cardboard. • Red-lidded bin for plastics, metals and cartons.

Some properties will receive shared bins or reusable recycling sacks if there is no space for wheelie bins.

Non-recyclable waste will now only be collected every fortnight - this waste type should be significantly reduced if residents make full use of the new recycling service.

Residents will also be able to recycle glass bottles and jars at over 100 locations across the region using Recycling Points and Household Waste Recycling Centres. To avoid disturbing residents please only use Recycling Points between 9am and 9pm.

The new collection service will operate over a four-week cycle, meaning residents will have either recyclable or non- recyclable waste collected once a week. A typical collection cycle may look like this:

Why the change?

In July 2016 Dumfries and Galloway Council signed the Charter for Household Recycling in which included the commitment to improving household waste and recycling services and implementing the Code of Practice for Household Recycling in Scotland. This commitment was included within the Council’s Plan 2017 – 2022 to roll out a charter compliant household recycling scheme across the region and also takes account of Scotland’s forthcoming Deposit Return Scheme (DRS) due to be implemented in July 2022.

In 2019 Dumfries and Galloway Council declared a Climate Emergency and identified a series of actions to achieve net zero carbon status by 2025. One way to help reach this goal is to recycle more of our waste. Recycling can help to reduce carbon emissions - it takes less energy to make recycled products than using raw materials. This new service will also allow Dumfries and Galloway to help Scotland meet its ambitious target of recycling 70% of all waste by 2025.

Ecodeco MBT Plant

The Ecodeco Mechanical Biological Treatment (MBT) facility on the outskirts of Dumfries will continue to receive Dumfries and Galloway’s non-recyclable waste. The waste is shredded and dried by heat produced naturally as a result of biological activity. This drying process recovers around 30% of the weight of the waste as moisture which is passed through a biofilter to atmosphere and returned to the natural water cycle.

The principal output of the facility is a fuel used in specialist Energy from Waste (EfW) plants. Other outputs include glass and stone which are turned into an aggregate replacement product, and metal which is recovered, cleaned and recycled.

Additional information in the form of introductory letters will be provided to residents who will receive a variation to the normal service due to them living in flats or receiving road end collections. Electronic copies of all communication materials listed above will be provided prior to the engagement session (see below).

Press releases and a comprehensive digital campaign including the use of social media and the council’s website will be used to publicise the service change. In addition, the Waste Team have recorded an online Show and Tell session that will allow members of the public to see the new recycling bins, find out what they can recycle in each one and understand why it is important to take part in the new recycling service.

Bin Lid Notches

Recycling bin lids have notches to help tell which bin is which - the blue-lidded bin has one notch and the red-lidded bin has two notches.

Member and Community Council Seminar

We will be delivering a Member and Community Council Seminar for local Elected Members, Community Council representatives and Community Groups in the Annandale and Eskdale operational area on Tuesday 17 April at 10.30am. This will provide the opportunity to see the new blue and red-lidded recycling bins, learn more about the recycling service and ask questions.
