Non – Technical Summary

PDE Consulting Limited (the ‘Agent’) has been commissioned by Sewells Reservoir Construction Limited (the ‘Operator’) hereafter referred to as SRC, to prepare an environmental permit variation application for an extension to the existing inert and non-hazardous landfill site (permit No. EPR/BP3334YQ) located at Martells Quarry, Slough Lane, Ardleigh, , CO7 7RU (the “Site”).

The permitted Site is currently being quarried for sand and gravel. Upon completion of quarrying the Site will be restored in three cells through the importation of Landfill Directive inert waste and selected non degradable non- hazardous wastes.

This application seeks to vary permit No. EPR/BP3334YQ to allow for an extension to the existing permit boundary to encompass land on the opposite side of Slough Lane (western extension). The western extension will accept Landfill Directive inert waste only.

The proposed new permit boundary is shown in green on Drawing No. KD.MTQ.3.002. The proposed western extension has no history of development and is currently being utilised as arable land.

The Site is located approximately 5.5 km to the north east of and approximately 18 km south west of , in a largely rural area. The village of Ardleigh lies approximately 1 km to the north of the Site with the village of Burnt Heath 1.5 km to the south east.

The nearest residential receptors are Coronation Cottages, located 5m north of the proposed extension area, and Slough Farm. Whilst outbuildings at Slough Farm are located immediately adjacent to the Site boundary, the farm house is located some 70 m away.

Ardleigh Gravel Pit SSSI is located some 220 m to the north and 320 m to the north east of the Site as two distinct unconnected areas. In their Committee Report of 25 February 2015 for ESS/46/14/TEN, Essex County Council commented that the Ardleigh Gravel Pit SSI would be unaffected by the proposal.

The local geology comprises sand and gravel which is quarried at the Site. The sand and gravel is underlain by Clay. The sand and gravel is a Secondary A Aquifer and the London Clay is classed as unproductive strata.

The Site is located within groundwater Source Protection Zone (SPZ) 3 (total catchment).

The London Clay provides a natural geological barrier across the base of the Site. The side walls of the phases will be engineered in accordance with the Landfill Directive and the Site will be restored to pre-quarrying contours and re-instated to agricultural use.

Perimeter monitoring boreholes have been installed and landfill gas and groundwater monitoring is ongoing in accordance with the requirements of the permit.

Hydrogeological, stability and environmental risk assessments have been produced to support this application.

Technically competent management, mitigation measures and good operational procedures will ensure that emission of dust and noise do not cause nuisance off Site.
