Special Traffic Arrangements on Sunday Special traffic arrangements on Sunday Police will implement special traffic arrangements this Sunday (January 12) to facilitate a sports event to be held on Hong Kong Island and in Kowloon. The following special traffic arrangements will be implemented in phases: Phase I (From 1am to 8.30am) —————————– A. Road closure 1. Eastbound Central–Wan Chai Bypass Tunnel; 2. Eastbound Island Eastern Corridor between Hing Fat Street and its ramp leading to Chai Wan Road (Exit 3A); 3. Slip roads leading from Hing Fat Street, Man Hong Street and Tai Koo Wan Road to eastbound Island Eastern Corridor; 4. Slip roads leading from eastbound Island Eastern Corridor to Tong Shui Road, Java Road, Tai Koo Wan Road, Hong On Street, Oi Shun Road, Nam On Lane and Tung Hei Road; and 5. Eastern Harbour Crossing (northbound tube). B. Traffic diversions 1. Traffic along eastbound Rumsey Street flyover heading to Wan Chai North via Central–Wan Chai Bypass Tunnel will be diverted to eastbound Man Po Street, southbound Man Yiu Street, Connaught Place, eastbound Connaught Road Central, eastbound Harcourt Road, eastbound Gloucester Road, northbound Fleming Road and northbound Expo Drive East; 2. Traffic along eastbound Rumsey Street flyover heading to Causeway Bay and Tin Hau via Central–Wan Chai Bypass Tunnel will be diverted to eastbound Man Po Street, southbound Man Yiu Street, Connaught Place, eastbound Connaught Road Central, eastbound Harcourt Road, eastbound Gloucester Road and eastbound Victoria Park Road; 3. Traffic along eastbound Victoria Park Road or northbound Hing Fat Street heading to Eastern Harbour Crossing via IEC will be diverted to eastbound Gordon Road, eastbound Electric Road, eastbound Java Road, eastbound King’s Road, eastbound Kornhill Road flyover, eastbound Hong On Street, the ramp leading to westbound IEC, westbound IEC and Eastern Harbour Crossing; 8. Traffic along eastbound Victoria Park Road or northbound Hing Fat Street heading to Tai Koo Shing via IEC will be diverted to eastbound Gordon Road, eastbound Electric Road, eastbound Java Road, eastbound King’s Road and Tai Koo Shing Road; 9. Traffic along eastbound Victoria Park Road or northbound Hing Fat Street heading to Kornhill via IEC will be diverted to eastbound Gordon Road, eastbound Electric Road, eastbound Java Road, eastbound King’s Road, eastbound Kornhill Road flyover and Hong On Street; 10. Traffic along eastbound Victoria Park Road or northbound Hing Fat Street heading to Sai Wan Ho via IEC will be diverted to eastbound Gordon Road, eastbound Electric Road, eastbound Java Road, eastbound King’s Road, eastbound Shau Kei Wan Road and Tai Hong Street; 11. Traffic along eastbound Victoria Park Road or northbound Hing Fat Street heading to Shau Kei Wan via IEC will be diverted to eastbound Gordon Road, eastbound Electric Road, eastbound Java Road, eastbound King’s Road and eastbound Shau Kei Wan Road; 12. Traffic along eastbound Victoria Park Road or northbound Hing Fat Street heading to Aldrich Bay via IEC will be diverted to eastbound Gordon Road, eastbound Electric Road, eastbound Java Road, eastbound King’s Road, eastbound Shau Kei Wan Road and Aldrich Bay Road; 13. Traffic along eastbound Victoria Park Road or northbound Hing Fat Street heading to Shek O via IEC will be diverted to eastbound Gordon Road, eastbound Electric Road, eastbound Java Road, eastbound King’s Road, eastbound Shau Kei Wan Road and Chai Wan Road; 14. Traffic along eastbound Victoria Park Road or northbound Hing Fat Street heading to Heng Fa Chuen or Chai Wan via IEC will be diverted to eastbound Gordon Road, eastbound Electric Road, eastbound Java Road, eastbound King’s Road, eastbound Shau Kei Wan Road, northbound Tai Hong Street, eastbound Tai On Street, eastbound Oi Kan Road, eastbound Oi Lai Street, eastbound Tung Hei Road and eastbound IEC; 15. Traffic along North Point heading to Eastern Harbour Crossing, Tai Koo Shing, Kornhill, Sai Wan Ho, Shau Kei Wan, Aldrich Bay, Shek O, Heng Fa Chuen or Chai Wan via IEC should follow the traffic diversion routes as stated in paragraph 7 to 14 after joining eastbound Java Road; 16. Traffic along Eastern Harbour Crossing heading to Kornhill, Sai Wan Ho, Shau Kei Wan, Aldrich Bay, Shek O, Heng Fa Chuen or Chai Wan via IEC should follow the traffic diversion routes as stated in paragraph 9 to 14 after joining eastbound Java Road via westbound IEC; 17. Traffic along Tai Koo Wan Road heading to Shau Kei Wan, Aldrich Bay, Shek O, Heng Fa Chuen or Chai Wan via IEC should follow the traffic diversion routes as stated in paragraph 11 to 14 after joining eastbound Shau Kei Wan Road via Tai Wing Avenue and Tai Koo Shing Road. Phase II(A) (From 1.30am to 11.45am) ———————————- A. Road closure 1. The ramp of westbound Kai Cheung Road leading to westbound Kai Fuk Road; 2. Westbound Kai Fuk Road between Kai Cheung Road and Kai Tak Tunnel; 3. Westbound Kai Tak Tunnel; 4. Westbound East Kowloon Corridor between Kai Tak Tunnel and San Shan Road; and 5. Eastbound San Shan Road. B. Traffic diversions 1. Traffic along westbound Kai Cheung Road heading to To Kwa Wan Road via Kai Tak Tunnel will be diverted to westbound Kai Cheung Road, southbound Kai Fuk Road, northbound Wang Kwong Road, westbound Kai Shun Road, northbound Kai Shing Street, westbound Shing Kai Road, southbound Sung Wong Toi Road and southbound To Kwa Wan Road; and 2. Traffic along westbound Kai Cheung Road heading to southbound Chatham Road North via Kai Tak Tunnel will be diverted to westbound Kai Cheung Road, southbound Kai Fuk Road, northbound Wang Kwong Road, eastbound Kai Cheung Road, westbound Wai Yip Street, westbound Kwun Tong Road, westbound Prince Edward Road East, southbound Ma Tau Chung Road, southbound Ma Tau Wai Road and southbound Chatham Road North. Kwun Tong Bypass (Lei Yue Mun bound) between its ramp leading to westbound Prince Edward Road East and its ramp leaving from northbound Wai Fat Road; 2. The ramp of eastbound Prince Edward Road East leading to Kwun Tong Bypass (Sha Tin bound); 3. The ramp of eastbound Prince Edward Road East leading to Kwun Tong Bypass (Lei Yue Mun bound); 4. The ramp of eastbound Kai Fuk Road leading to Kwun Tong Bypass (Lei Yue Mun bound); 5. The ramp of southbound Wang Chiu Road leading to Kwun Tong Bypass (Lei Yue Mun bound); and 6. Traffic along eastbound Prince Edward Road East heading to northbound Tseung Kwan O Road or eastbound Lei Yue Mun Road via Kwun Tong Bypass will be diverted to eastbound Prince Edward Road East, eastbound Kwun Tong Road, eastbound Wai Yip Street and northbound Wai Fat Road; 3. Traffic along eastbound Prince Edward Road East heading to Tate’s Cairn Tunnel via Kwun Tong Bypass will be diverted to eastbound Prince Edward Road East, westbound Lung Cheung Road and the ramp of Hammer Hill Road leading to Tate’s Cairn Tunnel; 4. Traffic along eastbound Kai Fuk Road heading to northbound Tseung Kwan O Road or eastbound Lei Yue Mun Road via Kwun Tong Bypass will be diverted to eastbound Kai Fuk Road, eastbound Kai Fuk Road flyover, eastbound Wai Yip Street and northbound Wai Fat Road; and 5. Traffic along southbound Wang Chiu Road heading to northbound Tseung Kwan O Road or eastbound Lei Yue Mun Road via Kwun Tong Bypass will be diverted to eastbound Sheung Yee Road, eastbound Sheung Yee Road flyover, eastbound Ngau Tau Kok Road, southbound Elegance Road, eastbound Kwun Tong Road and eastbound Lei Yue Mun Road. Phase II(C) (From 1.30am to 1.15pm) ———————————- A. Road closure 1. Westbound Kai Fuk Road between Kwun Tong Road flyover and Kai Cheung Road; 2. The ramp of eastbound Wai Yip Street leading to westbound Kai Fuk Road; 3. The ramp of westbound Wai Yip Street leading to westbound Kai Fuk Road; 4. The ramp of Kwun Tong Bypass (Sha Tin bound) leading to westbound Kai Fuk Road; and 5. The ramp of westbound Kai Fuk Road leading to eastbound Kai Cheung Road. B. Traffic diversions 1.     Kowloon City Section Newsletter June 2012 Rail construction commences The Shatin to Central Link (SCL) project was first gazetted under the "Railways Ordinance" on 26 November 2010, followed with the first and second amendment schemes gazetted on 15 July and 11 November 2011 respectively. The Legislative Council’s Finance Committee approved funding for the SCL project in May 2012. Following the funding approval, the construction of the project commences. The Tai Wai to Hung Hom Section is expected to be completed in 2018 followed by the Hung Hom to Admiralty Section in 2020. Benefits Upon its completion, the SCL will provide a fast, reliable and convenient rail service to Kai Tak, To Kwa Wan, Ma Tau Wai and Ho Man Tin areas, which are not yet served by the network. Passengers from the Kowloon City district will be able to travel directly to destinations in New Territories East and West through the "East West Corridor" formed by the Ma On Shan Line, the Tai Wai to Hung Hom Section and the West Rail Line; while the Hung Hom to Admiralty Section will further link up the existing railway network. The Tai Wai new service will give passengers more options to Che Kung Temple reach their destinations and with more convenient interchanges, making it easier to travel around Hong Hin Kong Island, Kowloon and the New Territories.     CB(1)1807/01-02(01) LEGISLATIVE COUNCIL PANELS ON ENVIRONMENTAL AFFAIRS, TRANSPORT, AND PLANNING, LANDS AND WORKS An Update on Proposed Traffic Management Schemes PURPOSE This paper provides an update on the proposed traffic management schemes at five locations identified for trial to address traffic noise problems. BACKGROUND 2. At the meeting of the Joint Panels on Environmental Affairs, Transport, and Planning, Lands and Works held on 15 January 2002, Members noted that the Transport Department (TD) and the Environmental Protection Department (EPD) had completed traffic surveys and assessed the potential environmental benefits from implementing night-time traffic management measures at five locations identified for trial. The following schemes were proposed for consideration – (a) full closure of East Kowloon Corridor; (b) full closure of Kwai Chung Road Flyover outside Kwai Fong Estate; (c) full closure of Texaco Road Flyover in Tsuen Wan; (d) banning of goods vehicles over 5.5 tonnes along Ngan Shing Street in Shatin; and (e) banning of goods vehicles over 5.5 tonnes along Po Lam Road between Kowloon and Tseng Kwan O. 3. At the meeting, Members were also informed that consultations with the relevant District Councils and the transport trade on the proposed schemes were underway. The Administration undertook to provide Members with an update upon completion of the consultations. The consultation results and the proposed way forward for the five schemes are set out in the ensuing paragraphs. – 2 – ASSESSMENT OF THE TRAFFIC MANAGEMENT SCHEMES AND WAY FORWARD (a) Full closure of East Kowloon Corridor 4. For the purpose of alleviating night-time traffic noise from the East Kowloon Corridor (EKC), which connects Chatham Road North with Kai Tak Tunnel and spans over Kowloon City Road, it is proposed that the feasibility of closing the EKC completely to vehicular traffic at night time from 1:00 a.m.
