Jamboree On The Air – (JOTA-JOTI) is an official world event of the World Organization of the Movement (WOSM). The event is co-ordinated on behalf of World by the members of the World JOTA-JOTI Team (WJJT). The event is open to members of the National Scout Organisations (NSOs) and National Scout Associations (NSAs) of the World Organization of the Scout Movement. The event is also open to members of the Member Organisations (MOs) of the World Association of and Girl Scouts (WAGGGS).

This Event Handbook has been produced to help support JOTA-JOTI 2019. Member groups of WOSM and WAGGGS are welcome to reproduce this document, in whole or in part, and to translate the document in order to support their participation in JOTA-JOTI. Welcome

Welcome to the largest event in world Scouting!

For 2019 the World JOTA-JOTI Team has introduced a wide range of new programme ideas to help provide activities for your JOTA-JOTI weekend. These new elements, of course, add to the core function of JOTA-JOTI which is to communicate with each other using amateur radio and the internet.

A new comprehensive website has also been introduced this year to help act as the gateway to what we hope will be a great event for you. The website will be developed still further for JOTA-JOTI 2020.

We recognise that some of you will take part in JOTA-JOTI for just a few hours, while some will have a full weekend of JOTA-JOTI activities and some of you will be taking part in JOTA-JOTI as part of a weekend of different activities. You are unlikely to have the chance to undertake all the activities listed on the event website, so please take the time to look through what is on offer, and decide what is best for you. It could be that some of the activities that you cannot undertake during JOTA-JOTI 2019 could be incorporated into your normal weekly programme. If you are not having a full weekend of JOTA-JOTI activities this year, the wide range of programme ideas and opportunities available may encourage you to hold a longer event next year.

We are keen that JOTA-JOTI reaches as many of the members of world Scouting as possible. JOTA-JOTI is already the largest event in World Scouting, but we would like to make it even bigger! We would like to ask for your help with this. Could you invite leaders from other local Scout Groups to visit your event? They could see what a great event it is, and then hopefully run their own event for 2020.

Please take the opportunity before JOTA-JOTI to read the Code of Conduct and safeguarding guidance in this document and consider this in planning your event, alongside the guidance / policies of your own National Scout Organization of National Scout Association. Please also consider before your event, how you will help the young people attending your event to have a safe and enjoyable event.

Please take the time to explore the online camp site (www.jotajoti.info/campsite), try the activities, make new friends, learn about new techniques, experience magical radio waves, discover the possibilities of the internet you have not seen before, get inspired by other WOSM programmes and above all, have fun.

Jamboree Information

What is JOTA-JOTI?

Want to attend a Scout Jamboree without travel? Want to attend it every year instead of waiting four years?

How about attending the annual – Jamboree on the Internet (JOTA-JOTI)?

JOTA-JOTI is held every year, the third full weekend of October, and involves most countries of the world and typically close to two million Scouts. It uses modern communication technology to offer Scouts the exciting opportunity to make friends in other countries without even leaving home.

JOTA-JOTI is an official international event of the World Organization of the Scout Movement (WOSM), and is the largest of the WOSM events. JOTA-JOTI is a youth programme event intended for young people in Scouting of all ages.

The purpose of JOTA-JOTI is to enable and encourage Scouts around the world to communicate with one another by means of amateur radio and the internet, providing a fun and educational Scouting experience and promoting their sense of belonging to a worldwide Scout Movement.

Why do we have this event?

Jamboree on the Air – Jamboree on the Internet (JOTA-JOTI) builds cultural awareness, develops tolerance, advocates sharing and collaboration as well as demonstrates teamwork.

The event provides exciting opportunities for young people to explore technology and to develop technical skills including fostering innovation and creativity through communicating with other Scouts. A wide range of activities using communication technology are the chief methods of attaining these goals.

JOTA-JOTI strives for a meaningful engagement of as many young people from as many parts of the world as possible annually. The third weekend in October is an occasion to celebrate Scouting and to generate positive energy to support the development of the Scout Movement.

The event seeks to promote quality Scouting in a manner faithful to the purpose, principles and method of Scouting and consistent with the needs and aspirations of young people in today’s world. The JOTA-JOTI programme shall be a reflection of the Promise, Law, Principles and Method of Scouting, as defined by the WOSM Constitution, and shall also reflect the most up-to-date policies and initiatives of WOSM relating to youth programme for all ages.

Scouting around the World

The Scout Movement was started in England by Lord Baden Powell in 1907. Scouting is an educational youth movement engaging young people from all over the world to promote unity, respect, friendship, under- standing and peace.

World Scouting is brought together by the World Organization of the Scout Movement (WOSM), which is an independent, world-wide, non-profit, non-partisan organization. Scouting is the largest youth movement in the world and is a worldwide family of 161 National Scout Organizations (NSOs) in a network of over 50 million members in more than 1 million local community Scout Groups.

History of JOTA-JOTI

The basic concept of the Jamboree was made by Lord Baden-Powell, the founder of Scouting, who wanted to hold one special event to bring together Scouts of all nationalities.

The first Jamboree, held at London’s Olympia in 1920, was the first truly international gathering of Scouts and brought together 8,000 Scouts from 34 countries.

‘Jamboree’ is now an international term used to describe a large gathering of Scouts. Since 1920, World Scout have been held every four years (with a few exceptions), and have been hosted by National Scout Organizations all over the world.

The first Jamboree On The Air (JOTA) took place in 1958, with the first formally recognised Jamboree On The Internet (JOTI) taking place in 1997. The two events ran alongside each other until 2014. The World Scout Committee decided to merge the two events into a single event – JOTA-JOTI – and in 2015 appointed a World JOTA-JOTI Team to support and develop the event. JOTA-JOTI is the largest World Scouting event.

Who’s Who

World JOTA-JOTI Team

The JOTA-JOTI event is an annual event, organized for the World Organization of the Scout Movement (WOSM) by the World JOTA-JOTI Team (WJJT). This is a team of volunteers, supported by staff of the World Scout Bureau Global Support Centre Kuala Lumpur, Malaysia.

The members of the World JOTA-JOTI Team are:

Isabelle Dufresne-Lienert, Programme Lead [email protected] From Association des Scouts du Canada, Canada Isabelle is responsible for developing the programme of activities for JOTA-JOTI.

Zakran Abdul Manan, Radio Lead [email protected] From Persekutuan Pengakap Malaysia, Malaysia Zakran is an Amateur Radio licence holder and is responsible for amateur radio issues.

It is anticipated that additional appointments will be made to the World JOTA-JOTI Team during 2020.

National Support

Each National Scout Organization (NSO) has been asked to appoint a National JOTA- JOTI Co-ordinator (NJC). This is an important national role, with the key priorities being to help promote and develop JOTA-JOTI within their country, and to be a national point of contact for national issues.

If the NSO has not appointed a NJC, the International Commissioner acts as the NJC.

Your NSO may also have a dedicated website or social media to help support JOTA- JOTI.

Please follow the guidelines to keep yourself and everyone else safe and help us all have a great Jamboree.

Things to do  Have an adult around you at all times while online or on the air  Respect and be friendly with all the people you will meet online or on the air  Keep your password safe  Behave like a Scout (or Guide) following your Promise and Law at all times  Have fun and meet new Scout (and Guide) friends

Child Protection, Safe from Harm

Everybody should have a good JOTA-JOTI experience. You need to know that bullying, harassment and any other types of abuse that could occur by people taking part in JOTA- JOTI is strictly forbidden. You always have the right to say NO to things which make you uncomfortable. Everybody should focus on how to prevent and react to such behaviour.

As in every world Scouting event, Safe from Harm will be part of JOTA-JOTI. To make sure everyone has fun and feels safe at all times here are the different elements put in place:

Sign up of Participants

Please sign up your group for JOTA-JOTI 2019 – visit www.jotajoti.info and click the ‘sign up’ button. If you do not already have a scout.org account you will need to create one before you are able to complete the sign up process. Note that for some of the activities from the ‘campsite’ you will need to log in.

The Sign up / Registration process is either for ‘Group’ or ‘Individual’. Both give the same access to JOTA-JOTI online activities, but only ‘Group’ registrations are issued with a JID code for JamPuz.

After you have signed up, you will receive an email to confirm your registration and your JID code.

JID Code To take part in JamPuz, the Jamboree’s bingo game, you will need a “JID code”. It will be automatically emailed to groups that register through the sign-up / registration system.

Directory You can view the live record of groups that have registered to take part in JOTA-JOTI 2019 at www.jotajoti.info/directory

Notice on privacy of data used on the JOTA-JOTI registration system: The WOSM privacy policy applies to all data used. In addition, note that the data you enter into the sign-up system is used by the World JOTA-JOTI Team to contact you with information for your participation in the JOTA-JOTI event, e.g. to send you the JamPuz code number. Within the registration system each group can decide what information is in the online JOTA-JOTI Directory at www.jotajoti.info/directory Your contact details may be shared with the National JOTA-JOTI Coordinator (NJC) of your National Scout Organization. How do we communicate? www.jotajoti.info/how-to-communicate

Communication is clearly a key element of JOTA-JOTI!

In this section, we provide information on some of the communication channels available to you, and provide you with links to further information. This information will be of interest to people new to JOTA-JOTI as well as those looking for greater knowledge of the communication channels available.

Amateur Radio www.jotajoti.info/amateur-radio

You will need the support of at least one licensed amateur radio operator or the support of a local amateur radio club if you want to use amateur radio for JOTA-JOTI. Radio amateurs are enthusiastic about their hobby and most of them will be willing to help you participate in the JOTA-JOTI. If it is too late to arrange for amateur radio at your 2019 JOTA-JOTI event, why not invite someone from a local amateur radio club to visit your 2019 event in the hope of enlisting their support for 2020.

The national amateur radio organisation in your country will be able to give you the name and address of a radio amateur in your area. You can find contact information for your national amateur radio organization on the website of the International Amateur Radio Union: www.iaru.org/member-societies.html Or, simply search online for information locally on Amateur Radio.

The radio operator may suggest that the Scouts visit their station during the JOTA-JOTI weekend, or that they bring their equipment to your local headquarters, or campsite. Often JOTA-JOTI radio stations have been set up in unusual locations such as at the top of a mountain or on a boat.

Radio amateurs have obtained a licence for their radio transmissions from the authorities in their country. They passed a technical examination to obtain this licence. License conditions vary from country to country. In some, Scouts may speak over the air themselves; in others, special permission can be obtained for the Scouts to speak over the radio themselves during the JOTA-JOTI weekend.

Where Scouts are not allowed to speak over the air, the licensed operator will have to make the contacts. If the operator is not a scout or leader, they will need a special briefing on Scouting and your group. The operator should be able to talk about Scouting in your local area and be able to have friendly and informative exchanges on behalf of the Scouts present. The Scouts can help to brief the operator and tell him the sort of things they would like to find out from other Scouts.

Be sure that any radio operator, or other external supporter, is aware of your safeguarding / child protection policies for your event.

Amateur Radio Calling Frequencies

After establishing contact, the stations should move to a different frequency leaving the calling frequencies free for other stations.

Internet Relay Chat (IRC) www.jotajoti.info/irc IRC services are provided for JOTA-JOTI by ScoutLink, a JOTA-JOTI Trusted Partner

This is the most popular form of online communication for JOTA-JOTI.

You can use IRC either through a mobile telephone app, using software on your computer, or through a webpage. Communication is text only, which means it is simple to use and also uses only minimal internet bandwidth; this makes IRC ideal for locations where internet bandwidth is limited.

The IRC services provided by ScoutLink operate all year, so before your JOTA-JOTI event it is a good idea to take a look at the system.

If you plan to have more than 30 computers connecting to ScoutLink IRC you are asked to contact ScoutLink beforehand via [email protected]

Conversations are in 'channels', with each channel being either for the language being spoken, or to discuss specific topics. The volunteers supporting ScoutLink during JOTA- JOTI will open more channels as required. This helps to ensure that each channel does not become too crowded.

A team of trained volunteers from ScoutLink monitor all the channels to ensure that discussions are appropriate and to provide help. You can obtain help either by visiting the #help channel or emailing [email protected]

The quickest way to connect to IRC is via the ScoutLink webchat, visit www.scoutlink.net/webchat or alternatively visit www.scoutlink.net/guides/irc for other platforms. You can download ScoutLink’s event guide [.pdf] from www.jotajoti.info/scoutlink-event-guide

Remember, there is no need to wait until your JOTA-JOTI event to become familiar with IRC.

TeamSpeak www.jotajoti.info/teamspeak TeamSpeak services are provided for JOTA-JOTI by ScoutLink, a JOTA-JOTI Trusted Partner

TeamSpeak is software that allows users to talk to each other by voice, and is what ScoutLink uses for voice chat. Chatting is done in small groups in virtual ‘rooms’. You can use the channels set up by ScoutLink – if you use your own servers the number of people you find on line will be significantly reduced.

You can download the TeamSpeak software via www.scoutlink.net/downloads with instructions on how to set up the channels at www.scoutlink.net/teamspeak

You are advised to download, install and test your TeamSpeak system before your JOTA-JOTI event.

Minecraft www.jotajoti.info/minecraft Minecraft services are provided for JOTA-JOTI by ScoutLink, a JOTA-JOTI Trusted Partner

ScoutLink Minecraft is a massive open-world game where you dig (mine) and build (craft) different kinds of 3D blocks within a huge unique world. Explore different terrain types, fight dozens of monsters, and build your dreams!

In this world the sun rises and sets as you go about your work, gathering materials and making tools. Working on your own or as part of a team, the only limit is your imagination.

Minecraft comes in three different editions for different platforms – computer, mobile devices, and consoles (Playstation and Xbox). In order to use the ScoutLink Minecraft server you need the computer edition (also known as Java Edition).

The ScoutLink Minecraft server operates all year, so you can look at their system and test things before your JOTA-JOTI event. The young people in your group may also be interested in using the ScoutLink Minecraft system after JOTA-JOTI.

Skype www.jotajoti.info/skype

Skype provides an opportunity for video conversations between groups of people

Our friends at JOTI.tv have created a country by country JOTA-JOTI Skype directory – Skype Address Book. The directory is great for scheduling future Skype conversations.

There is also a chatgroup on Skype where you will find hundreds of people planning to use Skype during JOTA-JOTI. You can join the chat here. This group is great for finding out who is currently online and arranging a Skype conversation.

New for JOTA-JOTI 2019 is Zello

Zello is the cell phone walkie talkie app for mobile devices, iPhone and Android, or PCs. Available worldwide, Zello's WiFi walkie talkie app allows you to stay connected wherever WiFi or data services are available. Unlike traditional two-way radios, Zello's walkie talkie app has no limits on users or channels.

Scoutsnet (scoutsnet.org.uk) will be setting up a series of Zello channels for use during JOTA-JOTI to help Scouts and Guides communicate around the world.

Listen to the radio www.jotajoti.info/radio The online radio station is provided for JOTA-JOTI by JOTI Radio, a JOTA-JOTI Trusted Partner

During JOTA-JOTI the team from JOTI Radio will be broadcasting online. They will be broadcasting a variety of music and chat. ‘Tune in’ for your soundtrack for JOTA-JOTI. Many JOTA-JOTI locations listen to JOTI Radio throughout their weekend. You can contact them to request a song ask for a shout out.

Make sure you have speakers at your JOTA-JOTI event so that you can listen to the JOTA-JOTI 'soundtrack'.

Tip: JOTI Radio broadcasts the rest of the year as Avon Scout Radio, and so are on air now. It is a good idea to test your links and speakers before JOTA-JOTI.

JOTI.tv gather the webcams of scout groups all over the world and build them together in one big mosaic.

Digital Campfire The Digital Campfire brings together a group of Scouts from around the globe. You can simply watch the people as they gather, or join-in by clicking the ‘Join Digital Campfire like’. To watch, join or for more information visit www.joti.tv/digitalcampfire

JamPuz is a key component of JOTA-JOTI and can be used by those participating in JOTA-JOTI using amateur radio and the internet; if you are communicating with other Scouts during JOTA-JOTI then you can take part in JamPuz!

JamPuz (short for Jamboree Puzzle) is a way to swap identity codes with other JOTA- JOTI participants that you interact with during JOTA-JOTI. Each JOTA-JOTI registered group location is issued with a JOTA-JOTI ID code (known as a JID). Only groups registered via www.jotajoti.info will be issued with a 2019 JID; it is important, therefore, that each location registers. Only one person at each JOTA-JOTI location needs to register as JIDs are specific to the JOTA-JOTI group location; not specific to each JOTA-JOTI participant. JIDs issued for previous years cannot be used this year. (Note that JIDs are not issued to those that have registered for JOTA-JOTI as an individual.)

The principle is simple; every time you make contact with another JOTA-JOTI location during the JOTA-JOTI weekend you ask for, and record, their JID; and they will record your JID. Documents are available at www.jotajoti.info/jampuz-documents for download to help you record the JID codes you collect. The documents include contest sheets.

The objective of JamPuz is to make contact with other Scouts (and Guides) and to help participants to record the variety of countries etc that contact has been made with. But, contacting fellow Scouts is not simply about the number of contacts you make, it is about conversations. So please spend time actually chatting to your fellow Scouts not simply collect their JID and then move on to the next contact.

A new element of the jotajoti.info website for 2019 is a schedule of the various opportunities that are available during the weekend. The online schedule – www.jotajoti.info/agenda - has been specifically designed to automatically display information for your local time zone (based on the information in your computer settings).

Select an item from the agenda at www.jotajoti.info/agenda - simply select the items of interest from the ‘JOTA-JOTI Zones’ and they will be added to your personalised agenda for the weekend.

For each item listed we provide a description of the event, the appropriate language(s), the start and end times, and a link to the online event. For some of the events you may need to login to a scout.org account to be able to participate in the event. If you do not already have a scout.org ID you can register via www.scout.org/register

Promoting JOTA-JOTI

We would like all those taking part in JOTA-JOTI to promote their participation in the event. This will help you to show what a great event you are planning and running as well as help you to attract more people to your event for this year (with pre-event promotion) as well as raise the profile of your event this year to hear generate interest in your event for next year.

The World JOTA-JOTI Team wants to expand the reach of JOTA-JOTI so that even more young people have the opportunity to experience and enjoy this great event. Perhaps you could invite leaders from a local group (that does not already take part in JOTA- JOTI) to visit your event. Hopefully they will then want to run their own JOTA-JOTI event in 2020.

A series of media resources have been designed to help you to publicise your JOTA- JOTI event. This includes a range of ‘media assets’ including the JOTA-JOTI logo, the 2019 JOTA-JOTI badge, the 2019 JOTA-JOTI branding, social media templates and photos showing JOTA-JOTI in action. There is also a temporary Facebook Frame that you can use.

You could use these images in your own pre-event publicity, to brand your social media and blog posts during the event or for documentation (i.e. Participation Certificates) for your participants.

JOTI Radio JOTI Radio is the online radio station for JOTA-JOTI.

During JOTA-JOTI the team from JOTI Radio will be broadcasting online. They will be broadcasting a variety of music and chat. ‘Tune in’ for your soundtrack for JOTA- JOTI. During the JOTA-JOTI weekend thousands of Scouts and Guides around the globe will chat on IRC, speak through radio, and maybe even video- call with each other. But the difficult part is that you can’t get a good overview of participating groups. This is where JOTI.tv comes in. JOTI.tv gathers together all the webcams being used for JOTA-JOTI all over the world and build them together in one big mosaic. This will give you a look inside JOTA-JOTI.

ScoutLink ScoutLink enables you to take part in JOTA-JOTI online

ScoutLink aims to connect Scouts and Guides from all over the world. The four main ScoutLink services are IRC (text chat), TeamSpeak (voice chat), Discourse (forum) and Minecraft. Although the busiest time of the year for ScoutLink is during JOTA-JOTI, they are online every day of the year. You can chat to Scouts and Guides of all ages worldwide, discover new cultures, learn new languages, and make new friends, as well as finding fresh ideas for camps, scout meetings, and your international programme!

Taking part in JOTA-JOTI 2019 may have inspired you to become more involved in international Scouting. Here are some suggestions:

Kandersteg Kandersteg International Scout Centre, known as KISC, is a World Scout Centre situated in the heart of the Swiss Alps. Your Scout Group could visit KISC for an unforgettable time at the Permanent Mini Jamboree. www.kisc.ch

World Scout Moot, 2021 The 16th is being hosted by Scouting Ireland. The entry point to the Moot will be Dublin City, international Patrols will then explore the many wonders of Ireland. The event takes place 19 to 29 July 2021. Participants need to have been born between 18 July 1995 and 19 July 2003, with those older able to apply to join the International Service Team who will support the event. www.worldscoutmoot.ie

World Scout Jamboree, 2023 The 25th is being hosted by The Korea Scout Association. With the theme “Draw Your Dream”, the event will be held on a 10km2 site at Saemanguem, Jeollabuk-do Province, South Korea, from 1 to 12 August 2023. Participation Certificate

All those that registered for JOTA-JOTI 2019 at www.jotajoti.info will be issued with a Participation Certificate. The certificate will be sent by email as a .pdf file after JOTA- JOTI. The certificate will include either the Group Name (if you registered as a group) or Individual Name (if you registered as an individual). Please check that the details in the database are recorded correctly, as this is the information we will use to issue the certificate and will not be able to make amendments after the certificates have been issued.

You may want to create certificates for each of those that took part in JOTA-JOTI at your event, and also produce ‘thank you’ cards for those that made your event possible. There is a range of graphics and available to assist with this at www.jotajoti.info/media
