Powhatan District is thrilled that you have chosen to participate in our 2020 Patrol-O-Ree. You may be asking “What is a Patrol-O-Ree?” or “What have I gotten my patrol into?” Powhatan District’s 2020 Patrol-O-Ree is a virtual Camporee that is focused on three things: 1) Providing opportunities for Scouts BSA troops and patrols to live the patrol method; 2) Providing Webelos and Arrow of Light Patrols (Dens) a chance to practice the patrol method and to connect them, even if only virtually, with active Scouts BSA Troops; and 3) Celebrating Scouting in the Powhatan District with fun activities for all participants. Scouts BSA - Camporee Details Date October 1st to October 31st, 2020 Place See details for each Patrol-O-Ree Event (while most events will be virtual, they can be done as part of your pack/troop/patrol meetings according to your unit’s guidance and by-laws) Who Scouts BSA and their leaders Cost $12 per Scout (includes merit badge class, patch and Powhatan Cup Participation) $6 per Scout (Patch and Powhatan Cup only, no merit badge class). Questions Please contact [email protected] Location Given the current COVID-19 Pandemic, large group activities are not permitted by the National Capital Area Council and most of the activities at the Patrol-O-Ree will be completed through a vibrant, Page 3 of 13 Powhatan District Patrol-O-Ree Participant Guide October 2020 Version 1.1 engaging virtual program. Links to events will be provided in advance of each virtual event. Some in person activities may be allowed but will depend on the rules and guidance provided by your unit and the rules and guidance of the Webelos/Arrow of Light Scouts unit rules/guidance and must be approved by the Key 3 of both participating units. We will work closely with you to maximize the health and safety precautions taken for all participants. Joint Activities Several joint activities are planned for both Camporee and Webelos-Ree participants. Patrols/Troops that sign-up to host a Webelos/Arrow of Light Den for the month will be assigned and connected to their Cub Scout via its leadership. All events should be done 100% virtually, unless the rules/guidelines of both Scouting Units (and approved by their Key 3) allow for joint activities in person and both units clearly state the rules, precautions, and requirements for such participation. See details where specified for potential in person activities. Camping Since this is a virtual Camporee, Troops and Packs are encouraged to camp on their own any weekend throughout October in accordance with the guidance provided by the CDC, their home state, county, charter organization and unit guidance on such activities. As always, the Guide to Safe Scouting should also be followed. Group camping, if in person should take every precaution to minimize the risks to participants and keep the number of participants small. This may necessitate parallel camping (same time, different locations). The Patrol-O-Ree staff want to make sure this a safe, successful, and healthy experience for all participants. First Aid and Emergencies Troops and Packs should obtain a BSA Medical Form (Parts A and B) for all participants; Troops and Packs will maintain possession of these forms throughout the event. Since this is a virtual event, there will be no Powhatan District Health and Safety volunteers. Participants requiring first aid should report to their unit leaders and leaders should follow the health and safety standards practiced by their Unit’s rules and in accordance with the guide to safe scouting. In emergency situations, an adult participant should call 911 immediately. Patrol-O-Ree Events and Schedule (Scouts BSA/Venturing Participants) Patrols will sign up to pair with participating Pack units and compete between October 1, 2020 – October 31, 2020 to win the annual Powhatan Cup. They will accumulate points throughout the time period by participating in the following: • Scouting Trivia Kahoot Battle Royal • Baker’s EDGE Scout Leader Bake-Off (see below) Page 4 of 13 Powhatan District Patrol-O-Ree Participant Guide October 2020 Version 1.1 • Virtual Campfire Program – Powhatan’s Got Talent Show • Assisting their assigned Pack with earning AOL/Webelos Adventure Pins through a series of leveled activities. Depending on the Pack’s Den composition, the Patrol will either follow the Webelos or AOL level activity tracks in level order. • Halloween DIE-O-RAMA Contest (and potential Contactless Candy Connection hosted by the OA). The Patrol with the most points will be awarded the Powhatan Cup at the end of the Patrol-O-Ree. The winning Patrol will have their Patrol Name and Troop Number engraved on the trophy, which they will assume temporary ownership of until the next Camporee. The more events your patrol participates in the more chances you have to earn points. The schedule below is for Scouts BSA/Venturing participants, tentative and may change: Scouts BSA/Venturing Events Thursday, October 1 - Scouting Trivia Kahoot! Battle Royal 7 – 8:45 PM Invitations with how to access this event will be sent to registered participants. How much Scouts BSA knowledge does your patrol have? Test your patrol’s knowledge against other patrols/troops in this all-out Battle Royal Kahoot! Each Scout in the patrol will be able to participate and have a chance to put their patrol on top of the leader board for the Powhatan Cup Competition. All Scouting Topics are potentially in the Trivia Competition. Who will lead their patrol to an early lead in the Powhatan Cup Competition? What is a Kahoot? Find out here: https://kahoot.com/schools/how-it-works/ A Patrol Leaders Council will follow this Game and should be attended by Patrol Leaders and an adult unit leader. Friday, October 16th – Baker’s EDGE Bake-off Submissions Due Due by No Troop/Crew is without adult leaders (uniformed and parent volunteers). Chances 11:59:59 PM are they not only drive you to campouts but also cook a little something delicious for themselves to eat while you lead your patrols in their own food preparation. Using Annual Report data, maps were created to show membership patterns within the BSA’s 12 regions, and over 300 councils when available. The examination of maps reveals the membership impacts of internal and external policy changes upon the Boy Scouts of America. The maps also show how American cultural shifts have impacted the BSA. After reviewing this thesis, the reader should have a greater understanding of the creation, growth, dispersion, and eventual decline in membership of the Boy Scouts of America.     Washington Crossing Council Scout-Speak 101 A guide to help you understand the various terms, phrases, program components and acronyms that are used in the BSA program. Organization COUNCIL – A council is a voluntary association of citizens, including representatives of organizations that are chartered by the Boy Scouts of America, to promote the Scouting program within a geographic area. There are four major functions involved in achieving the purposes of a council: membership, fund development, program, and unit service. These four functions and all other responsibilities are accomplished in each council in a manner that is consistent with local conditions and circumstances. DISTRICT – Unlike councils, which establish policies and programs, districts carry out the programs and policies of the council in their respective territories. For the purpose of unit service, program administration, membership, and fund development, the council territory is divided geographically into several districts, as determined by the executive board. The supervision of Scouting in each district is exercised by the council through a district committee consisting of all council members residing within the district, chartered organization representatives, and district members at large. KEY 3 - The Council Key 3 consists of the Council President, Council Commissioner, and Scout Executive. They meet informally as necessary to ensure proper coordination of the work of the council. They furnish liaisons between the commissioner staff and the various committees of the council. They may also provide proposals and recommendations to, but in no way usurp the authority of, the executive board or executive committee of the board. Short-wave radio signals carry their voices to nearly every corner of the world while text chat, social media, and live video enhance their experience via the Internet. 2017 Theme — 60 Years Connecting Scouts The theme “60 Years Connecting Scouts” recognizes the start of the event in 1957 and commemorates its growth in participation and in the expanding communication channels that are activated during the event.
