We interviewed 72 farmers across the sorghum-growing region of Mali. We found that perennial grains offer a vision for transforming human relations with nature that mirrors the resource sharing of customary land tenure, including patterns of extensive and intensive land use in time and space. Women interviewees identified a broad set of potential advantages and challenges to perennial grain production. Advantages include reduced labour, saving seed, and improving food security. Women farmers were concerned about livestock, water access, and resource limitations. We argue that perennial grains may increase access to land and natural resources for women farmers. Perennial grains may improve soil quality, reduce labour early in the rainy season, and provision more resources from fallow lands. Pastoralists stand to benefit from improved pastures in the dry season. We conclude that investments are needed to develop viable crop types in consideration of the complexity of West African farming systems and the local needs of women farmers and pastoralists. Le découpage administratif le plus récent résulte de l’application de la loi 99– 035 du 10 août 1999, portant création des collectivités Cercles et Régions. Le Cercle de Tominian compte 317 villages regroupés en douze (12) communes rurales : Bénéna, Diora, Fangasso, Koula, Lanfiala, Mafouné, Mandiakuy, Ouan, Sanékuy, Timissa, Tominian et Yasso. Situation géographique et milieu physique : le Cercle de Tominian couvre une superficie de 6 513 km2.

L’année a aussi été marquée par le renouvellement du bureau de l’organe de direction de la gouvernance qui est le Comité Directeur. Ce renouvellement fait suite à une décision de l’assemblée générale qui s’est tenu les 27 et 28 Décembre 2018. L’assemblée a été placée sous le thème de « l’Impartialité et de l’Universalité » sur toute l’étendue du territoire. En dépit des multiples efforts consentis à travers un cadre de partenariat Etat, Société civile, partenaires techniques et financiers, le contexte du pays connait toujours un climat de paix fragilisé. De plus en plus il a été constaté que les civils ainsi que les personnels humanitaires et médicaux qui assistent les communautés sont de pris pour cible sur le terrain des opérations surtout dans les localités du nord et du sud. Environ 200 000 personnes ont été obligées de se déplacer à l’intérieur du pays et dans les pays voisins afin de se protéger. Et pourtant, en se référence sur les conventions de Genève, le droit international humanitaire DIH protège les civils dans les situations de conflit.

From the environmental and social viewpoints, the project has been classified under Category 2, in compliance with the environmental and social safeguard requirements of the African Development Bank (AfDB). This Summary was prepared based on the ARP of the Djenné and Talo mini hydroelectric power plants and their distribution networks, and AfDB’s Integrated Safeguards System. Project implementation will affect 114 persons who own fruit-bearing trees and crops. Two dwelling houses are in the right-of-way of the road infrastructure on which the distribution lines will be constructed.
