CHAPTER 2 AVIATION FORECASTS Oscoda – Wurtsmith Airport Authority Oscoda-Wurtsmith Airport Master Plan CHAPTER 2 AVIATION FORECAST Aviation forecasts are time-based projections offering a reasonable expectation of future Oscoda- Wurtsmith Airport activity during the 20-year planning period (2010-2030). Forecasts influence virtually all phases of the planning process, as the relationship between activity and projected demand indicates the type, extent, and timing of Airport improvements for various triggers of Airport infrastructure, equipment and service needs. Primarily, the forecast of aircraft activity is used to quantify the Airport’s operational peaking and capacity characteristics, determine the sizing and space allocation for structures and site development, and form the basis to evaluate the feasibility of various development options. Overall, the forecast predictions attempt to account for factors at Oscoda which could likely influence projections in some significant or substantial way; whether an occurrence of past trends or an assumption of future expectations. As indicated in Chapter 1, the FAA Terminal Area Forecasts (TAF) combined with the forecasts developed for the Maintenance, Repair, and Overhaul (MRO) operations continues to support the Boeing 747 heavy widebody aircraft as the Airport’s most demanding, or critical aircraft, used for future facility planning and design purposes. The following forecast components are assessed in this chapter: Aircraft Operations – The number of aircraft landings and takeoffs conducted annually by local and itinerant traffic, including general aviation, commercial and military users. ‘Local’ operations are flights performed in the Airport traffic pattern vicinity, including proficiency training, instrument training and flights from nearby airports. ‘Itinerant’ operations are traffic arriving and departing from beyond the local vicinity. -

We measured gases (CO, CO2, NO, and NO2) and particles (black carbon, particle-bound aromatic hydrocarbons, fine particulate matter fi (PM2.5), and ultra ne particles (reported using particle number concentrations (PNC) as a proxy)) continuously for 1 month at a residence near the Logan International Airport, Boston. The residence was located under a flight trajectory of the most utilized runway configuration. We found that when the residence was downwind of the airport, the concentrations of all gaseous and particulate pollutants (except PM2.5) were 1.1- to 4.8-fold higher than when the residence was not downwind of the airport. Controlling for runway usage and meteorology, the impacts were highest during overhead landing operations: average PNC was 7.5-fold higher from overhead landings versus takeoffs on the closest runway. Infiltration of aviation-origin emissions resulted in indoor PNC that were comparable to ambient concentrations measured locally on roadways and near highways. In addition, ambient NO2 concentrations at the residence exceeded those measured at regulatory monitoring sites in the area including near-road monitors. Our results highlight the need for further characterization of outdoor and indoor impacts of aviation emissions at the neighborhood scale to more accurately estimate residential exposures. -

The City’s plan for 2000, as documented in the accompanying report, provides information regarding the availability of passenger terminal facilities, the use of passenger facility charge (PFC) revenues to fund terminal facilities, airline leasing arrangements, patterns of airline service, and average airfares for passengers originating their journeys at the Airport. The plan also sets forth the City’s current and planned initiatives to encourage competitive airline service at the Airport, construct terminal facilities needed to accommodate additional airline service, and ensure that access is provided to airlines wishing to serve the Airport on fair, reasonable, and nondiscriminatory terms. These initiatives are summarized in the following paragraphs. Encourage New Airline Service Airlines that have recently started scheduled domestic service at Philadelphia International Airport include AirTran Airways, America West Airlines, American Trans Air, Midway Airlines, Midwest Express Airlines, and National Airlines. Airlines that have recently started scheduled international service at the Airport include Air France and Lufthansa. The City intends to continue its programs to encourage airlines to begin or increase service at the Airport. -

Air service development consulting services may include, but are not limited to, air service strategy and planning, airline route study and forecasting, competitive service analysis, business case development for new/expanded air service, development of incentive programs, catchment area demographic and leakage studies and analysis of air traffic demand and airfare data. The Contract provides for a not to exceed amount of $200,000 per contract year with an initial three-year term and an option to renew for an additional 24 months at the County's sole option. The Airport’s Security and Driver training addresses violations and states that four or more types of security violations within 12 months may result in permanent revocation of an employee’s ID media. POLICIES AND PROCEDURES The following consequences will be enforced when Public Safety has determined that a violation of Federal Regulations and/or Airport Policy and Procedures has occurred. Ongoing records of violations are maintained in each employee’s Airport file. 12 months after the date of the first violation, the violation will be considered inactive and the process starts over. First Violation: The employee will be required to retrain within 10 days of notice. The ID Media will be confiscated by Public Safety if the retraining is not completed. This publication will provide you with detailed instructions on filling out those entry forms. Every traveler must complete the CBP Declaration Form 6059B. Abstract The continuous trend of rising fuel prices increases interest in improving the fuel efficiency of aircraft operations. Additionally, since fuel burn is directly linked to aircraft CO2 emissions, reducing fuel consumption has environmental benefits. One approach to reducing airline cost and mitigating environmental impacts of aviation is to achieve higher fuel efficiency by increasing aircraft wingspan. One concern is that airports may not be able to accommodate increased-wingspan aircraft since existing gate infrastructure may have been sized for the past and current aircraft. This results in a potential tradeoff for airlines; increasing wingspan increases fuel efficiency, but it also limits the number of gates available to maintain current aircraft operations.
