SYED GHAZI GULAB JAMAL ANNOUNCEMENT Honourable Speaker informed the members to gather in front of the Parliament House after the today’s sitting for a group photo of the members of 14th National Assembly. 1 POINTS OF ORDER Name of member(s) Subject Syed Khursheed Ahmed Shah, Criticized the presentation of 6th Budget for complete Leader of the Opposition financial year by the government ahead of general elections (5.06 p.m. to 5.16 p.m.) and presentation of Budget by a non-elected Minister. Makhdoom Shah Mahmood Hussain Criticized the presentation of 6th Budget for complete Qureshi financial year by the government ahead of general elections (5.16 p.m. to 5.26 p.m.) despite disagreement of three Provincial Governments. Mr. Shahid Khaqan Abbasi, Next government would have the right to make changes in Prime Minister of Pakistan the Budget. (5.26 p.m. to 5.31 p.m.) Mian Riaz Hussain Pirzada, Non-elected person was appointed Minister in PPPP Minister for Inter-Provincial government. Coordination (6.39 p.m. to 6.40 p.m.) TOKEN WALK OUT Syed Khursheed Ahmed Shah, Leader of the Opposition alongwith all members belonging to PPPP, PTI and JI staged a walk-out as a protest against presentation of 6th Budget for complete financial year by the government ahead of general elections. PROTEST All members belonging to PTI staged a protest, raised slogans, tore Budget documents and gathered in front of the dice of Minister for Finance during the Budget speech on presentation of 6th Budget for complete financial year. 2 THE BUDGET 2. Minister for Finance to present the Mr. Miftah Ismail, Minister for Finance, Revenue Federal Budget for the year, 2018-2019. and Economic Affairs presented the Federal Budget for the year, 2018-2019. H - M (5.32 p.m. to 6.37 p.m.) (1-05) PAPERS LAID BEFORE THE NATIONAL ASSEMBLY 3. Minister for Finance to lay before the Mr. Miftah Ismail, Minister for Finance, National Assembly the Supplementary Revenue and Economic Affairs laid before the Demands for Grants and Appropriations National Assembly the Supplementary Demands for the financial year 2017-18. for Grants and Appropriations for the financial year 2017-18 laid. INTRODUCTION OF FINANCE BILL 4. Minister for Finance to introduce a Bill to Mr. Miftah Ismail, Minister for Finance, Revenue give effect to the financial proposals of the and Economic Affairs introduced; copy is available Federal Government for the year on the website of the National Assembly and to be beginning on the first day of July, 2018 published in the Gazette of Pakistan. and to amend certain laws [The Finance Bill, 2018]. 3 SUSPENSION MOTION Rana Tanveer Hussain, Minister for Science and Technology and Defence Production moved the following motion which was adopted by the House:- “That under rule 288 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007 the requirements of rules 18, 69 and 88 of the said Rules be suspended in respect of raising matters which are not Points of Order, Questions Hour and Calling Attention Notices from 30th April, 2018 till the passage of the Budget including the Finance Bill, 2018 in order to give more time for discussion and passage of the Budget.” The sitting of the Assembly was adjourned to meet again on Wednesday the 2nd May, 2018 at 4.00 p.m. Islamabad, the TAHIR HUSSAIN 27th April, 2018 Secretary 4 .

    Lawmakers’ interest in National Assembly Shows Declining Trend 101 lawmakers attend less than half of sittings Attendance remains higher in shorter sessions while lower in longer sessions Average annual attendance the lowest during second parliamentary year FREE AND FAIR ELECTION NETWORK www.fafen.org I www.openparliament.pk Overall Attendance The 14th National Assembly completed its third parliamentary year on May 31, 2016. It held 289 sittings in 32 sessions between June 1, 2013 and May 30, 2016. The attendance record of lawmakers was first made public on the National Assembly website in June 2015 at the outset of third parliamentary year. The Free and Fair Election Network (FAFEN) acquired the attendance record of the Members of the National Assembly (MNA) for the first two parliamentary years through an information request to the National Assembly Secretariat. This report is based on the official attendance record and does not include the attendance of the Joint Sittings of Parliament and sitting held on May 31, 2016. The Assembly held 99 sittings in the first parliamentary year, 92 in the second and 98 in the third year. The highest attendance of MNAs was recorded during the first session of the 14th National Assembly followed by the third and 19th sessions which were single-sitting sessions. The third sitting of the first session witnessed the highest attendance when the election of the Prime Minister took place in the presence of 318 lawmakers. The fourth sitting of 18th session was the least attended with only 87 members were present.

(b) SNGPL has reported that total project cost of the above villages works out to Rs. 418.160 million out of which Rs. 343.588 million cost was within criteria and Rs. 74.572 million cost was above criteria. An amount of Rs. 60 million was received from Government of Pakistan and Rs 20 million received from Government of Khyber Pukhtunkhawa. (c) The company has reported that 6% work has been completed so far.
