    «Evolving dilemmas: representative democracy in the European Union» ****WORK IN PROGRESS – PLEASE DO NOT CITE OR SIRCULATE**** Guri Rosén1 Abstract In European Union (EU) studies, there has been what some call a ‘representative turn’ (cf. Kröger and Friedrich 2013). The particularities of the EU as a multilevel polity have spawned studies aiming to conceptualise and evaluate representation. Other analyses have revolved around the role of Members of the European Parliament (MEPs) and the extent to which their preferences and voting patterns are congruent with the EU electorate. Finally, there is work that seeks to appraise the responsiveness of EU parliamentarians, or the Union’s systemic responsiveness, by comparing public opinion to legislative output. The multilevel character of the EU presents distinct challenges to representation, however. We know for example that MEPs serve several principals, the party group they belong to at the EU-level, their national party (Hix 2002), their voters, perhaps even to the European integration project itself. What we know less about is how EU-parliamentarians adjudicate between these different commitments. Thus, the aim of this contribution is to analyse processes of representation within the EU, focusing on the interaction between the national and EU-levels. More specifically, it will gauge how MEPs’ representative roles are mediated by their national party, their EU-party group, their constituencies, as well as by their potential loyalty to the EU polity. It is argued that the European Parliament’s empowerment has made MEPs’ allegiances more unpredictable. As a result, representative practice becomes fragmented, putting further pressure on democracy both at the EU- and member state level.

Eine funktionierende EU, die für ihre Bürgerin- nen und Bürger arbeitet, in die Zukunft investiert und gute Arbeit und faire Regeln für alle schafft – das ist unser Ziel. Die EU ist eine Erfolgsgeschichte, die wir weiterdenken müssen. Herausforderungen wie der Klimawandel, globale Finanzkrisen oder die Digitalisierung von Wirtschaft und Gesellschaft lassen sich nur in der Zusammenarbeit der EU-Mitgliedsstaaten angehen. Wir Sozialdemokratinnen und Sozialdemokraten haben seit der Euro- pawahl 2014, trotz einer konservativen Mehrheit im Europäischen Parlament, sozialdemokratische Erfolge in der Europäischen Union errungen.

Juni 2014 tagte in Brüssel der Beratende Ausschuss der Europäischen Kommission zu Obst und Gemüse. Wichtige Themenbereiche der Sitzung des Beratenden Ausschusses der EU-Kommission waren das Pflanzengesundheitspaket und die Reform der Gemeinsa- men Agrarpolitik einschließlich der Änderungen der Durchführungsverordnungen für den Bereich Obst und Gemüse. Zum Pflanzengesundheitspaket diskutierten die Mitglieder des Beratenden Ausschusses, insbesondere aber die Vertreter von COPA/COGECA im Bera- tenden Ausschuss mit der DG Sanco der Europäischen Kommission, über den Fortgang der Regelungen im Pflanzengesundheitspaket bei den Einfuhren. Die erste Runde im Europäi- schen Rat wird wohl noch vor der Sommerpause abgeschlossen werden können. Das Par- lament hatte in der letzten Amtsperiode noch die erste Runde abgeschlossen. Mit einem Trilog, also der Verständigung zwischen Rat und Parlament, ist voraussichtlich für Ende des Jahres 2014 zu rechnen.

  • Succesfull European Action Days Against the Us-Blockade on Cuba
    SUCCESFULL EUROPEAN ACTION DAYS AGAINST THE US-BLOCKADE ON CUBA On November 29 and 30, Cubanismo.be, a Belgian solidarity organization, organized - in cooperation with representatives of the European solidarity movements with Cuba and with the GUE/NGL faction in the European Parliament in Brussels - two European Action Days against the US-blockade against Cuba. This was the first pan-European common action on this topic. Twenty-five representatives from Belgium, Denmark, Germany, Ireland, Italy, France, Portugal, Spain and Sweden have met with members of the European Parliament. The representatives exposed the consequences of the blockade for Cuba and also for Europe, due to the illegal extraterritorial application of the US blockade laws. They denounce e.g. the fact that several European banks refuse transferring money for urgent relief after the hurricane Irma, and even within Europe they block money transfers to solidarity organizations and even close down bank accounts. The representatives have asked the members of parliament to endeavour that Europe opposes the blockade not only in words but also in actions. In fact, the European laws say that Member States should sanction companies or persons that apply the blockade laws in Europe. US threatens European entities with big fines – and banks an companies already have payed millions of dollars to the US treasury in past years – but the European institutions barely react to these illegal extraterritorial sanctions. This proves that the US-blockade against Cuba is not only a threat to Cuban sovereignty, but also to the sovereignty of EU and his member states. These facts are nearly unknown to the public and these lobby days aimed also to raise awareness about it to European politicians and public.

    Her Excellency Mrs. Angela Merkel Chancellor of the Federal Republic of Germany Bundeskanzleramt Willy-Brandt-Straße 1 10557 Berlin - Germany 9 December 2020 Joint MEP letter to Germany to suspend submarine export to Turkey Dear Chancellor, in the light of ongoing tensions in the Eastern Mediterranean, as Greek and German Members of the European Parliament we call on the German government to immediately suspend the export of German submarines, its components and spare parts as well as all related maintenance activities. Our appeal follows the European Parliament’s resolution of 17 September 2020 on Arms export: implementation of Common Position 2008/944/CFSP (para 17) which: calls on the VP / HR, for as long as Turkey continues with its current illegal, unilateral actions in the Eastern Mediterranean that run counter to the sovereignty of any EU Member State (notably Greece and Cyprus) and international law, and does not engage in dialogue based on international law, to introduce an initiative in the Council for all EU Member States to halt arms export licensing to Turkey in accordance with the Common Position Turkey’s recent explorative activities for natural gas deposits has led to an escalation of a simmering dispute between Turkey and Greece over maritime rights in the Eastern Mediterranean Sea. We are extremely concerned about Turkey’s threats of military action against EU Member States in the Eastern Mediterranean and fear that Turkey could employ submarines produced in Germany in this conflict. Therefore, we urge the German government to undertake urgent measures to suspend in relation to Turkey the export of submarines, its components and spare parts - largely produced by German Thyssen Krupp Marine Systems and assembled in Turkey – as well as related maintenance.

We, the undersigned Members of the European Parliament, urge you to drop your opposition and to actively support the adoption of the proposal for a temporary ‘Waiver from certain provisions of the TRIPS Agreement for the prevention, containment and treatment of COVID-19. According to the data from the WHO there have been 154,815,600 confirmed cases of COVID-19, including 3,236,104 deaths1. There is an urgent need for strong international collaboration to speed and scale up manufacturing, to expand the supply of effective medical technologies and to work with governments and manufacturers to ensure fair and equitable allocation of the vaccines for all countries so that everyone, no matter where they live, is protected. We are experiencing shortages of supply and few wealthy countries were able to secure the biggest share of vaccine doses, leaving a majority of the global population living in low-and-middle income countries without any opportunity to receive vaccine 1 https://covid19.who.int/ (6. May 2021) doses. At the same time pharmaceutical companies approach to intellectual property remains business-as-usual, limiting manufacturing and supply capacities.
