IN TIME OF AN IMPENDING NATURAL DISASTER OR IMMEDIATELY AFTER AN UNFORECASTED NATURAL DISASTER, THE GENERAL MANAGER OF STONEYBROOK WILL DECIDE IF THIS PLAN WILL BE IMPLEMENTED.

This information has been compiled from a variety of sources and is intended only as a guide that will help you make choices as to what is best for you and your family in times of a disaster. It does not purport to be, nor is it based on substantial scientific, legal or medical advice. It is simply a compilation of ideas and suggestions collected from many sources that we hope will stimulate you to provide for the disaster we all hope never happens.

9/8/2020 11:51 AM pg. 1 Forward The Stoneybrook Golf and Country Club(SGCC) Neighborhood Disaster Preparedness Program was developed to educate the community in both protective and precautionary measures to be taken in the event a hurricane or other disaster is projected to impact the Southwest area. Potentially hazardous conditions and situations exist in all communities and , home to SGCC, is occasionally vulnerable to hurricanes and severe weather-related events. This plan shall provide a framework for the Community to protect lives and property, endure, and recover from such an event. Authority and responsibility for direction and control of personnel, resources, and recovery efforts of the Community are an integral part of this basic plan. To ensure one’s personal safety and the safety of his or her possessions, all members of the community should be thoroughly familiar with the components and limitations of this plan. Members of the Disaster Preparedness & Action Committee (DPAC) shall review and make changes to this plan on an annual basis.

Purpose: To protect the lives of residents and staff before, during, and after a hurricane; to protect and preserve property of the Club before, during, and after a hurricane; to provide continued business operations, and communication until the Club is able to resume normal operations; to designate essential employees and responsibilities in order to accomplish our mission during such a crisis. This plan details the overall responsibilities, guidelines, and organizational priorities necessary to ensure safe, coordinated service efforts. It sets forth a detailed program for preparation against, operations during, and recovery following a hurricane. This plan has been developed as a guideline for staff and volunteer residents to prepare the Club and its amenities for an impending storm and restore the Club and its property back to pre-storm conditions. It is highly recommended that each Association and owner develop a plan to ensure the safety and security of their families and property.

Priorities: a. Protect the welfare of the population of the Community. b. Protect physical and intellectual property. c. Mitigate damages and provide recovery efforts to resume normal functioning of SGCC.

1. A video or film of all our physical assets has been completed and safely stored in our fireproof safe in the admin. Office.

2. Determine our capital needs, get Board approval and implement. For example: (1) Generator for power to run refrigerators and freezers (2) Determine “cash on hand” (3) Protection of windows in Clubhouse and fitness center (4) Put copy of blueprints for Clubhouse off premises (5) Put copy of vendor names and phone numbers off premises

3. Organize volunteers from community associations - recruit and train. Organize nurses from community.

4. Line of command

a. General Manager oversees implementation and if he is not here, next in command is the President of the Board and Central Command Center – see Central Command pages 12-13 and Board page 17.

b. Establish managers’ responsibilities and procedures for Pre-and Post-actions – refer to pages 5-8.

5. Determine Clubhouse supply needs and obtain: water jugs, 2 way radios, batteries, first aid supplies, as needed.

Store all glassware in back service area. c. Move dining room chairs and tables against wall furthest from windows. d. Remove and store all glassware from bar area into kitchen. e. Place all liquor and wines in Liquor Room. f. Disconnect all Bag-in-Box syrups. g. Disconnect POS and cover with plastic. h. Secure items in metal shed outside. i. Disconnect power to vending machines and remove product. J. Kitchen—Zeke, Kathleen & Frank, assisted by Bob F. a. Bag 200# of ice and stockpile in 10# bags. Commence bagging three days prior to anticipated landfall. b. Unplug all computers and raise off floor. c. Unplug all electrical appliances. d. Store umbrella, chairs and all loose objects from loading dock in kitchen. e. Secure the garbage bin doors. f. Final preparation: Ice down all high cost food products including all perishable sea foods and meats. The quantity of ice should be sufficient to preserve food integrity for a minimum of three days. g. Shut off gas supply valves. K. Golf Course and Common Grounds—John & Forest, assisted by Don D. & Ron B.

Inspect and lock all irrigation satellites, both on the golf course and common ground irrigation. c. Valve off non-potable water. L. Irrigation Pump Station and Grounds—John & Frank a. Valve off the butterfly hand valve and the pump station venturi, as well as individual hand valves at each pump. b. Valve off all in-line main line valves on the course. Include all green valves. c. Discharge all pressure in irrigation systems. d. Disconnect fertigation injector pump and place on shelf as high as possible. e. Disconnect all power at V.F.D. (Variable Frequency Drive) control panel, i.e. pump switches and service disconnect. f. Disconnect all breaker switches powering system from breaker boxes outside of building. Lock and secure boxes thereafter. g. Turn off all switches to central control timer. h. Remove pressure cleaner and 2” Honda pump from floor and place on shelf as high as possible. i. Move all repair parts as high as possible j. Move all pipe and loose objects to interior of maintenance building. k. Fill fertigation tank with water prior to discharging pump station. l. Secure and lock building. M. Chemical Building Storage—John, assisted by Charlie G. a. Raise all products to the highest level possible. b. Inventory all products and store inventory in a secure place off sight. c. Close and lock building using both dead bolt and doorknob lock. N. Fueling Station—John a. Top off all maintenance equipment. b. Perform typical monthly inspection. c. Top off both diesel and gasoline tanks and take inventory. d. Pre-fill emergency fuel storage receptacles e. Disconnect electricity to pumps at breaker box located on pump station building. f. Lock and secure pumps at pump nozzles and pump drains. g. Lock impervious berm. h. Secure and lock gate. O. Maintenance Compound—John, Frank, Forest, assisted by Charlie G. and Ron B. a. Move and secure all loose and non-stationary items to interior of maintenance building, (ropes, pipes, drain gates, pots, plants, wood, hoses, etc.).

P. Maintenance Building—John and Forest, assisted by Charlie G. & Ron B. a. After all items from golf course, common grounds and the Maintenance Compound are secured, begin securing the Maintenance Building. b. Valve off all sinks, toilets and hot water heater. c. Cap and secure oil waste tank. d. Raise all parts, small tools and hand-operated machinery to the highest possible level. e. Disconnect all cords from electrical outlets. f. Disconnect all computers, raise off the floor and secure with plastic. g. Park all equipment as close as possible in the middle of the building. Move the larger equipment to the bay doors with their tires pressed lightly against the doors to help ease vibrations. h. Lock doors and do not set the alarm. Q. Communications—Frank, Bob F, Charlie G., Connie A. & Judy S. a. Email membership reminding them to stock up on hurricane supplies and if conditions necessitate, tie something on their front door post – hurricane to identify that the people inside are safe. i.e. a colored ribbon.

Post Actions (After Hurricane)

1.Set up of the Command Center.

2. Assess street debris, particularly around fire hydrants; drain back-ups; injuries; etc. a. Report info to General Manager. Put up temporary street name signs if required. b. Clean light debris from streets, drains. c. General Manager and staff will notify appropriate agencies as needed- i.e., The County Emergency, FPL, emergency medical, clean-up companies, etc.

3. Start-up emergency generator if applicable. 4. General Manager and staff will assess Country Club damage and take required actions. 5. Hiring contractors, notifying insurance company. 6. General Manager will take required actions to secure physical assets of Club. 7. General Manager and BOG will determine when Club can resume operations. 8. Responsibilities Thank you for volunteering to participate in the Stoneybrook Neighborhood Disaster Preparedness Program.

The Central Command Coordinators are the eyes and ears of the community after any type of natural or man-made disaster has occurred. They depend on residents to advise the residential leader of any significant damage or injuries in their neighborhood condo, villa, house or street.

Hurricanes are the most likely natural disaster that we anticipate occurring. However, other emergencies, such as tornadoes, or tropical storms, are possible. It is important that you and your family know what to do during a Hurricane Watch, Hurricane Warning, while the hurricane is in progress, and after the All Clear. Your first priority is to prepare your household. Then, please keep your Residential Leader updated on your “in town” status, and if you will be able to participate in after-hurricane duties. In the event you cannot contact your Residential Leader, contact the Command Center, General Manager or the Administrative Executive.

Contact 911 for seriously injured residents and send slightly injured residents to the Clubhouse Command Center for evaluation and first aid. 7. What is the National Weather Service? The National Weather Service provides weather, hydrologic, and climate forecasts and warnings for the United States, its territories, adjacent waters, and ocean areas. The NWS provides warnings and forecasts of hazardous weather, including thunderstorms, flooding, hurricanes, tornadoes, winter weather, etc., during life-threatening weather situations.

What do hurricane advisories mean? Hurricane/Tropical Storm “Watch” - Hurricane/tropical storm conditions are possible in the specified area, usually within 36 hours. Hurricane/Tropical Storm “Warning” - Hurricane/tropical storm conditions are expected in the specified area, usually within 24 hours.

What conditions are expected during each hurricane category?

Hurricane Category 1 Winds 74-95 mph with storm surge generally 4-5 ft. above normal. Damage primarily to unanchored mobile homes, shrubbery, trees, poorly constructed signs. No real damage to most building structures. Some coastal road flooding and minor pier damage.

Hurricane Category 2 Winds 96-110 mph with storm surge generally 6-8 ft. above normal. Some roofing material, door, and window damage of buildings. Considerable damage to shrubbery and trees with some trees blown down causing power outages. Considerable damage to mobile homes, poorly constructed signs, and piers. Flooding on coastal and low-lying escape routes 2-4 hours before arrival of the hurricane center.

Hurricane Category 3 Winds 111-130 mph with storm surge generally 9 - 12 ft. above normal. Structural damage to residences and utility buildings. Damage to shrubbery and trees. Mobile homes and poorly constructed signs are destroyed. Low-lying escape routes are cut by rising water 3- 5 hours before arrival of the center of the hurricane. Flooding near the coast destroys smaller structures with larger structures damaged by battering from floating debris. Terrain continuously lower than 5 ft. above mean sea level may be flooded inland 8 miles or more. Extensive power outages for several days possible.

Hurricane Category 4 and 5 Winds greater than 131 mph. Storm surge greater than 13 ft. above normal. Extensive structural damage to most buildings. Shrubs, trees, and all signs are blown down. Complete destruction of mobile homes. Low-lying escape routes may be cut by rising water 3-5 hours before arrival of the center of the hurricane. Major damage to lower floors Appendix Continued

Hurricane Safety Tips Before Hurricane Season Begins Be aware of the risks in your particular area (i.e. low-lying areas, etc.). Develop a hurricane action plan. Review the condition of emergency equipment (i.e. flashlights, radios, generators, etc.). Store an ample supply of non-perishable food and water to sustain your family for at least 1 week.

Before the Storm Closely monitor the storm through local media outlets. Closely monitor information pertaining to SGCC via the website (if available). Ensure your vehicle is fueled and serviced. Have extra cash on hand. Bring in lightweight objects from around your home that could become deadly projectiles during high winds (lawn furniture, grills, garden tools, potted plants).

During the Storm: Closely monitor local media outlets and the SGCC website (if available). Follow instructions of local and state officials. Evacuate immediately if told to do so.

If evacuating: Try to leave during daytime hours. Notify your family of your evacuation plans. Take your pets with you. (Shelters may not accept pets)

If staying at home: Only stay home if you have not been ordered to leave. Only stay inside a well-constructed building. Unplug small appliances. Fill bathtubs, sinks, or large containers, with water for sanitary purposes. Stay away from windows and doors.

After the storm: Check local media outlets for information. Never drive across standing or flowing water. Never approach or handle downed power lines. Do not drink tap water until declared safe by local officials. After the storm, intersections with non-functioning traffic signals should be treated as 4-way stop signs.
