AGENDA ITEM #2 Call to Order & Introductions Chairman Porter called the meeting to order at 9:30 a.m. Each member was asked to introduce themselves. SWF LEPC February 28, 2019 Meeting Minutes Page 1 AGENDA ITEM #3 Pledge of Allegiance Chairman Porter led the pledge of allegiance. AGENDA ITEM #4 Minutes of the December 6, 2018 Meeting Chairman Porter entertained a motion to accept the draft LEPC meeting minutes of the August 23, 2018 meeting. A motion was made by Chief Davis to approve the minutes of the December 6, 2018 LEPC meeting as presented and was seconded by Mr. Kerkering. The motion passed unanimously. AGENDA ITEM #5 LEPC Membership Mr. Kammerer explained that Connie Bowles has retired from LeeHealth and Alvin Henderson Jr. has requested to take her place on the LEPC. A motion was made by Chief Sieber to approve the change to the LEPC membership as presented and was seconded by Chief Marshall. The motion passed unanimously. AGENDA ITEM #6 7th Annual HazMat Symposium Chief Marshall gave a report on the HazMat Symposium which took place on January 22-25 in Daytona Beach. The Symposium is continuing to grow and had 594 attendees this year. The feedback received from SWF attendees has been very positive. The SWF LEPC sent 21 attendees at $9,702. The target was 25 attendees at $20,000. The Symposium hotel being overbooked led to the LEPC saving on hotel costs. AGENDA ITEM #7 HazMat Team Self-Assessment Site Visits Chief Marshall announced that the HazMat teams have completed their Self-Assessments. The LEPC completed a Site Visit with the City of Fort Myers which was very successful. There have been difficulties finding a date for a Site Visit with Sarasota County. The State wishes to wrap- up the 2018 cycle, so it was decided that the Sarasota County Site Visit will be pushed to the 2019 cycle. SWF LEPC February 28, 2019 Meeting Minutes Page 2 AGENDA ITEM #8 LEPC Meeting Schedule & Locations for FY18-19 Mr. Kammerer announced that the dates for the rest of 2019 will be May 23, August 22, and December 5. The LEPC is looking to hold the May meeting in Cape Coral. AGENDA ITEM #9 FY18-19 HMEP Training Funds Update Mr. Kammerer explained that with the HazMat Symposium savings, there is currently around $50,000 of HMEP funds left to spend. The Training Subcommittee has received requests and will go over them later in the meeting. AGENDA ITEM #10 FY18-19 Planning Project At the last LEPC meeting there was discussion about doing a joint planning project with the Tampa Bay region between Sarasota and Manatee Counties. Lt. Shapiro explained to the group that Sarasota County is still in discussion with Manatee about a joint exercise. Collier County will be holding a HazMat Exercise in May. AGENDA ITEM #11 2019 LEPC HazMat Plan Update Mr. Kammerer explained that a draft of the 2019 Plan is in the agenda packet. He will be taking comments and updates up until the May 23 LEPC Meeting, during which the group will vote on the Plan before it is sent to FDEP. AGENDA ITEM #12 Southwest Florida LEPC Training Subcommittee Report Chief Marshall explained that the Training Subcommittee has received several training requests. The requests have been sent to the Subcommittee members and are awaiting approval. Fort Myers and Sarasota County are working together on a HazMat Tech class. AGENDA ITEM #13 Tier II Reporting and E-Plan Update Chief Marshall announced that the deadline to file a Tier II report in E-Plan is tomorrow, March 1 at 11:59 pm. The LEPC held a How-To-Comply Workshop at the SWFRPC on February 15 and they are having another Workshop immediately after this meeting. So far roughly 10,000 of the roughly 12,000 sites in the State of Florida have filed for 2018. AGENDA ITEM #15 Hazardous Material Incidents in Southwest Florida Chairman Porter explained that on the State’s website https://apps.floridadisaster.org/swo/ArchiveNonAdmin.aspx there is a running list of hazardous materials incidents by county.

DEPARTMENT OF PUBLIC SAFETY To the Residents and Visitors of Southwest Florida, Some of you consider Lee County, Florida, your family’s vacation destination, while many others enjoy Southwest Florida year-round as they live, work and play. Lee County, located along Southwest Florida’s Gulf Coast, has a year-round population of nearly 700,000 residents, but climbs to over 1.3 million during the winter tourist, spring break and baseball spring-training seasons. While we all enjoy beautiful weather and lifestyle that Southwest Florida provides, we must also be prepared to overcome occasional threats. Each year is different, and history only reveals the past. However, we learn more each year, and our preparations are more refined. Due to the unpredictability, preparing to respond to these hazards must be as much a part of our lives as driving to work, or walking on the beach. Most of us realize the important of creating a plan to address as least some common hazards. Unfortunately, realization and preparation rarely prevent a disaster. Well prepared people and property survive more often, recover more quickly, and return to normal more easily. At the Lee County Department of Public Safety, we ask that you go just a bit further, and develop a “culture of preparedness” in your home.     News from the Florida Department of Transportation Aviation Office www.fdot.gov/aviation SPRING 2020 CARES ACT FUNDING by Michael McDougall, Aviation Communications Manager n March 27, 2020, President Trump signed a $2.2 trillion stimulus bill into law called the Coronavirus Aide, Relief, and Economic Security Act (CARES Act), of which $10 billion in grants was allocated to provide relief to eligible airports in the U.S. that have been impacted during the COVID-19 pandemic. Previously, the Federal Aviation O Administration (FAA) would fund a large percentage of AIP eligible projects and there would be a local match contributed by the Airport’s sponsor. As a result of the CARES Act, temporary changes have been made to the Airport Improvement Program (AIP). $500 million of the $10 billion is now available to increase the federal share of certain projects up to 100 percent. The other $9.5 billion will be made available to airports to cover expenses such as operational costs, payroll, debt services, aiding in protection, prevention, and future preparations to combat complications from the pandemic. For projects identified to receive 100 percent federal funding, there will be no local contribution. All airports that are in the National Plan of Integrated Airport Systems (NPIAS) were eligible for funding, as determined by an airport’s classification of either commercial service or general aviation. Commercial Service airports (those with 10,000 or more annual passenger boardings) were eligible to receive up to $7.4 billion of CARES Act funding, based on their total annual enplanements. This is similar to how Commercial Service airports receive the AIP entitlement funds.
