This article provides a conceptual lens for and a thick interpretation of the emergent regional constellation in the Middle East in the first decade of the 21st century. It starts out by challenging two prevalent claims about regional politics in the context of the 2006 Lebanon and 2008–09 Gaza Wars: Firstly, that regional politics is marked by a fundamental break from the ‘old Middle East’ and secondly, that it has become ‘post-Arab’ in the sense that Arab politics has ceased being distinctly Arab. Against this background, the article develops the understanding of a New Arab Cold War which accentuates the still important, but widely neglected Arab dimension in regional politics. By rediscovering the Arab Cold War of the 1950–60s and by drawing attention to the transformation of Arab nationalism and the importance of new trans-Arab media, the New Arab Cold War perspective aims at supplementing rather that supplanting the prominent moderate-radical, sectarian and Realist-Westphalian narratives. By highlighting dimensions of both continuity and change it does moreover provide some critical nuances to the frequent claims about the ‘newness’ of the ‘New Middle East’. In addition to this more Middle East-specific contribution, the article carries lessons for a number of more general debates in International Relations theory concerning the importance of (Arab-Islamist) non-state actors and competing identities in regional politics as well as the interplay between different forms of sovereignty. -

The ruler, therefore, needs persons to help him in the matters concerned with 'the sword,' 'the pen,' and finances; and among them the pen ranks high."1 It may have been thought to rank even higher than the sword and finances, for, according to Muslim tradition, the pen was the first object God created.2 Of its power and creativeness in Islamic culture there can be no doubt, and those who wielded the pen enjoyed great esteem. Poets and literati lent their talents to the business of government and, according to Ibn al-Sayrafl, achieved "with the pen what the sword and the lance over a long period of years had been unable to produce."3 Unfortunately, the use of the pen as an instrument of Muslim policy and the preservation of the products of the pen, namely offi- cial documents, have received too little attention so far. Next Steps in Syria BY JUDITH S. YAPHE early three years since the start of the Syrian civil war, no clear winner is in sight. Assassinations and defections of civilian and military loyalists close to President Bashar Nal-Assad, rebel success in parts of Aleppo and other key towns, and the spread of vio- lence to Damascus itself suggest that the regime is losing ground to its opposition. The tenacity of government forces in retaking territory lost to rebel factions, such as the key town of Qusayr, and attacks on Turkish and Lebanese military targets indicate, however, that the regime can win because of superior military equipment, especially airpower and missiles, and help from Iran and Hizballah. No one is prepared to confidently predict when the regime will collapse or if its oppo- nents can win. At this point several assessments seem clear: ■■ The Syrian opposition will continue to reject any compromise that keeps Assad in power and imposes a transitional government that includes loyalists of the current Baathist regime. While a compromise could ensure continuity of government and a degree of institutional sta- bility, it will almost certainly lead to protracted unrest and reprisals, especially if regime appoin- tees and loyalists remain in control of the police and internal security services. ■■ How Assad goes matters. He could be removed by coup, assassination, or an arranged exile. Whether by external or internal means, building a compromise transitional government after Assad will be complicated by three factors: disarray in the Syrian opposition, disagreement among United Nations (UN) Security Council members, and an intransigent sitting govern- ment. -

Herding,Warfare, and a Culture of Honor: Global Evidence* Yiming Cao† Benjamin Enke‡ Armin Falk§ Paola Giuliano¶ Nathan Nunn|| 7 September 2021 Abstract: According to the widely known ‘culture of honor’ hypothesis from social psychology, traditional herding practices have generated a value system conducive to revenge-taking and violence. We test the economic significance of this idea at a global scale using a combination of ethnographic and folklore data, global information on conflicts, and multinational surveys. We find that the descendants of herders have significantly more frequent and severe conflict today, and report being more willing to take revenge in global surveys. We conclude that herding practices generated a functional psychology that plays a role in shaping conflict across the globe. Introduction A culture of honor is a bundle of values, beliefs, and preferences that induce people to protect their reputation by answering threats and unkind behavior with revenge and violence. According to a widely known hypothesis, that was most fully developed by Nisbett( 1993) and Nisbett and Cohen( 1996), a culture of honor is believed to reflect an economically-functional cultural adaptation that arose in populations that depended heavily on animal herding (pastoralism).1 The argument is that, relative to farmers, herders are more vulnerable to exploitation and theft because their livestock is a valuable and mobile asset. -

Steven Isaac “The Ba‘th of Syria and Iraq” for The Encyclopedia of Protest and Revolution (forthcoming from Oxford University Press) Three main currents of socialist thought flowed through the Arab world during and after World War II: The Ba‘th party’s version, that of Nasser, and the options promulgated by the region’s various communist parties. None of these can really be considered apart from the others. The history of Arab communists is often a story of their rivalry and occasional cohabitation with other movements, so this article will focus first on the Ba‘th and then on Nasser while telling the story of all three. In addition, the Ba‘th were active in more places than just Syria and Iraq, although those countries saw their most signal successes (and concomitant disappointments). Michel Aflaq, a Sorbonne-educated, Syrian Christian, was one of the two primary founders of the Ba‘th (often transliterated as Baath or Ba‘ath) movement. His exposure to Marx came during his studies in France, and he associated for some time with the communists in Syria after his return there in 1932. He later declared his fascination with communism ended by 1936, but others cite him as still a confirmed party member until 1943. His co-founder, Salah al-Din al-Bitar, likewise went to France for his university education and returned to Syria to be a teacher. Frustrated by France’s inter-war policies, the nationalism of both men came to so influence their attitudes towards the West that even Western socialism became another form of imperialism.
