Minutes of the Board Meeting of August 28, 2017

The South Brunswick Township Board of Education met on Monday, August 28, 2017 in the Auditorium at Crossroads North School. The meeting was chaired by President Mr. Harry J. Delgado:

MEMBERS ABSENT: Mr. Deven Patel

CALLED TO ORDER AND SALUTE FLAG – Mr. Delgado called the meeting to order at 7:00 pm and asked the audience to stand for the pledge of allegiance.

STATEMENT OF ADVANCE NOTICE – Mr. Delgado read a statement in compliance with the Open Public Meetings Act.

SUPERINTENDENT’S REPORT – Mr. Scott Feder

Mr. Feder discussed the transition of the student information system PowerSchool to Genesis and the glitches that are still being worked out. He thanked Suzanne Luck-Born, Director of Assessment and the Administration for their help with the transition. Mr. Feder thanked everyone for their patience.

Mr. Feder also announced he did a walk through the buildings. A lot of work is taking place over the summer in preparation for the start of school.

He asked the board if they plan on attending any back to school nights to contact his Assistant Madeline Daniels.

There will be a meet and greet with the Superintendent on September 12th at South Brunswick High School Cafeteria and on September 14th at Crossroads North Middle School Cafeteria. The community and staff are welcome to attend.

The next Board Meeting is scheduled for September 11th.

PUBLIC COMMENTS – None

BOARD COMMITTEE REPORTS –

Mr. Nathanson reported on the Facilities Committee meeting held earlier in the evening. A review of summer projects and the solar project were discussed.

Dr. Parker commented on a NJASBA conference he and Mrs. Baig recently attended. He commented on the Oath of Board Members and what they can and can’t do when it comes to Social Media.

APPROVE ACTION ITEMS – There was a motion by Mr. Abschutz, seconded by Mrs. Baig to approve the Action Items for July 24, 2017:

1.1 Approval of Expenditures - That the warrant list dated August 28, 2017, as certified by the Business Administrator/Board Secretary be approved. 1.7 Approve Somerset County Co-Operative Contracts – That the Board of Education approve the Somerset County Co-Operative (#2-SOCCP) Contracts awarded for Automotive and Light Duty Truck Parts, Second Year of a Two-year Contract, Contract #CC-0113-16 - Reso #R17-597 and Schedule of Prices as per the attached.

1.8 Approve Resolution for Withdraw from Capital Reserve – That the Board of Education approve the an additional withdrawal from the Capital Reserve Account in the amount of $450,000 pursuant to N.J.A.C. 6A:23A-14.1(h) effective June 30, 2017 and said funds are to be placed in the following account 30-000-400- 450-01-49-1233. A withdrawal is required to complete an otherwise eligible roofing project at South Brunswick High School.

1.9 Approve Shared Services Agreement – That the Board of Education approve the attached joint shared services agreement with the Central Jersey Program for Recruitment of Diverse Educators (“CJ PRIDE”) and the membership fee in the amount of $100.00 for the 2017 – 2018 school year.

1.10 Accept Donation and Approve Revised Budget – That the Board of Education accept the following donation from Constable School PTO in the amount of $1,411.92 for the purchase of Constable School Agendas for the 2017 – 2018 school year.

This donation will increase Miscellaneous Revenue by $1,411.92 and the General Fund Appropriations by $1,411.92.

1.11 Approve Adoption of Curriculum – That the Board of Education approve the re-adoption of the South Brunswick School District’s Curriculum and the Independent Studies for the 2017 – 2018 school year in all areas of content. All curricular areas are aligned with the NJ Core Curriculum Content Standards and/or the NJ Student Learning Standards (NJSLS).

1.12 Approve Adoption of Textbooks and Resources – That the Board of Education approve the South Brunswick’s School District Textbooks and Resources for the 2017 – 2018 school year.

1.13 Approve the Program for the James Kimple Center for Alternate Education – That the Board of Education approve the program for the James Kimple Center for Alternate Education for the 2017 – 2018 school year.

1.14 Approve District Professional Development Plan – That the Board of Education approve the South Brunswick School District’s Professional Development Plan for the 2017 – 2018 school year.

1.29 Approve Professional Services – That the Board of Education approve the Professional Services for the following agencies and their anticipated projected rate for services, beginning July 1, for the 2017-2018 school year. These services are necessary and required for students that are eligible for special education and related services.

1.31 Approve Harassment, Intimidation and Bullying Report – That the Board of Education approve the determinations and recommendations submitted by the Superintendent, through the date of this meeting, regarding the disciplinary consequences and/or remedial actions as required by the State of New Jersey under the Anti-Bullying Bill of Rights.

1.32 Approve Student Field Trip Destinations – That the Board of Education approve the student field trip destinations as per the attached for the 2017 – 2018 school year.

1.33 Approve Resolution for Travel and Related Expense Reimbursement -

WHEREAS, the South Brunswick Board of Education recognizes school staff and Board members will incur travel expenses related to and within the scope of their current responsibilities and for travel that promotes the delivery of instruction or furthers the efficient operation of the school district; and

WHEREAS, N.J.A.C. 6A:23B-1.1 et seq. requires Board members to receive prior approval of these expenses by a majority of the full voting membership of the Board and staff members to receive prior approval of these expenses by the Superintendent of Schools and a majority of the full voting membership of the Board; and

WHEREAS, a Board of Education may establish, for regular district business travel only as described in NJOMB Circular Letter 06-02, including amendments or revisions thereto, a threshold amount below which Board approval is not required; and WHEREAS, travel and related expenses not in compliance with N.J.A.C. 6A:23B-1.1 et seq., but deemed by the Board of Education to be necessary and unavoidable are excluded from the requirements of N.J.A.C. 6A:23B-1.1 et seq.; and

THEREFORE, BE IT FURTHER RESOLVED, the Board of Education approves all travel not in compliance with N.J.A.C. 6A:23B-1.1 et seq. as being necessary and unavoidable as per noted on the attached Board of Education Approval of Travel and Related Expense Reimbursement Form; and

BE IT FURTHER RESOLVED, the Board of Education approves the travel and related expense reimbursements as listed on the attached Board of Education Approval of Travel and Related Expense Reimbursement Form.

Jennifer Diszler, Assistant Superintendent responded that information was released late. Administration is in the process of following the timelines, establishing a team. Ms. Diszler announced the public will be informed through the process.

BOARD COMMENTS /COMMUNICATIONS – Mr. Abschutz commented on the abolishment of the Director of Professional Development and the position to Supervisor of Professional Development and the savings to the district.

Mr. Abschutz reminded the community about the upcoming “Taste for Education” on October 16th, at Pierre’s in South Brunswick, information regarding the event can be found on the Foundation’s website at www.edfoundationsb.org.
