Acknowledgements Initially, my interest in the issues encountered by university presidents developed after witnessing three troubled presidencies while obtaining my second Master’s degree and teaching as an adjunct instructor. In one case, the president was unceremoniously fired. In a second case, the faculty took a vote of “no confidence” in the institution’s president and provost, while the third institution’s faculty voted no confidence in the “administration.” As a graduate student and junior faculty member, I became acutely aware that institutions of higher education can not effectively carry out their primary mission of transforming the lives of students through education if the position of chief executive officer is in peril. For that reason, this treatise seeks to assist institutional leaders in better understanding the demands placed on them by their unique leadership position. It is my hope that such understanding will contribute to the awareness of the difficulties these individuals face and demonstrate the fortitude necessary to meet the challenges of leadership. Working on this dissertation has proven to be a rich and rewarding experience thanks to the many individuals associated with this study. I am indebted to Norman Hackerman, Lorene Rogers, Peter T. Flawn, William H. Cunningham, Robert M. Berdahl, Robert Mettlen, Don Zacharias, Ronald Brown and William S. Livingston, who allowed me to interview them and glean information from their vast experience. Also, to the late Stephen H. Spurr, who provided his own presidential insights through contributions to the literature of v higher education. The chance to collect first hand accounts from these individuals proved to be an invaluable opportunity. Duncan American colleges and universities represent the most diverse system of higher education in the world. Institutions vary in many dimensions and managing a single institution of higher education with all of its complexities requires considerable energy and training. Demands upon institutional leaders are numerous, as campus constituents require constant attention. In working with these individuals and groups, a wide-range of issues is encountered. The university president, as the institution’s chief executive officer, is usually the central figure around which such issues revolve and the one held accountable by constituents to fulfill the institution’s mission. Therefore, this study examined viii issues encountered by university presidents in order to provide insight into the complexities associated with this position. Specifically, a case study was conducted investigating the issues faced by presidents of The University of Texas at Austin (UT) between 1967 and 1997. UT is a large public, research intensive institution located in close proximity to the Texas Capitol, the center of legislative activity, and serves as the flagship of The University of Texas System, the state’s largest and most complex higher education system. These elements add to the complicated nature of the UT president’s responsibilities. The researcher used six general issue themes – governance, finance, academics, student life, legal actions and significant incidents – identified at the national level during the same time period as a guiding framework to perform the document analysis. The primary document chosen for analysis was The Daily Texan, the student newspaper. Supplemental sources were also consulted: the Alcalde (the UT alumni magazine), University Council minutes, presidential addresses to the General Faculty and “state of the university” speeches or both, as well as archived information (articles, speeches, press releases, letters of correspondence) found in the UT Office of Public Affairs. In all, approximately 6,700 documents were analyzed.     News and Views February 5, 2001 EMU services satisfy student patrons According to the results of a study last spring, student patrons of the Erb Memorial Union are satisfied with the services and activities provided by the EMU. The survey, which was conducted in April by the Association of College Unions International (ACUI) and Educational Benchmark, Inc. (EBI), offered feedback from about 400 students about what is working in the EMU and what needs to be improved. "We learned a number of things from this survey, " says Lee LaTour, EMU marketing director. "Student patrons are pleased with the variety and quality of services we offer. But more importantly, students told us that the out-of-classroom opportunities offered throughout the EMU enhance their overall educational experience." Students indicated that they consider the EMU to be a safe, welcoming and enjoyable place that fulfills its mission as the center of college community life. The survey also revealed that the newly remodeled food service area is a big hit. Students gave the EMU high marks for the quality and variety of food available and for the dining areas' cleanliness and atmosphere. Ed. The University Senate Tuesday night recommended to the University faculty abolition of the present two- year compulsory physical education requicement. The bill also recommended to the faculty that academic credit towards completion of "the Cornell degree be granted for designated physical education courses." The vote, climaxing an hour and a half debate, passed by a narrow margin in a roll-call vote of 44 to 42 with 5 abstentions. In separate action, senators voted 47 to 5 for a sense of the body resolution calling upon the "-House of Representatives to begin impeachment proceedings against Richard M Nixon." The resolution was received by the Senate Executive Committee Tuesday morning signed by some 30 senators and University trustees. (Full text of the resolution appears at the end of this story.) Debate over the proposed abolition of Cornell's compulsory physical education requirement, satisfactory completion of which is prerequisite to graduation, centered on three major related issues: 1) the compulsory nature of the requirement 2) the financial effects of abolishing the requirement and 3) whether academic credit should be granted for physical education classes. THE PROGRESS AND PROMISE of new arms control agreements has faltered, while new political forces have rekindled old animosities between nuclear rivals. New weapons programs are gearing up across the nuclear weapons states, while the United States under President Donald J. Trump has seemingly turned its back on decades of bipartisan nonproliferation efforts. The threat of stumbling into terrible new wars with North Korea and Iran has never been more real, and the risk of any new conflict going nuclear hasn’t been this great since the height of the Cold War. Ploughshares Fund is more committed than ever to fighting for peace, justice and security in this uncertain world. We lead three major coalitions aimed at: preserving peace in the Middle East by maintaining the Iranian nuclear deal; easing tensions with North Korea through a diplomatic freeze of its nuclear program; and reducing the dangers posed by our own nuclear arsenal by stemming the flow of hundreds of billions of taxpayer dollars to new and destabilizing nuclear weapons.   • Quality Management in Higher Education: Abandoned Or Embedded?
    QUALITY MANAGEMENT IN HIGHER EDUCATION: ABANDONED OR EMBEDDED? by LYNN LABUDA (Under the Direction of James C. Hearn) ABSTRACT Financial, legislative, and competitive pressures in the 1980s caused many higher education institutions to pursue quality management, and the late-1980s and 1990s saw the adoption of quality management principles by a variety of public and private universities, community and technical colleges, and professional schools. Quality management tools and methodologies were applied to a variety of administrative and academic processes, and customers, e.g., students, alumni, employers. This research aims to determine the extent to which the quality management movement during the late-1980s and 1990s continued at three four-year public higher education institutions, and the factors that led to quality management being embedded or abandonment at these institutions. The three case study institutions are the Georgia Institute of Technology, University of Maryland College Park, and Pennsylvania State University - University Park. Leadership theory and organizational theory conceptual frameworks were used to inform my research. The research results indicated that individuals with certain engaging trait, participative, and transformational leadership styles may be more successful in implementing and sustaining change initiatives such as quality management. In addition, change initiatives may experience greater success and sustainability in collegial organizations than bureaucratic and political organizations. The research results also identified five additional factors contributing to quality management being embedded in the three institutions. The research suggests that external influence (business, industry, governing entities, legislative, public, etc.) may have a positive and/or negative effect on a quality management initiative, and care should be taken to consider but not primarily let external influences drive the strategy of the quality management initiative.

    Spring 2001 In 1991, the Department of Chemistry and Biochemistry was only marginally involved in com- munity outreach. Richard Jones’ occasional alarming demonstrations of chemical wizardry notwithstand- ing, the department was focused inward, on UT stu- dents. But over the next decade, new grant requirements, new personnel, and a new sense of the University’s responsibilities combined to push the department into a new role. It’s safe to say now that nearly every faculty member and many staffers and 2 FROM THE CHAIRMAN just returned from the Spring graduation ceremony for the College of INatural Sciences. Of the 440 students in attendance from seven depart- ments, about 90 students “walked” to publicly receive their Bachelor’s degrees in chemistry or biochemistry; and I had the pleasure of shaking hands and giv- ing out diplomas to these graduating seniors. We had quite a presence! (Many of these students were previously in one of my classes, and I was gratified to see them smiling, since they rarely wore this expression during my lectures. Until that moment, I had worried that these particular facial muscles had atro- phied during their tenure as students.) During the organizational activities in the bowels of the Erwin Center before the march into the arena, I was walking through the “ranks” of students reminding them where the restrooms were located since there was no escape Jim Holcombe once they were seated in the ceremonial grounds. Talking with the students I spotted Olivia Ornelas (’01), who had been a work study student in our office during her first three years at UT.
