DEVELOPMENT CONTROL AND REGULATION COMMITTEE Meeting date: 19 January 2021 From: Executive Director – Economy and Infrastructure SAFETY AT SPORTS GROUNDS 1.0 EXECUTIVE SUMMARY 1.1 This annual report is intended to update the Committee on the current situation at the seven Sports Grounds which require Certification, either wholly under the Safety of Sports Ground Act 1975 (as amended), or in part under the Fire Safety and Safety of Places of Sport Act 1987 (as amended). 1.2 This report informs the Committee of the work of the Safety of Sports Grounds Team carried out during 2020. It explains the County Council’s statutory obligations under the relevant legislation and outlines the activity carried out to ensure that these duties have been met. 2.0 POLICY POSITION, BUDGETARY AND EQUALITY IMPLICATIONS, AND LINKS TO COUNCIL PLAN 2.1 The County Council’s policy is for annual renewal of the General Safety Certificates following receipt of satisfactory reports from the Safety Advisory Group. Recommendations contained in this report adhere to the County Council’s policies regarding spectator safety at sports grounds. 2.2 There is no resource or value for money implications. 2.3 There are no equality implications arising from this report. Safe access and movement within venues, particularly in the event of an emergency for all users is considered as part of the safety team’s inspections. The Safety of Spectator inspections take into consideration the safety of all spectators, particularly those with disabilities, the elderly, families and children. 3.0 RECOMMENDATION 3.1 That the annual report be received and noted by Members. -

Hello All, Hope you all had a fantastic weekend and it was great to see, in some limited ways, football fans back into stadiums in England last Saturday afternoon. Below were the ‘sell out’ scenes at Carrow Road where Norwich left it late to rescue a point against Preston North End as Canaries fans were able to bask in the late summer sun in East Anglia. They were scenes played out at a few other grounds around the country and we all had our fingers crossed that if we could all behave in the next few weeks we would soon be able to start watching our favourite teams in person. The news that came on Tuesday afternoon when Boris Johnson spoke to the nation really came as a blow to us all and the chances of getting crowds into grounds this season now really looks a long way off. Did Brentford deliberately try and make their new stadium look like a Subbuteo Stadium? If they did, they nailed it as it hardly looks real when you are watching on television! I have to say having been a regular over the past few seasons to Brentford I would really miss my trips to the tight confines of the old ground and it will be interesting to see how the Bess perform in their home. Griffin Park smelt of Bovril whenever I stepped through its gates and I mean that in the very nicest of ways as it had the feel of an incredibly old football ground steeped in history. Yes, clubs need to move forward and progress but I can’t help but feel that Brentford has lost a part of their history. -

The United Trust Q&A – with the Cumbrians.net By way of introduction My name is Nigel Davidson and I am responding to the questions posed by members of the Cumbrians.net message board for The United Trust (UT). I felt it was important for me to respond to these questions as a relatively new member of the Trust Board. Other members of the board have seen, agreed and contributed to these answers, however the content below comes mainly from my own perspective as a recently appointed board member who joined the Trust with the specific aim of ‘making a difference’. I also wanted to add a little more information about the Trust, where it is now and where it’s going as well as dispelling some of the spurious rumours that have circulated over the years. I have seen a lot of the social media comment and although I understand where it has come from I can also say that it really is without foundation. We have a really fantastic opportunity here as supporters to become totally involved in our club and I wouldn’t want to see us miss that opportunity. I have been involved with the Trust since returning to live in the area again approximately 2 years ago. I have supported this club since I was about 5 or 6 and I simply love it. Wherever I have lived in the UK I have always made time for Carlisle games, whether that was taking the national express coach down to London to play Fulham on a Tuesday night when I was about 16 or cycling all around the Isle of Man to watch the team in the pre-season tournament in around 1985 or more recently driving from Milton Keynes to Hartlepool for a Tuesday night game and still getting back in time for work on the Wednesday (That was a great 4-0 away win and a happy trip back!). -
