IRNA (Low Profile) Report: [ Bor Town-Bor South County, Jonglei State] [July 08th, 2020] This IRNA Report is a product of Inter-Agency Assessment mission conducted and information compiled based on the inputs provided by partners on the ground including; government authorities, affected communities/IDPs and agencies. Situation overview After recieving all the incidents and déplacement reports from RRC State and County Offices in Bor town ; and appealed for urgent humanitarian assistances, OCHA Bor Sub-Office immedietly shared reportes with humanitarian community and organized a meeting with Jonglei State/GPAA State-Level ICCG members and discussed and decided on way foward for humanitarian actions. On July 08th, a low profiles IRNA assessment was conducted to IDPs Sites in Bor town. The assesment was led by OCHA, clusters team members involved were ; FSL, Nutrition, Health, NFIs/ES, Protection and WASH. The assessment findings were based on observation and key informant interviews with IDPs representatives. The IDPs are accomodated in three (03) sites/centers of Bor Girl’s Primary School, Black Eagle Academy Primary School, Mythize academy Primary School and in Pentecostal Church. The IDPs were observed to be vulnrable due to the incidents occurred in their respective areas or Origins. The environnement they are living in, is not conducive, it might cause more harm to the most populations. In the focus group discussion with IDPs repesentatives including ; men and women, boys, girls and ederly, they identified thier immediate priorities needs were, the National and State authorities 1. To immediately provides secuirty in their areas of origins so that they can return to their villages, 2. Ensure long term/permanent solution to the cattle raid and abdaction parctises among Jonglei State Communities and the neighboring States, 3. Becuase of COVID-19 prevalence, the State authorities to immediately ensure decongestion of the current sites of the IDPs, by providing more space for temporary accommodation. While, the immediate humanitarian assistance from both the government and humanitarian partners were food and nutrition supplies assistance, health services and drugs, NFIs/shelters materials (i.e. blankets, mosquito nets, sleeping mats, cooking sets and plastic sheets), WASH, to provide (i.e. clean water, hygiene and sanitation services), protection assistance to the IDPs population with specific needs ; targeting the most vulnarble women, children and elderly groups. Below table indicate the breakdown information/data of the displaced population currently accommodated in three (03) schools (Bor Girls, Balck Eagle and Bor Boys Primary Schools, Pentecostal Church Premises, with 45% IDPs families from Twic East locations and 100% from Kolmerek of Jalle and Makuac Payam in Bor South County and Duk Padiet in Duk County were accommodated with relatives and friends in Bor Town. Incidents dates Arrival dates June 30th & Maar Patiou, Nyany and Maar 1,270 9,888 July 03rd July 05th-07th Twic East Ajuong Paliau 501 3,212 July 02nd July 10th Kolmerek (Pamom cattle Jalle camps) 321 2,120 June 17th June 18h & 19th Bor South Makuac Makuac 232 1,403 June 18th June 18th & 19th Duk Duk Padiet Duk Padiet 8 41 July 02nd July 07th Total 2,332 16,664 Background of the Incident : In early June 2020, following the couter revenge attacks launched by the mobilized armed Youths from Dinka Bor, Twic East and Duk, joined by Ghawar Nuer Youths from Ayod County of Jonglei State to Murle Commuinties in Greater Pibor Administrative Area (GPAA) i.e. Mayabol, Gumuruk and further to Verthet areas, the Murle Community also moblized and start carrying out a serious deadly revenge attacks in several villages and cattle camps in Bor South, Twic East and Duk Counties, resulted to several people killed, dozen injured and thousands displaced from Twic East, Bor South and others from Duk Counties to Bor Town. Large numbers of cattle/cows were also reported raided. Unspecified number of women and children were also abducted. 1. Attack in Bor South County (Makuac and Kolmerek-Pamom cattle camps): On June 17th mid-day a group of armed Murle Youths attacked Pamom cattle camp/grazing areas at Kolmerek, Jalle Payam. During the attacked 09 people were reported killed, 09 injured, 7,580 heads of cattle were raide and 321 households (2,120 individuals) displaced to Bor town. While, on June 18th, allegdly Murle armed group also attacked Makuac Payam which left 08 people killed, two (02) injured, a total of unspeciafied number of cattle were also reported raided, 232 householes (1,403 individuals) were forced to flee to Bor County. All the injured people were brought to Bor for medical attention. 2. Attack in Twic East County : on June 30th and July 03rd, 2020, the Armed Murle Youth group, attacked Patiou, Nyany and Maar villages at Maar Payam. During the attack, a total of 09 people were reproted killed, two (02) injured, two (02) missing and two (02) children were also reported drown in water while in Diam Diam Island before coming to Bor. The total number of people displaced from Maar Payam to Bor town, from July 05th-07th, 2020, were 939 households (7,497 individuals), the majority are accommodated in schools and a Church premises in town. On July 02nd, 2020, again the Murle armed Youths, reported attacked Makiir Cattle Camp in Ajuong Payam/Boma. During the incident five (05) people were reported killed, 17 injured and over 1,000 heads of cattle raided. The RRC County Office in Bor South County reported the total number of people displaced from Ajuong to Bor town, who arrived on boats on July 10th was 501 households (3,212 individuals). 65% of Twic East IDPs were currently accupying three (03) schools and a church in Bor town. 3. Attack in Duk County (Poktap and Duk Padiet Cattle Camps): On the morning of July 02nd & 03rd, 2020, alleged heavily armed Murle Youths attack Duk Padiet Cattle Camps, resulted to 43 people killed (including women and children) and 38 wounded (seven incritical conditions, reported airlifted to Juba for further medical management). Duk Padiet hosts one of the largest cattle camps in Jonglei, the raided reportedly resulted in thousands of cattle raided. Reportdely, large numbers of people remains neaby bushes as well as displaced in Duk Padiet and Poktap Center and were claimed in dire needs of humanitarian assistance and protection. On Jule 02nd RRC County Office reported only 08 households comprised of 41 individuals arrived to Bor town and were residing with relatives and friends. The trigger of this violence that includes periodic attacks and killings of people is based on cattle raiding incidences that has been happening in the areas for many years now. Cattle is likely the main drive here and of course the killings and abduction of women and children. Now given the situation of rainy season where accessibility and mobility becomes difficult, the raiders take advantage to terrorize the communities living in those areas. The continues attack might led to more people being vulnerable compared to limited humanitarian assistance provision. Scope of the crisis and humanitarian profile The incident did not happen in the entire Counties of Twic East and Bor South, and Duk, but some specific Payam and Boma as indicated in the table below. The probability of attacks happening in the other areas of the County cannot be predicted Based on the initial report from the County Authority in Bor South, a total population of people affected and displaced to Town, from villages in Duk, Twic East and Bor South Counties in Bor town were 2,332 households comprised of 16,664 individuals without sexes disaggregation of data into male and female, boys & girls and elderly. The IDPs were accommodated in three schools and a Church as well as 45% of families were claimed to be living with relatives and friends in town. The segregation of data into males and females ration will only be clearly once the IRNA report is endorsed by ICCG to pave way forward for verification exercises.
