Q&A#2 – W6369-17-X003 - RFP – Requirement for DND Drivers Licences (DND 404)

Question 3: We have the following question related to the above referenced RFP:

5.12 – Final Card Production Delivery Method - 5.12.1.2 – DND has specified that “the finalized cards, accompanied with a delivery manifest, must be delivered directly to the corresponding location of original driver’s licence application.”

In order to accurately price the average shipping cost per DL to the rest of , can DND provide the approximate number or percentage of DLs per batch going to each location?

Answer 3: The following percentages are based on shipping numbers from last quarter. This represents an approximate yearly average. See Appendix 1 to Annex “A” – Delivery Locations for further address details.

Question 4: We have received the responses to our inquiries via BuyandSell.

However, the answer to Question 1 does not explicitly clarify whether Card Issuance as of January 2017 is a mandatory requirement.

Is the DND able to provide a confirmation that this is/is not a requirement of prospective bidders?

Answer 4: It is strongly preferred that card issuance begins in January 2017. However, due to potential set-up requirements, the initial kick-off meeting and Work Plan, card issuance may begin after January 2017 (but no later than March 2017). This will be agreed upon and finalized at Contract Award.
