However, the answer to Question 1 does not explicitly clarify whether Card Issuance as of January 2017 is a mandatory requirement. Is the DND able to provide a confirmation that this is/is not a requirement of prospective bidders? Answer 4: It is strongly preferred that card issuance begins in January 2017. However, due to potential set-up requirements, the initial kick-off meeting and Work Plan, card issuance may begin after January 2017 (but no later than March 2017). This will be agreed upon and finalized at Contract Award. .
