Background 2. Since the provision of the first artificial turf football pitch in Boundary Street Recreation Ground by the Urban Council in 1981, the Government has provided artificial turf football pitches in various districts to meet the keen public demand for turf football pitches and facilitate the promotion, training and development of the sport in Hong Kong. In 2003, the LCSD introduced the third generation (3G) artificial turf pitches and started to convert some of the existing natural turf pitches or first/second generation artificial turf pitches1 into 3G turf pitches. 3. Following the passage of a motion by the Legislative Council on “Promoting the development of local football” in June 2008, the Home Affairs Bureau commissioned a consultant to review the development of local football. One of the recommendations of the consultant was to significantly increase the provision of football pitch facilities by providing more artificial turf pitches. The target was to raise the number of 3G artificial turf pitches from 11 to 34 within five years. In general, the LCSD arranges returfing for natural turf pitches every summer. The scale of returfing area varies among pitches depending on the size of the damaged area at each individual pitch. Most of the returfing work is only carried out at the heavy traffic area near goal mouth and central corridor region. Moreover, over-seeding of Ryegrass is carried out at pitches where needed in winter to increase the grass density for the sake of presentation, durability and safety as well as to protect the summer grass.

    LC Paper No. CB(2)147/19-20(05) For discussion on 11 November 2019 Legislative Council Panel on Home Affairs Measures to Support Hong Kong Football Development Purpose The Legislative Council Panel on Home Affairs (the Panel) has invited members of the public to express their views on football development in Hong Kong. This paper seeks to outline the Government’s measures to support football development. Hong Kong Football Association 2. The Hong Kong Football Association (HKFA) was established in 1914. It is a member of the Federation Internationale de Football Association, the Asian Football Confederation and the Sports Federation and Olympic Committee of Hong Kong, China. It is responsible for promoting football development in Hong Kong and the selection of athletes to participate in international events. Like all other “national sports associations” (NSAs), the HKFA is an independent legal entity with full autonomy to run its affairs. The HKFA’s Board of Director is responsible for the HKFA’s governance and consists of both club-linked and non-club-linked Directors. As at 31 January 2020, the Leisure and Cultural Services Department (LCSD) has installed a total of 2 579 mosquito trapping devices (MTDs) in 667 venues, including major parks and playgrounds, swimming pools, beaches, camps and water sports centres, etc. The distribution of MTDs in LCSD venues is at Annex. In 2019-20, the expenditure of the LCSD for the installation of MTDs was about $4.5 million. 2. The LCSD has made reference to the advice from the Food and Health Bureau and the Food and Environmental Hygiene Department on using suitable MTDs as a supplementary measure for enhancing the control of mosquitoes. When installing MTDs in LCSD venues, the LCSD will also take into the account the monthly Area Ovitrap Index for Aedes albopictus.
