Estimates – Comments – Forecasts”. Th e interdisciplinary nature of the publication provides an opportunity for an exchange of views of scholars representing various fi elds of study, including political scien- tists, international relations researchers, sociologists, historians and economists, whose interests fall under the broadly understood mainstream of social and humanities research. Th e presented papers which are theoretical, methodological or empir- ical in nature may prove useful in the integration of scholarly circles and used in social and administrative practice or teaching. Th e manuscripts presented in this volume address diverse subject mat- ter from the area of social studies, mainly security studies, international relations and political science, as well as law, economics, management and history. Th e volume opens with a paper by Andrii Bakai and Dmytro Kupri- ienko, Improvement of the organizational and legal mechanism of medical support of the security and defense sector of Ukraine in crises based on NATO standards. On the basis of research, the authors analyse mecha- nisms of cooperation in terms of military medical support. Th ey argue that the experience of NATO member states may be used in the organiza- tion and functioning of a system of medical security of a military contin- gent. According to the authors, the key element in this scope is, however, adaptation to the needs of Ukrainian doctrinal concepts of NATO. Th e article emphasizes that the implementation of NATO’s standards, princi- ples, policies and doctrinal attitudes to supporting the health care system 6 FROM THE EDITORS into Ukrainian solutions must take into account the national specifi c characteristics of supporting the health care system in Ukraine. Th is volume of “Reality of Politics. Estimates – Comments – Forecasts” also includes a paper by Maksym Baranovskyi, Th reats and challenges in the fi scal sphere of Ukraine and ways to overcome them. In his article, M. Baranovskyi presents the main threats and challenges for the stable and eff ective development of the fi scal sphere in Ukraine and their reasons. In the author’s opinion, the multiple changes to Ukraine’s tax system intro- duced since its independence carry some consequences. Th ey are expressed in the challenges and threats that inhibit a stable and eff ective development of this system. Th e author believes that the threats lie in the dogmatic character of the fi scal policy and its failure to relate to the eco- nomic reality of the country. Diffi culties in the fi scal policy are further reinforced by high infl ation. As a result, in the author’s opinion, such a diagnosis requires that a number of vital steps be taken that concern the functioning of the fi scal sphere. Reforms in enforcing the law, moderniza- tion and improvement of the effi ciency of law enforcement agencies are a must. Roman Havrik and Svitlana Petrechenko, in their paper Legal and socio-economic problems that arise during the detection of signs of violations of customs rules, and identifying property which has no owner or owner who is unknown by border and fi scal authorities, analyse the activity of the State Border Guard Service and the State Customs Service of Ukraine in ensur- ing uniformity of customs and border control. Th e matters of cooperation are regulated under the updated Procedure No. 849/828, approved by a joint ordinance of Ukraine’s Ministry of Internal Aff airs and Ministry of Finance. In the authors’ opinion, even though there are procedures in place that specify interrelations between said institutions, there are still diffi cul- ties in enforcing them, which is why they off er a number of relevant solu- tions. Th e next article in this volume comes from Andrii Ihnatiev with the title Organizational principles of formation of the border security monitor- ing system of Ukraine in the context of European integration. Th e author believes that specifying an organizational framework for the establishment of the system of monitoring security of Ukraine’s borders with the CIS FROM THE EDITORS 7 countries is extremely important. He emphasizes the need to intensify activity in this regards, also at sea, invoking the interoperable equivalent of the European EUROSUR system. Th e results of the author’s research included in this paper may be used by both thre institutions responsible for managing borders and the scholarly circles for further investigation of the effi ciency of the system of monitoring border security. This why conflict, a tension between two states: war and peace, informs the Malta programme this year. The Malta Festival is a unique meeting place for artists and intellectuals, people of diverse worldviews who share their knowledge, experience, passions and circumstances. More- over, the Festival audience is not merely a participant, but also a cocreator. For this reason, the ten Festival days will be an amalgam of various projects: the Army of the Individual Idiom (curated by Nástio Mosquito), the community art programme Generator Malta, outdoor performances and theatre premieres (including Hańba, based on John Maxwell Coetzee’s novel Disgrace, coproduced by Stefan Żeromski Theatre in Kielce), and the Art Stations Foundation dance programme. All this will be accompanied by film shows, discussions and concerts. The diversity and general accessibility of the events is what gives Malta its special character and provides abundant opportu- nities to meet at the intersection of various disciplines, forms and expectations.
