Abstract. Soviet policy-makers, in order to aid and abet industrialisation, seem to have chosen science as an agent for development. Soviet science, mainly through the Academy of Sciences of the USSR, was driving the Soviet industrial development and a key element of the preparation of human capital through social programmes and politechnisation of the society. This provided a broad set of the skills, including management and governance, multidisciplinary synthesis, and analytical ability which were required to ensure sustainable technical and industrial development. This process of human capital development in the USSR could not take place without a particular Soviet social policy which was designed by the Party and Government and included the development of science, education, healthcare in synchronisation. The success was achieved due to the implementation of the large programme for human capital development in whose preparation both basic research and education played the critical role. Science was regarded in the USSR as an indispensable tool for modernising the country, and, for the first time in world history, was recognised as a natural resource beyond the doctrine of Marxism which helped cope with the challenges, including industrialisation, WWII and the import substitution programme. The investments in the development of fundamental science eventually paid off both nationally and later - at the global level. Many of the Soviet scientific discoveries started to appear as products in global households only decades after the Soviet collapse. Without many Soviet discoveries and developments, the current digital and industrial development would be hardly possible as they are integral parts of the global technology chains which constitute The Reserve is situated on the terraces of the Oka River in the zone of mixed coniferous forests. New information The dataset provides 269 relevés (9174 associated occurrences) of renewed vegetation collected in 2019-2020. It is aimed at sampling vegetation data from the Reserve area with particular interest to sites with invasive species and sites with recent deadfall in the spruce stands caused by the bark beetle-typographer. The dataset contains representative information on plant communities in localities with assigned GPS coordinates, sampled using the standard relevé method with the Braun-Blanquet cover-abundance scale.

As a native of the ethnically mixed Stavropol Krai in the North Caucasus, Gorbachev, according to his own account, was well aware of the multinational character of the Soviet Union and the sensitivities of some of its ethnic minority groups (Nahaylo & Swoboda 1990, p. 231). However, in line with Marxist thinking, which anticipated the decline of nationalism, he was brought up believing that the ‘friendship among peoples’ was strong and that in socialism nations would ultimately grow ever closer together until their complete fusion (sliyanie) into a supranational ‘Soviet people’.

They launched the rst successful satellite, put the rst man and woman in space, performed the rst space walk, and sent the rst satellites out of earth’s gravitation and to the moon. And yet the United States still “won” the Space Race. How could that be? In This New Ocean, William E. Burrows grapples with this and other questions, illuminating widespread political manipulation in the process, and chronicling the rst space age. Cold War tension, exacerbated by the Soviet Union’s new nuclear capabilities, and the upcoming 1957-58 International Geophysical Year initiated the Space Race – the Cold War competition between the US and Soviet Union to achieve superiority in spaceight. The US and Soviet governments were eager to fund military ventures for national security; both countries poured billions of dollars into space and rocket agencies. National security was the foundation of the world’s public space frontier, which Burrows dutifully records from the US acquisition of German personnel (notably former Nazi, Wernher von Braun) and V-2 rocket onwards. Ocial emblem of IGY, 1957-58 Burrows contends it is a misconception to perceive Soviet dominance at the outset of the Space Race. The US never truly lagged behind the Soviet Union in space capabilities. Upon learning about the successful launch of Sputnik 1, President Eisenhower actually felt mild relief, contrary to the American public’s fear of inferiority at the time.
