The objective is to provide simple and clear guidance for individuals to help them protect themselves in the event of an actual terrorist attack, which may involve extremely hazardous and unfamiliar conditions. Steps individuals are now taking or might take to avoid such attacks are not considered in this report. In fall 2002, the Alfred P. Sloan Foundation asked RAND to conduct this study in an effort to develop guidance for individuals that would complement terrorism preparedness efforts at the local and national government levels. The result is an empirically based strategy that individuals can adopt and implement on their own. Beyond individuals, government agencies and nongovernmental organizations charged with emergency preparedness, response, and management are encouraged to integrate this material into their plans, training, education, and public awareness campaigns. In addition, the report outlines the important roles that government and businesses play in enabling some of the individual’s actions. The reference card included at the back of the report encapsulates the key rec- ommendations in the individual’s preparedness and response strategy and can be removed for display in a prominent place. This strategy is also available in the form of a quick guide. Following the 1986 Chernobyl disaster, environmentalist parties were elected to parliaments in several nations. This paper uses Chernobyl as a natural experiment creating variation in radioactive fallout exposure over Sweden. I match municipality-level data on cesium ground contamination with election results for the anti-nuclear Green Party, which was elected to parliament in 1988. After adjusting for pre-Chernobyl views on nuclear power, the results show that voters in high-fallout areas were more likely to vote for the Greens. Additionally, using the exponential decay property of radioactive isotopes, I show a persistent, long-term effect of fallout on the green vote. However, the Chernobyl-related premium in the green vote has decreased substantially since the 1980s. Detailed individual-level survey data further suggests that the results are driven by a gradually decreasing resistance to nuclear energy in fallout-affected municipalities. TOON, ALAN ROBOCK, MICHAEL MILLS AND LILI XIA F THE NINE COUNTRIES known to have nuclear weapons, six are located in Asia and Oanother, the United States, borders the Pacific Ocean. Russia and China were the first Asian nations with nuclear weapons, followed by Israel, India, Pakistan, and North Korea. Most of the world’s nuclear powers are reducing their arsenals or maintaining them at historic levels, but several of those in Asia—India, Pakistan, and North Korea— continue to pursue relentless and expensive programs of nuclear weapons development and production. Hopefully, the nuclear agreement reached in July 2015 between Iran, the European Union, and the five permanent members of the United Nations Security Council will be a step toward eliminating nuclear weapons throughout Asia and the rest of the world. As we will discuss below, any country possessing a nuclear arsenal is on a path leading toward self-assured destruction, and is a threat to people everywhere on Earth. Nuclear-armed countries are a threat to people everywhere partly because of the destructive power of single weapons—one weapon is enough to destroy a small city— and partly because of the growing ability of nations to launch missiles across the globe. Nuclear powers such as India and North Korea, the latter of which is thought currently to have a very small nuclear capability that is not in the form of useful weapons, are working on the means to deliver weapons globally.
