    SPECIAL REPORT Safety in numbers Australia’s private security guard force and counterterrorism Anthony Bergin, Donald Williams and Christopher Dixon October 2018 About the authors Anthony Bergin is a senior analyst at ASPI and a senior research fellow at the National Security College, Australian National University. For 20 years Dr Bergin served as an academic at the Australian Defence Force Academy where he taught homeland security. From 1991 to 2003 he was the director of the Australian Defence Studies Centre. He served for four years as an adjunct reader in law at the ANU, where he taught international law. Dr Bergin has been a consultant to a wide range of public- and private-sector clients and has written extensively on national security issues in academic journals, books and reports. He is a regular media commentator and contributes to ASPI’s The Strategist and the Crawford School of Public Policy’s Policy Forum. Donald Williams holds qualifications in security management as well as risk, project and resource management. He is a certified Protection Professional and Registered Security Professional. Through the shared determination and will of our earlier generations, we have turned our vulnerabilities into strengths and built a strong and safe home centred on our people. Our present and future generations, however, will face a different gamut of decisions and challenges. Social stresses exist globally and this emanates, at least in part, from inequality. As a small and open city-state, Singapore is more exposed to emergent pressures surrounding what I term the 3 ‘D’s – Disruption, S.S. Teo Chairman, SBF Demographics and Dissatisfaction. Businesses provide jobs, develop our employees, and increasingly, commit themselves to acting in socially responsible ways. This is good, but we must do more. Firstly, because the actions of businesses impact social dynamics and communities. We hold critical levers including our relationships with the workforce and others in the business ecosystem. Secondly, the potential contributions and concerns of each of the 347,000 companies in Singapore vary vastly. Thus, our effectiveness will be maximised if we are proactive in exploring, adopting and sharing ideas that play to our strengths.

    Organised by Event Partner In Aid of Presenting Donor CHARITREES 2018 LIGHT UP MARINA BAY WATERFRONT PROMENADE SINGAPORE, 9 November 2018 – In celebration of Singapore’s Community Heroes, President Halimah Yacob and some 11 community groups and individuals turned up for the light-up ceremony of ChariTrees 2018, along with seven corporate donors, and more than 130 children and youth as well as their families were invited to the event. These children and youths are beneficiaries of the Business Times Budding Artists’ Fund (BT BAF), the recipients of the year-end annual charity fundraiser. “ChariTrees’ 20 traditional Christmas trees and 10 “Art” trees are dedicated to the many individuals, groups and organisations which have made a positive impact towards our community”, said Mr Tan Puay Kern, chairman of the ChariTrees 2018 Organising Committee. The community heroes include individuals, groups and organisations who have played a significant part in nurturing people and strengthening communities.
