    Gavin Renshaw, Caliban (2020) 1 Introduction As part of the Courtauld National Partners Programme, artist and illustrator Gavin Renshaw was commissioned by the Harris Museum, Art Gallery and Library as part of a series to create works in response to aspects of Courtaulds Ltd heritage in Preston. He uncovered the fascinating story of Caliban, a steam engine brought into commission in 1937 to shunt raw materials around the Courtaulds Ltd Red Scar factory in Preston. After 30 years of neglect, the engine is currently being painstakingly restored by The Furness Railway Trust. In this resource, Gavin explains a number of observational drawing techniques and uses his work documenting the restoration of Caliban to show how they can be used to help depict the narrative of a subject. “I have depicted Caliban in its current state, spread across the engine works in various levels of assembly. Some parts untouched while other sections are fully painted and refurbished. The imagery, like Caliban in Shakespeare’s The Tempest, is fragmented: some components are massed together while others sit in isolation, corroded abstracts.” Above and above right: Gavin Renshaw, Caliban (2020). Access to closely examine these carriages in order to establish the identity has not been permitted and enquiries made at the time as to the identities have drawn a blank. Subsequent enquiries made of those whom should know, have ranged from an admission that only one is present and its identity is not known to a total unwillingness to help. One of the three is clearly BFK 14090-17090 which is considered to be part of the Vintage Trains fleet and not covered by these sheets. One of the others carries the chalked number 5420 on one end.

Having consulted the Disabled Persons Transport Advisory Committee(b) in accordance with section 67A(1)(c) of that Act, the Secretary of State has decided that the Parliamentary procedure to be adopted is that a draft statutory instrument containing the order will be laid before Parliament for approval by each House of Parliament. In accordance with section 67(5A)(d) of that Act a draft of this instrument has been laid before Parliament and approved by a resolution of each House of Parliament. Citation and commencement 1. This Order may be cited as the Rail Vehicle Accessibility (Networks) Exemption Order 2010 and comes into force on the fifteenth day after the day on which it is made. Interpretation 2. Heritage railways should be able to benefit from the same permitted development rights as Network Rail does on the national network. We believe guidance is needed to prevent over-zealous interpretation of planning legislation and regulation stifling development of heritage railways. 2. Railway extensions. The requirements for a Transport & Works Act Order for modest extensions to heritage lines should be simplified, possibly using an on-line proforma application process. 3. Sponsorship. The Department for Transport should take the lead sponsorship role on policies affecting heritage railways. The Department for Culture, Media and Sport should remain responsible for policy on tourism issues and the Department for Business, Innovation and Skills for apprenticeships, training and development.
