This is an outstanding opportunity to provide organizational leadership and program management in one of the most vibrant communities in Texas. The Community Cedar Park, Texas, is ideally situated just 17 miles from downtown Austin and on the edge of the beautiful Texas Hill Country and Central Texas Highland Lakes Region. Cedar Park is located in Williamson County. Cedar Park is a full service city and offers something for everyone. Governance & Organization The City of Cedar Park is a full-service Texas Home Rule Municipality, which by Charter, operates under the Council- Manager form of government. Legislative authority is vested in a 7 member City Council, consisting of a Mayor and 6 council members , all elected at-large. The Council appoints the City Manager, who serves as chief administrative officer and responsible for the daily operations of this dynamic city. The City espouses the core values of: community, service, innovation, professionalism, integrity, leadership and fiscal responsibility. These standards are at the heart of daily life for Cedar Park citizens, City leaders, City staff and the business community. The City of Cedar Park workforce is comprised of 425 dedicated full-time employees. The City owns and operates its own water and wastewater system and is also a member of regional systems. Both the Police and Fire Departments are Civil Service and engage in Meet and Confer bargaining. Department & Position The Human Resources Department provides implementation and oversight for a comprehensive program and consists of a Director, an Assistant Director, a Programs Manager and a Generalist. The HR Director reports to the City Manager and is a part of the Executive Management Team, strategizing and providing solutions for organizational issues. The Director provides leadership in the organization, manages the HR department, engages in long term planning, has budgetary responsibility and promotes an excellent customer service experience. The Director is responsible for ensuring compliance with federal and state employment laws and the development and implementation of policies, programs and initiatives regarding organizational health, recruiting, employee relations, performance management, compensation, benefits, wellness and staff development. The Director may also serve as Civil Service Director. The Ideal Candidate The City of Cedar Park has developed an expectations framework for the HR Director. The Candidate Profile will be used as a reference during the selection process. Responsible for researching, planning, developing and implementing HR policies, procedures and programs; ensures personnel practices and policies follow legal obligations. Provides strategic long-range planning for organizational development and structure. Provides budgetary guidelines for employee compensation and benefits, oversees human resources budget and assists in budget preparation as needed. Handles employee relations issues, including providing guidance to supervisor/ management staff regarding performance management, disciplinary and grievance procedures and assisting employees with grievances and other workplace issues. Manages the administration of compensation and classification plan, providing review and recommendations for salary adjustments, conducting salary surveys, preparing and analyzing statistical data, and auditing new position and reclassifications. Develops and oversees employee benefits programs for insurance, deferred compensation, retirement, leave, Section 125 etc.; coordinates and researches health, dental and life insurance programs and writes specifications for insurance bidding process. Makes presentations to City Council and departments. Assists Finance Department in the area of payroll application, rules, procedures and implementation. Oversees risk management in identifying and resolving liability exposures, ensuring that benefits and safety administration programs and systems are developed and implemented properly and consistently with adopted policies. Reviews recent decisions and legislature changes and advises accordingly. Provides explanation of State and Federal personnel laws, regulations and court cases, which may impact local government human resources policies and procedures.

The Texas Master Naturalist™ program works to address this need by developing local corps of “master volunteers” to provide service dedicated to the beneficial management of natural resources and natural areas within the volunteers’ own communities. Communities and organizations across the state rely on these skilled volunteers for implementing youth outreach programs; for operating parks, nature centers, and natural areas; and for providing leadership in local natural resource conserva­ tion efforts. Roddick,American tennis icon and former World No. 1, came out of of retirement this summer to join Mylan WTT as the Springfield Lasers' marquee player. The Lasers went on became the 2013 WTT Western Conference Champions, with Roddick playing six regular season matches, including two home matches in Springfield, as well as the WTT Finals match in Washington, DC. Roddick, a resident of Austin, will be the marquee player for the Austin Aces as a result of a trade with the Lasers. The Austin Aces are newly relocated and formerly known as the Orange County Breakers. During the 2013 season, Roddick helped raise the Springfield Lasers' profile and bring new fans to the league. "Andy helped us nearly double our attendance at Lasers matches this past summer, and it was clear he really enjoyed being a part of our team, so it's a bittersweet goodbye for us," said Bob Belote, ownership representative for the Springfield Lasers. "However, there's no doubt Andy's continued involvement in Mylan World TeamTennis makes it a far better league for all of us, and we really do want to congratulate him on bringing a franchise to his hometown of Austin." Roddick appeared in the Mylan WTT Smash Hits charity tennis event last weekend, raising more than $700,000 for AIDS charities alongside Sir Elton John, Billie Jean King, Venus Williams and Marion Bartoli.

The highlight of the Lasers home season comes Sunday, July 13, when Lasers marquee player James Blake faces longtime friend and rival Andy Roddick at Cooper Tennis Complex's Mediacom Tennis Stadium. Blake, 34, was the No. 1 American and No. 4 world player in 2006, placing him just behind Roger Federer, Rafael Nadal and Nikolay Davydenko. Blake is known for his powerful forehand, his speed on the court and his incredible comeback after breaking his neck in May 2004. He has earned 10 singles titles and seven doubles titles. Blake returns to the court after less than six months of retirement, announced last August after the US Open. Now returning for his eighth season of WTT, his first with the Springfield Lasers, Blake will play two Springfield Lasers home matches: Saturday July 12 and Sunday, July 13. Blake replaces former Lasers marquee player Andy Roddick, who left the Lasers in November to join the new Austin Aces WTT franchise in his hometown of Austin, Tx. Blake's and Roddick's careers have been intertwined since the early 2000's. They were the top two American tennis players for most of the decade. Both were members of the Davis Cup USA team, including 2007, USA's most recent Davis Cup championship, when Blake, Roddick and Bob and Mike Bryan beat Russia in the World Group finals.
