EXECUTIVE SUMMARY This report summarizes the key findings and recommendations of the Environmental and Social System Assessment (ESSA) for the proposed Hunan Subnational Governance and Public Service Delivery Program for Results (the Program). The Program will strengthen institutions for intergovernmental fiscal management and delivery of key rural services in Hunan Province, with due attention to the equity and quality of road services and compulsory education in eight pilot counties1. The proposed PforR is expected to contribute to two result areas: Results Area 1: Strengthened institutions for intergovernmental fiscal management and transparency. This Result Area will contribute to enhancing the fiscal sustainability and enabling strategic allocation of public finance. The interventions supported under this result area focus on addressing the intergovernmental fiscal management challenges to unleash the PFM enhancement at county level. Results Area 2: Result–oriented financing for enhanced public services. The result area 2 will contribute to improved intergovernmental management and transfers to improve service delivery in rural roads and compulsory education. RA 2.1 Enhanced asset management and financing of rural roads will support a shift away from higher level provincial mandates for new road construction to a set of enabling measures that would allow the counties to re-balance expenditures towards asset management, thus contributing to sustainable rural transport services provision, expenditure efficiency, and fiscal sustainability. RA 2.2 Enhanced result-oriented financing of compulsory education aims to promote equitable and effective compulsory education in rural counties by supporting the province in strengthening intergovernmental fiscal transfers for compulsory education and conducting annual comprehensive evaluation of education performance in the eight participating counties. Implementation of activities under the Program will rely on the existing national and provincial legal frameworks and institutional system for managing environmental and social aspects. The purpose of this ESSA is to provide a comprehensive review of relevant environmental and social systems and procedures in China and Hunan, identify the extent to which the national and provincial systems are consistent with the PforR Bank Policy and the PforR Bank Directive, and recommend necessary actions to address identified gaps as well as opportunities to enhance performance during implementation. Potential Environmental and Social Effects An environmental and social risk screening has been conducted for the Program-supported activities during preparation of the ESSA, which concluded that the overall environmental and social risks of this Program are rated as moderate. Program Environmental Benefits and Risks The physical activities under the Program will focus on rehabilitation and maintenance of rural roads and improvements of rural school conditions (infrastructure and equipment). The proposed Program is expected to have environmental benefits of increased road and traffic safety to rural communities. Additionally, this operation will contribute to the resilience of rural roads to natural disasters (e.g., floods and landslides) through improved management and adequate maintenance of road assets. The anticipated adverse environmental effects of the Program are not expected to be significant considering the nature and limited scale of physical activities involved, and the exclusion of activities that might be located in sensitive environmental areas. Typical environmental impacts are mostly related to construction activities which are likely to be temporary and site-specific. Potential environmental impacts of the Program include: temporary impacts of dust, noise, waste disposal and traffic disturbance during construction; temporary soil erosion and limited loss of surface vegetation; temporary and limited disturbance to wildlife; small labor influx and community disturbance; occupational health and safety issues; potential impacts on chance-find physical cultural resources;

However, most rice varieties, especially widely grown indica varieties and hybrids, are sensitive to cold stress. In order to provide a basis for the utilization of a common wild rice (CWR, Oryza rufpogon Grif.) named ‘Chaling’ CWR in cold-tolerant rice breeding and deepen the understanding of rice cold tolerance, the cold tolerance of ratoon ‘Chaling’ CWR was studied under the stress of the natural low temperature in winter in Changsha, Hunan province, China, especially under the stress of abnormal natu- ral low temperature in Changsha in 2008, taking other ratoon CWR accessions and ratoon cultivated rice phenotypes as control. Results: The results showed that ratoon ‘Chaling’ CWR can safely overwinter under the natural conditions in Chang- sha (28° 22′ N), Hunan province, China, which is a further and colder northern place than its habitat, even if it sufers a long-term low temperature stress with ice and snow. In 2008, an extremely cold winter appeared in Changsha, i.e., the average daily mean temperature of 22 consecutive days from January 13 to February 3 was 1.0 °C, and the extreme low temperature was 4.7 °C. After subjected to this long-term cold stress, the overwinter survival− rate of ratoon ‘Chaling’ CWR was 100%,− equals to that of ratoon ‘Dongxiang’ CWR which is northernmost distribution in the word among wild rice populations, higher than those of ratoon ‘Fusui’ CWR, ratoon ‘Jiangyong’ CWR, and ratoon ‘Liujiang’ CWR (63.55–83.5%) as well as those of ratoon ‘Hainan’ CWR, ratoon ‘Hepu’ CWR, and all the ratoon cultivated rice phe- notypes including 3 japonica ones, 3 javanica ones, and 5 indica ones (0.0%).

Zhanjiang, 524088, China Abstract Dongting Lake area is one of the primary commodity grain bases in China, while the grain production there is suffering from serious harm of natural disaster such as flood, drought, pests and mouse damage. In general, the historical data recorded of natural disasters in small region are not enough to be used for estimating the probability distribution in risk assessment, because the size of the sample observed is smal1. In this study, the method “Information Diffusion” is used to change limited sample observations into fuzzy sets, and a quantitative analyzing model for natural disasters risk assessment is proposed. Based on the statistical data of grain planting area and hazard area during the period of 1986-2006 in Dongting Lake area, the probability of natural disaster risk of grain production was calculated by using the Information Diffusion Theory in each county. The results showed that the probabilities of natural disaster risk of the area hazard ratio (AHR) of grain production over 10% , 20%, 30%, 40% were between 0.3576̚0.9344, 0.0880̚0.8618, 0.0080̚0.7757, 0̚0.6569 respectively in different county. Meanwhile, the natural disaster risk assessment maps of grain production were obtained based on GIS.

A better understanding of the genetic structure of O. rufpogon populations will therefore be useful for the development of conservation strategies. We examined the diversity and genetic structure of natural O. rufpogon populations at the national, provincial, and local levels using simple sequence repeat (SSR) markers. Twenty representative populations from sites across China showed high levels of genetic variability, and approximately 44% of the total genetic variation was among populations. At the local level, we studied fourteen populations in Guangxi Province and four populations in Jiangxi Province. Populations from similar ecosystems showed less genetic diferentiation, and local environmental conditions rather than geographic distance appeared to have infuenced gene fow during population genetic evolution. We identifed a triangular area, including northern Hainan, southern Guangdong, and southwestern Guangxi, as the genetic diversity center of O. rufpogon in China, and we proposed that this area should be given priority during the development of ex situ and in situ conservation strategies. Populations from less common ecosystem types should also be given priority for in situ conservation. Common wild rice (Oryza rufpogon Grif.) is the putative progenitor of Asian cultivated rice, one of the most important food crops in the world.

We applied the Input-Oriented Data Envelopment Analysis (DEA) method and the Malmquist Index Model to estimate the efficiency of PHCIs in 86 counties in Hunan Province from 2009 to 2017. Then, the Tobit model was used to estimate the factors that influence the efficiency of PHCIs. Since the implementation of the new health-care reform in 2009, the number of health resources in PHCIs in Hunan Province has increased significantly, but most counties’ PHCIs remain inefficient. The efficiency of PHCIs is mainly affected by the total population, city level, the proportion of health technicians and the proportion of beds, but the changes in per capita GDP have not yet played a significant role in influencing efficiency.
