Il soutient et participe à différents événements, ponctuels ou permanents, notamment le « Rendez-vous avec les Religions » et le « Mois de l’Autre ». « La question des cultes fait partie intégrante de l’identité de notre Région, de par la spécificité du concordat en vigueur dans les départements d’Alsace-Moselle. A propos de « la collectivité européenne d’Alsace » et de l’identité alsacienne Introduction. 1.À compter du 1er janvier 2021, l’Alsace, composante de la région Grand Est avec la Lorraine et la Champagne-Ardenne, pourra également affirmer son identité propre au sein « d’une collectivité européenne d’Alsace » (I). Au-delà de ce cadre institutionnel qui a vocation à promouvoir notamment le bilinguisme, l’identité alsacienne repose sur deux autres piliers que sont les statuts des religions organisées par le concordat et le droit local (II). 2.Au-delà de cette actualité juridique et institutionnelle le confinement du printemps 2020 m’a donné l’occasion de mettre entre parenthèses mon centre d’intérêt privilégié qui est le droit de la formation professionnelle, pour m’intéresser, avec mon épouse, aux racines alsaciennes de notre famille, afin de les faire découvrir à nos petits-enfants, devenus comme nous d’ailleurs « des français de l’intérieur »1. Ce témoignage, personnel et familial, donne de la chair au débat institutionnel sur « la collectivité européenne d’Alsace », qui tente d’exprimer l’identité alsacienne2. (III). I. Alsace in the north of France has a lot to offer – and a lively history. The region between the Vosges and the Rhine switched its political affiliation several times from the 17th century onwards, between the Holy Roman Empire, the German Reich and France. France ceded Alsace to the German Reich in 1871, after which its affiliation switched three more times. The Paris Peace Conference ended on this day 100 years ago. The conference took place at the Palace of Versailles between 18 January 1919 and 21 January 1920. About 100 years ago, on 10 January 1920, the Treaty of Versailles came into force after being painstakingly agreed over many months. The signing of this treaty brought the First World War to an end under international law. Despite the frequent changes, Alsace developed culturally and industrially. The self-confident people of Alsace are proud of their regional identity. French luxury manufacturer Bugatti also made a modest contribution. The region is closely interlinked with the long history of Bugatti. About 110 years ago, company founder Ettore Bugatti moved to Molsheim in Alsace, which at that time was part of the German Reich. Bugatti himself, born in Italy, felt himself to be French even from a young age and thus perfectly epitomised the multinational nature of the people of Alsace. La vogue de la « question identitaire » tient sans doute à la déstabilisation des individus et des sociétés, typique de notre époque : face au tourbillon de la mondialisation, à l’uniformisation des cultures à l’intérieur des pays, pour ne pas parler des « fantasmes » parfois soigneusement entretenus de l’islamisation de nos sociétés, nombreux sont les individus ou les groupes, qui s’interrogent aujourd’hui, sur ce qu’ils ont de particulier, sur ce qu’ils risquent de perdre, où tout simplement sur ce qu’ils voudraient être… « Alli Mensche sinn frey unn mit de nämliche Dignité unn nämliche Rachte gebore. Sie sinn begabt ààn Vernünft unn ààn Verstand unn solle Züenànder mit Bréderlichkeit handle… ». Vous avez sûrement deviné, que je venais de vous lire, en dialecte alsacien, l’article Ier de la Déclaration universelle des droits de l’homme (10.12.1948) : « Tous les êtres humains (les Alsaciens aussi) naissent libres et égaux en dignité et en droits... Ils sont doués de raison et de conscience et doivent agir les uns envers les autres dans un esprit de fraternité… ». Comme tous les êtres humains, mais peut-être plus que d’autres, les Alsaciens sont très attachés à la question de leur identité. Maintenant, définir ou préciser ce qu’est l’identité alsacienne n’est pas simple… On doit se garder, d’abord, d’un risque de « folklorisation » : certes, il n’est pas interdit d’aimer la tarte flambée, la choucroute, les cigognes, les maisons à colombages, les géraniums, ou même le costume et la coiffe traditionnelle… Cependant, faut-il réduire l’identité alsacienne à ces seuls « marqueurs » habituels du folklore alsacien ? On devrait se garder, ensuite, d’un risque de « sacralisation » : on aurait tort de figer et de sacraliser une identité alsacienne, comme si elle était une réalité immuable.
