In the first decades of the sixteenth century, it was these companies, mostly from southern Germany and the Italian city-states, who dominated the European trade in Asian and American goods, whose capital funded Spanish and Portuguese royal policies overseas, and whose agents played crucial roles in establishing the Spanish and Portuguese empires and colonial trade.

  • Guide to Equality and the Policies, Institutions and Programmes of the European Union
Guide to Equality and the Policies, Institutions and Programmes of the European Union Guide to Equality and the Policies, Institutions and Programmes of the European Union By Brian Harvey This document was commissioned by the Equality Authority and the views expressed herein are those of the author and do not necessarily represent those of the Equality Authority. Preface The European Union has played a valuable role in stimulating and shaping equality strategies in Ireland over the past three decades. The majority of key equality initiatives in Ireland can trace their origins to European Union directives, European case law or European Union action programmes. This influence continues to the present moment. However, innovation and ambition in our new equality legislation – the Employment Equality Act, 1998 and the Equal Status Act, 2000 – and our related equality institutions have changed this situation to one of mutual influencing. Europe now looks to the Irish experience of implementing a multi- ground equality agenda for learning. This publication provides an introductory briefing on approaches to equality at the level of the European Union – focusing on policy, institutions and funding programmes. It seeks to resource those who are engaging with the challenge to shape European Union policy and programmes in relation to equality. It aims to assist those addressing the impact of European Union policy and programmes on Ireland or to draw benefit from this influence. It is a unique document in bringing an integrated nine-ground equality focus to policy and programmes at European Union level. We are grateful to Brian Harvey for this work in drawing all this material together in this format. We are also grateful to Jenny Bulbulia B.L.

Among them are·organs of the North Atlantic Treaty Organisation (NATO) including its informal EUROGROUP, the Independent European Progrrumne Group (IEPG), Western European Union (WEU) and the Assembly of Western Eur·opean Union (AWEU) . Each of these has been animated mainly by a felt need to make more efficient use of the resources committed to military purposes, in the interest of sustaining or enhancing the effectiveness of the Atlantic Alliance's apparatus for deterrence and defence generally and that of its European members= contribution particularly. The Co~~ission cf the Europea~ Communities has also paid attention to the subject, in a more circumspect fashion, principally in the context of its examination of ways and means of safeguarding the competence and competitiveness of high technology industries within the European Economic Community (EEC) • More recently attempts have been made to synthesise the 'defence' wid 'industrial' impulses.

Introduction When the Allies allowed Western Germany to build a new army, the Bundeswehr, they intended to prevent the rebirth of German militarism. But they also wanted a strong German army being able to protect the western side of the Iron Curtain against an aggres- sion of the Soviet Union, while at the same time aiming for an army which none of the western allies had to fear. Therefore, after the Bundeswehr was founded in 1956, on the one hand the German soldiers were to be well equipped and trained and on the other hand the army was fully integrated into NATO immediately. Moreover, the political leadership of the Bundeswehr was assigned to the civil Ministry of Defence but had to be transferred to the Federal Chancellor in a case of war, while at the same time no General Staff was installed for taking over the military leadership.
