Apart from the exceptlons m~;nt)oned above, the possession of a valid passport is still c0mpuslo:cy for international travel. As rec;ards the adoption of' the international standard passport recommended by the :international conferences of 1920 and 1926, the answers-to my queotionnaires do not all-:)W an exe.ct idea to be f<>:rmed of the type of passpo1•t now in use in each of our meraber cou!ltries. It ia therefore desirablG that countrieG should furnish the Union wHh specimens of the pass:lort they now use. It should. be noted, however, that some countries are umlillins to alter the :pattern of their :passport. For exampl3, Nor.vay believes that the type she uses is more practj.cal than that recommended by the above-mentioned internat:~onal conferences, and the

They are issued for the tourist centre selected by the traveller and entitle the traveller to tl'avel in the arva surrounding that centro. V:lsi ts to other tourist centres are permitted on production of a laisser-;passer, wh:chmay be obtained by foreien tourists from the "P"u.tnil::" officGs :Ln the main tourist centres. No reply to the questio!lllaire was recejved from the f0lloving member countries: Finland, Morocco, , Rorr..ania, San Marino, Turkey, Yugoslavia. Negat1ve replies regarding the abolition of viso.s vmrc received from: ,. Czechoslovakia, Greece, Huncar;:;.r, IJortugo.l, Polancl and tho United States. Only Italian travellers are admitted to Austria without visa. It will be noticed that most of the countries vThich have abolished visa requirements are ED.ro:pean nountrtes. The table given in Annex 1 of the present re:port show·s the present position as regards visas between European countries participating in the Marshall Plan. The table gi von in A!lllox II sho>rs vhat rema:Lns to be done w:: th recard to the elimination of visas between the European countries particj:pat:ing in the Marshall F'lan. Of the 18 countries concerned, the position of six, Austria, Greece, , Turkey, Bizonia and the French zone of GBrmany i.s such that, for various reaaons, they ca!lllot consider abolishing visas at pre::1ent. Of the 12 remaininG countries, only one, Iceland, has st:ill not abolished the visa requirement for American citizens. Ho-vrever the question :Ls now un0.er review. Of the 132 visas concerned, only 21 are still jn force. In most cases conversations are in progress with the view to the elimination of the visas still required. The substantial progress made is shown by the fact that, in European countries alone, 68 visas have been eliminated bilaterally since October 1947. The only exit visas still applied in Europe were those required by Portugal, /and they have E/ CN. 2/'71/ Add. 1 Page 9

and they have been eliminated since March 1949. IV. FRONTieR FORMALITIES Carrying on the studies a..'l'ld inquiries already initiated, a nelr q_uGstior..nai.re on customs formalitjes was addressed to member co1mtries on 18 Dece1:1ber 19hD. The guest::..on.."1aire 1ms drmm up in such a way as to eUci t a comparison of the regulations applied by member countr:i.es w:l.th the :Belgian regulations, which were chosen arMtrrtrll;y as a basis for comparison. The follo1-ri.ng 26 cour:.tries rer,lied: Argentina, Australia, Austria, Belgium,

Belgia..~ Congo, Czechoslovak2a, Denmark, East Africa, France, Great Britain, Greece, Hungary, Principality of Honacc, Iceland, Italy, Luxembourg,Morocco, Norway, Netherlands, Peru, Poland, Portugal, Southern Rhodesia, Sweden, South Africa and Switzerlend. The replies received showed that frontier regulations were extraordinarily var:i.ed and complicated. To take only one example from the mc.ny regulntions imposed on travellers, vre find that the cigarette allovrance of a traveller coing from one. of these countries to another varies from 60 to 1, 000 cigtJ.rettes, de:r:;ending on the regulations of the countries concerned. .fl.nnex III of the present report conta :.ns an analys:ts of all tho replies. Nevertheless, 1949 was marked by a number of substanti.al achievements in this field. The Inland Transport Commi. ttee of the Unj_ ted Na tiona Economic Comm:i ss:! on for Europe deserves the credit for the first and widest in sco}ie, narJe1y, the agreer::tent for the provisional application of the draft International Custons Convention on Touring adopted by the above-named committee at Genova last June and immediately ratified by some of its members, :r.amely, the Belgo-Lu:x:embourg Economic Union, France, Norway, the Netherlands, the United Kingdom and Siv.'. tzorlend. The Convention marks a ve1-y definite advance as compared with the previous chaotic position as it is even wider in scope than the draft Geneva Convention of 1937 which was never applied. At our last Conference, I pointed out the parallelism between the work of the Inland Transport Committee of the United Nations Economic Commission for Europe and that of our ovm Commission. The same working group was instructed to examine measures deRigl::l.ed to reduce to a m-~n:lnum the stops of trains at frcntiers and to study the problem of combining customs o:fficee on the same li11e on either side of the frontier, as well as measures to facilitate air and road tr:1ff:~c. TI1e Belgian Customs Administration haR recently implemented a decision ad.opted by the Council of the Organization for European Economic Co-operation under which the signatory States undertake to grant certain customs facilities to tourists from distant ovel·seaa countries spending holidays tn :!:urope. In practice, theso facilities will be grru1ted at once, except where

smuggling is suspected, to all tourists from extra-Eur~ean countries. V. SPECIAL FORMALITIES IMI'Ob'ED IN CONh"EXION WITH TOURIST TRAFFIC BY AIR At the Oslo Conference, the observers of I.A.T.A. and I.C.A.O. drew the Union's attention to the special ~roblems arising in connexion with air passenger services ~d the immense difficulties created by the wide range of formalities imposed on carriers.

'He have been able to maintain contact vi th these two bodies 't~hich have achieved a considerable degree of simplification during the year. This particular aspect of the general problem of formalities hampering the international tourist traffic will be the subject of a speci!T communieation by the observer of I.A.T.A., my compatriot Mr. J. E. DE~mT.

Luxembourg, the Netherlands, Poland and Sw~tzerland require for trailers and caravans a document separate from that for the vehicle to which they are attached. Belgium and the United Kingdom also require a separate document, except in the case of small t::~ailers used only for carrying luggage.

III. Temporary importation of :private a_irc;raf~ A private aircraft wllich is making only a temporary stay in BE:lgian territory may be provisionally admitted duty free on deposit of a bond covering duties and charges and on preBentation of a transi·t clearance cer·tif:icate (acquit de transit) giving an accurate and detailed description of the aircraft. The aircraft is subject to the formality of sealing by the Customs. The transit clearance :papers are valid for one year as from the date of issue. During that period they may be used for an 1.mlimited number of trips on Belgian territory. Reimbursement of the bond takes :place on the expiry of the period of validity of the transit clearance :papers, or earlier if requested by those concerned on submission of the clearance papers together with a Customs certificate from the aerodrome of destination abroad. Before the aircraft finally leaves the co1.mtry, the Belgian Customs seal is removed by the Cus~oms authorities. Foreign touring aircraft may also be accorded temporary freedom of admission on :presentation of Customs :pass books j_ssued 1.mde:c the guarantee of the Aero.-Clu'b
