NZ TRANSPORT AGENCY NATIONAL OFFICE WAKA KOTAHI 50 Victoria Street Private Bag 6995 Wellington 6141 New Zealand T 64 4 894 5400 F 64 4 894 6100 www.nzta.govt.nz 9 November 2015 Tony Randle [email protected] Dear Tony Request made under the Official Information Act 1982 Thank you for your email of 9 October 2015 requesting the following information under the Official Information Act 1982: a. the source document for the cost estimate of $2.3Million to be provided to the GWRC to "improve the Wairarapa Line" (although you stated it was actually for improving the Hutt Line). b. a description of the work that the $2.3Million was to support (I understand the GWRC claimed the funding is to "go toward replacing corroded rail and rolling out more powerful DFB diesel locomotives" but that NZTA is only funding track replacement). c. the funding memo notes that poor track causes an average loss of travel time of 10 minutes generates negative travel time benefits of approximately $5 million per annum, based on an average travel time value of $5 per hour (combined peak and off peak values), delay of ten minutes and 6,382,000 passenger trips on the Hutt Valley Line" for all commuters. A copy of the source that outlines the 10 minutes estimate for travel time loss currently affecting 6,382,000 passenger trips on the Hutt Valley Line that will be address by this funding investment to be provided. d. any meeting notes or correspondence associated with the $2,290,000 investment by the NZTA to the GWRC to "bring forward and substantially address the deferred maintenance" as outlined in the NZTA Memo. -

Memorandum 20 December 2019 To: Planning Committee Independent Māori Statutory Board Subject: The Draft New Zealand Rail Plan From: Ryan Falconer Lead Transport Advisor Contact information: [email protected] Purpose 1. To provide an overview of the background to and content of the Draft New Zealand Rail Plan (the Plan), and analysis of preliminary implications of this Plan for Auckland Council and Auckland Transport. 2. To provide advice on the relevance of the Plan to Auckland and recommend providing informal feedback to the Ministry of Transport in advance of formal engagement in 2020. Summary 3. The Draft National Rail Plan provides context for proposed reform of rail network planning and investment in New Zealand, integrating rail with the balance of the land transport system and establishing a funding basis from the National Land Transport Fund. 4. The Plan is being publicised simultaneously with proposed legislative change (related amendments to the Land Transport Management Act 2003 and Land Transport Act 1988). This proposed legislative change is addressed in a separate Planning Committee memorandum. 5. The Plan emphasises the planning, funding and operations of both Auckland and Wellington’s metropolitan rail networks and prioritises addressing the needs of both passenger and freight traffic. 6. The Government has invited informal comments on the Plan. The Plan will be out for formal public engagement, alongside the Government Policy Statement on Land Transport, in 2020. However, the Government has invited informal feedback on the plan prior to this. Staff propose providing informal feedback to the Ministry of Transport in January in accordance with the points raised in this memorandum. -

Report 08-102 Metro passenger train derailment, Sylvia Park, 14 April 2008 (incorporating inquiries 08-104 and 08-107) Diesel motor fires on board metro passenger trains, 3 June 2008 and 25 July 2008 The Transport Accident Investigation Commission is an independent Crown entity established to determine the circumstances and causes of accidents and incidents with a view to avoiding similar occurrences in the future. Accordingly it is inappropriate that reports should be used to assign fault or blame or determine liability, since neither the investigation nor the reporting process has been undertaken for that purpose. The Commission may make recommendations to improve transport safety. The cost of implementing any recommendation must always be balanced against its benefits. Such analysis is a matter for the regulator and the industry. These reports may be reprinted in whole or in part without charge, providing acknowledgement is made to the Transport Accident Investigation Commission. This is planning of a shape, size and scale never undertaken before in Kaipara District. Thanks to all who have contributed to the collaborative engagement approach of this spatial planning process. For some this has been an ‘eye opener’ on how to locate where appropriate development could occur and what are the important parts we cherish in each of the towns; it's given us new ways to see our familiar places. -

The target is for EMU passenger services to be introduced from December 2013, initially on the OBL. The remainder of the EMU fleet will be introduced in stages until the full fleet is in service under current programme timelines in mid-2016. The electrification projects can be grouped as follows: a) Installation and commissioning of electrification infrastructure: overhead wires, gantries, earthing of stations, etc., primary responsibility with KRG. b) Station and depot infrastructure: preparation for electrification includes construction of an EMU depot at Wiri, upgrading of a number of existing stations to a common standard, construction of a new station at Parnell, ensuring sufficient stabling for the EMU fleet. Responsibility is primarily with AT; c) Procurement of new EMU fleet: Including operational transitioning from the existing DMU and diesel locomotives to the new EMUs. Responsibility rests with AT. d) Operational readiness for electrification: Training of staff, train drivers and contractors for working within an electrified environment, agreement on responsibility for maintaining electrification assets, agreement on safety provisions for public and contractors, communications with the public and other stakeholders. -

Date Plan Published: December 2011 Commissioned by Central Otago District Council Prepared by Robin Miller MNZIBS MRICS Origin Consultants Ltd August 2018 Architecture Heritage Archaeology Origin Consultants Ltd Rear of 38 Buckingham Street, Arrowtown & Level 4, Security Buildings, 115 Stuart Street, Dunedin Review of existing conservation plans for Clyde Museums Project Building: Clyde Railway Station Date of conservation plan: December 2011 Brief history: • Opened on 2nd April 1907 as a Troup Type B station. • Construction of the railway began on 7th June 1878 with an estimated construction duration of 6 years to reach Wanaka – the line actually reached Cromwell in 1921 where it stopped. • The station serviced the fruit industry and the demand for excursion trains, but suffered from competition from road transport, particularly from 1960 onwards. The 1980 station on the outskirts of the town was built to serve the construction of the Clyde dam; the engineering works to which closed the line to Cromwell and the 1907 station. After that, the line between Middlemarch to Clyde was abandoned completely in 1990. • Apart from the station and a short section of line, a few former railway houses remain nearby, together with the goods shed that was relocated to the adjacent Briar Herb Factory Museum site. • In 1997, the station was registered as a Category II Historic Place (Heritage New Zealand Pouhere Taonga) and it is also a protected building in the CODC District Plan. Summary of findings: • The station building has high heritage significance on both a local & regional basis. -

Executive summary The Taieri Plains is a low-lying alluvium-filled basin, approximately 210km2 in size. Bound to the north and south by an extensive fault system, it is characterised by gentle sloping topography, which grades from an elevation of about 40m in the east, to below mean sea level in the west. At its lowest point (excluding drains and ditches), it lies about 1.5m below mean sea level, and has three significant watercourses crossing it: the Taieri River, Silver Stream and the Waipori River. Lakes Waipori and Waihola mark the plain’s western boundary and have a regulating effect on drainage for the western part of the plains. The Taieri Plains has a complex natural-hazard setting, influenced by the combination of the natural processes that have helped shape the basin in which the plain rests, and the land uses that have developed since the mid-19th century. -

Report 07-101 express freight Train 736 derailment 309.643 km, near Vernon 5 January 2007 Abstract On Friday 5 January 2007, at about 2200, the leading bogie of UK6765, the rear wagon on Christchurch to Picton express freight Train 736, derailed at 309.643 kilometres (km) on the Main North Line. The derailed wagon was dragged a further 3.5 km until it struck the south end main line points at Vernon, derailing the wagon immediately in front. The derailed wagons were pulled another kilometre before the locomotive engineer became aware of the derailed wagons and brought the train to a stop. There were no injuries. A safety issue identified was the current track and mechanical tolerance standards. In view of the safety actions since taken by Toll NZ Consolidated Limited and Ontrack in response to safety recommendations made following similar investigations by the Commission, no further safety recommendations were made. -
