Scott facilitated the workshops for our 2010 and 2014 strategic plans and adds signifi cantly to the acumen of the Board.

Meredith Angwin has a unique pedigree steeped in WRFL history. Father Ron (dec.) served as President of the FDFL for 11 years, while mum Thelma served as Treasurer for 10 years – both were awarded life membership of the League. Meredith has extensive experience both in Australia and overseas in senior consulting roles for some of the world’s largest corporations and has recently joined multinational professional services fi rm Ernst & Young as Partner - Advisory. Despite the current low-interest rate environment, additional income has also been secured through careful management and investment of cash resources. Affi liation fees are the only direct call on member clubs to fund league administration costs. These fees are currently set at $700 per junior team and $1,400 per senior team and have not been increased since 2010, despite the growing costs of administration and compliance. Following a 10% reduction in 2012 and taking account of CPI movements, affi liation fees have seen an effective reduction in real terms of around 20% over the past four years. The ability to avoid affi liation fee increases going forward will depend largely on identifying and securing new, non-club sources of revenue. Along with other metropolitan football leagues, the Board is currently investigating the prospect of introducing an annual registration fee for players, payable at the time of on-line registration by players rather than clubs. In addition to raising additional revenue, this would result in shifting some of the fund raising burden away from club volunteer administrators to individual players who are the ultimate benefi ciaries of football participation. Our success is in no small measure due to the increased levels of support from our commercial partners over recent times. Those partnerships both contribute to the WRFL’s reputation and, in turn, are increasingly attracted because of the developing reputation, reinforcing the respect across the community for the WRFL Seven Network News Director brand. The Division Two Grand Final which also played host to our life members’ function was a derby like affair between Parkside and West Footscray. Parkside, who had lost four of the last fi ve Grand Finals went into the game resounding favourites and started that way keeping West Footscray goalless during the fi rst term to lead by 34 points. West Footscray mounted some resistance during the second term but ultimately Parkside were able to keep them at arm’s length and go on to win the Premiership and promotion to Division One for the fi rst time since 2007.

Deer Park entered its second consecutive Division One Grand Final remaining undefeated throughout 2014 whilst Spotswood were playing in a record eighth consecutive Grand Final. Tim Watson arrived in the Seven News helicopter with the Premiership Cup and presented it to President Bruce Mildenhall prior to the match. The game was played in perfect conditions in front of a great crowd. Although poor kicking on goal from Deer Park in the early stages kept Spotswood alive, it was only momentary as they started to display the dominance as witnessed all season. They went on to record a 77 point win and become back to back Premiers and undefeated Champions.

Fourteen junior grand fi nals were contested and with twelve clubs winning at least one premiership the feeling of on-fi eld success was well spread throughout the league. From an operational perspective the fi nals series was a great success with good weather over the four weekends providing the foundation for high quality, competitive matches watched by sizeable crowds.

The WRFL Youth Girls continued as a joint league with the EDFL. Now in its second year this structure has provided stability and greater competitive balance to youth girls’ football in the west and is providing a base from which a standalone WRFL competition may grow. The two leagues also joined forces to again fi eld a Western Region Youth Girls Under 16 interleague team in the AFL Victoria Metropolitan Championships. This team struggled to match it with their stronger opponents and planning has commenced to improve the competiveness of this squad and to provide the girls with a more enjoyable interleague experience.

Seven squads represented the WRFL in male junior interleague matches in 2014. Congratulations go to the Under 13s who played great football in the round robin carnival against the EDFL and RDFL, regaining the perpetual shield lost the previous year. The league’s Under 12 and Under 13 squads also played a full length game under lights against the EDFL, with both squads playing well to earn two wins. The Under 14 and Under 15 squads again competed in the AFL Victoria Metropolitan Championships, showing good form in matches that are important as a setting for initial elite level talent identifi cation purposes. The Under 14 Division 1 squad was the best performer, missing a grand fi nal spot on percentage.

The Under 15 and Under 16 squads, in particular, dealt with some unique challenges during their training programmes and I congratulate the coaching staff and players on their ability to meet those challenges. North Sunshine, Laverton, Altona Juniors and Flemington Juniors football clubs provided access to their facilities, hosting either interleague training or matches and providing tangible assistance in the development of the WRFL’s best junior talent. The Western Jets Football Club also provides signifi cant support to the WRFL’s interleague programme and the league looks forward to this valuable relationship continuing.

Season 2015 will present many opportunities for the WRFL to continue the development of football in the western region of Melbourne. The league maintains strong relationships with each local Council in our area and these relationships are important as we work with councils to ensure involvement on a variety of local government issues directly affecting our clubs.

Signifi cant progress has been made in the latter half of 2014 to identify and begin connecting the work AFL Victoria, the Western Bulldogs and the WRFL do to build football in the west. A number of strategies are being developed, particularly aimed at stabilising and strengthening our clubs, and football in general, in the historical inner west heartland of the WRFL. These include pilot programmes to provide specifi c advice to improve club administration and increase junior participation, and to improve the transition of children from Auskick and school programs into junior club football. The league will also work more closely with AFL Victoria to ensure all coaches understand the importance of achieving and maintaining an appropriate coach accreditation and of opportunities to further their coaching knowledge. 2014 resulted in a signifi cant increase in the umpires retained from the previous Female WRFL boundary umpire Shannessy Adams season. With umpires now umpiring in consecutive years, it allows us to build throwing the ball in from the sidelines. in those umpires the skills required to umpire at a higher level than previously Photo: Darrell Jones. achieved. This in turn develops the depth of skill in the umpiring group. To put it in numbers, during 2014 we have just over 300 umpires, similar to 2013, however we retained two thirds of the group and recruited one third. With just on 200 umpires returning to the WRFL this suggests we are providing an environment in which umpires enjoy being part of the league. The ongoing aim of the WRFL umpiring department is to improve the skill base for all umpires and we believe this has occurred in 2014.

With the standard of football continually improving in the WRFL, so to must the umpiring standard improve, and during 2014 we introduced a second training venue option for umpires at Saltwater Reserve, Point Cook. The sole objective of this venue was to simply provide another option for umpires to train and receive coaching and skill development with fellow umpires, given the WRFL covers an enormous area geographically. Saltwater achieved its objective and will continue in the 2015 season.

In the WRFL we need to supply 48 fi eld umpires in senior and reserves football and 14 in the Under 18s on a Saturday, whilst on Sunday we need in excess of 160 umpires to cover 80 junior games of football. I have not included boundary and goal umpires, so when we look at those requirements we have a signifi cant number of umpires to develop across all three disciplines and the WRFL umpiring department works very hard to develop the best possible umpires for the WRFL.

The umpiring academies across the league are starting to show the benefi ts of the hard work of the coaches and mentors, with seven out of the top 20 Division One fi eld umpires coming from the academies since 2009. A large number of boundary and goal umpires who commenced at the academies have also reached Division One senior football. Thanks to the team of academy coaches, with many being current Division One umpires, for the work with the junior umpires. Christian Brenner, Roland Caple, Adam Cosham, Phil Henderson, Graeme Hodgart, Mark Mather, Terry O’Donnell, Anthea Walsh, Will Watson and Mathew Westgarth provide the experience, passion and leadership to develop the future of umpiring in the WRFL.

Like football clubs, umpiring requires a number of dedicated coaches to work with the umpires in game day coaching, training and skills/laws coaching. With a fresh look and cutting edge design, our website is now more user friendly and mobile phone compatible. With the ability to include regular photo galleries, feature stories and video content, the WRFL website is one to be proud of. In the midst of its debut year, it is extremely pleasing to report that the league has built on the increased page impressions in 2013 and has seen a signifi cant rise in web traffi c and unique users since the developments.

The Western Region Football League has out-muscled the Southern Football League to clinch Game 1 of the Metro Championships. A fi ve-goal onslaught either side of half time proved the difference as the boys from the West powered to a 36-point win. Losing key backs Nathan Stewart to a heavy knock and Luke Crozier to a hamstring injury proved a challenge too great for the Southern FL to overcome in the 5v6 play-off. WRFL’s bevy of talented smalls shone, with Lee Spiteri (Altona) winning the best-on-ground medal and receiving plenty of support from Tim Jenkins and Kwame McHarg. In season 2014, the WRFL continued its relationship with the Essendon District Western Youth Girls Football League with a joint Youth Girls competition. In 2015 the league will be exploring its fi xturing options to provide the best opportunity for female football to continually grow. The league would like to thank those club volunteers who really drive the success of the female football landscape within their clubs. Thanks must also be given to Steph Zerowski from the EDFL who through the continued partnership, enables the combined competition to run effi ciently.

It is my pleasure as WRFL Treasurer to present the fi nancial reports for the to provide competition administration and club development services to year ended 31 October 2014, noting that once again our auditors have member clubs. The League had one operating lease during the fi nancial year for the rental of the offi ce.

OFFICE There is a Memorandum of Understanding signed by the League as sub-leasee to Western Bulldogs Football Club. It and the draft lease received provide for terms of 3 years with seven 3 year options totalling 21 years, commencing May 2010. This MoU will remain in force until the formal lease is executed. Rental is reviewed annually in May and is subject to a CPI increase. In late 2013 the fi nal lease draft was received (but has not yet been actioned due to a change in personnel at the Western Bulldogs Football Club). The lease draft provides for annual increases to be the lesser of 3% and CPI. For the purposes of this note, a CPI increase each year of 3% has been assumed.
