The country has decided to halve its greenhouse gas emissions from 1990 to 2027 and to cut them by a total of 80% by 2050. For this to happen, significant private-sector investment in new energy infrastructure is needed. As it seeks concrete solutions to the low-carbon investment challenge, the United Kingdom is leading by example. The UK’s proposed Electricity Market Reform is a pioneering effort that will be closely observed by other countries. Ideally, this complex and ambitious reform would in the long run lead to a more liberalised marketplace in which low-carbon power generation technologies compete to deliver innovative and least-cost outcomes. Security of supply remains a key focus of energy policy. Fossil fuel production in the United Kingdom has peaked, and a fifth of the country’s ageing power generating capacity will have to be closed this decade. However, oil and gas imports are well diversified, and the government intends to promote various technologies to generate low-carbon electricity – renewable and nuclear energy and carbon capture and storage. More efficient energy use is essential to both decarbonisation and energy security. The Green Deal programme, which the UK plans to launch later this year, aims to improve energy efficiency in buildings and public spaces. The programme has the potential to help energy consumers overcome economic challenges, but for it to succeed, the general public must be sufficiently aware of its benefits. -:HSTCQE=V\U][Z: (61 2012 02 1P1) 978-92-64-17086-5 €75 Energy Policies of IEA Countries The United Kingdom 2012 Review INTERNATIONAL ENERGY AGENCY The International Energy Agency (IEA), an autonomous agency, was established in November 1974. Its primary mandate was – and is – two-fold: to promote energy security amongst its member countries through collective response to physical disruptions in oil supply, and provide authoritative research and analysis on ways to ensure reliable, affordable and clean energy for its 28 member countries and beyond. The IEA carries out a comprehensive programme of energy co-operation among its member countries, each of which is obliged to hold oil stocks equivalent to 90 days of its net imports. The Agency’s aims include the following objectives: Secure member countries’ access to reliable and ample supplies of all forms of energy; in particular, through maintaining effective emergency response capabilities in case of oil supply disruptions. Promote sustainable energy policies that spur economic growth and environmental protection in a global context – particularly in terms of reducing greenhouse-gas emissions that contribute to climate change. Improve transparency of international markets through collection and analysis of energy data. Support global collaboration on energy technology to secure future energy supplies and mitigate their environmental impact, including through improved energy effi ciency and development and deployment of low-carbon technologies. Find solutions to global energy challenges through engagement and dialogue with non-member countries, industry, international organisations and other stakeholders.     Scotland, Nuclear Energy Policy and Independence EPRG Working Paper 1407 Cambridge Working Paper in Economics 1457 Raphael J. Heffron and William J. Nuttall Abstract This paper examines the role of nuclear energy in Scotland, and the concerns for Scotland as it votes for independence. The aim is to focus directly on current Scottish energy policy and its relationship to nuclear energy. The paper does not purport to advise on a vote for or against Scottish independence but aims to further the debate in an underexplored area of energy policy that will be of value whether Scotland secures independence or further devolution. There are four central parts to this paper: (1) consideration of the Scottish electricity mix; (2) an analysis of a statement about nuclear energy made by the Scottish energy minister; (3) examination of nuclear energy issues as presented in the Scottish Independence White Paper; and (4) the issue of nuclear waste is assessed. A recurrent theme in the analysis is that whether one is for, against, or indifferent to new nuclear energy development, it highlights a major gap in Scotland’s energy and environmental policy goals. Too often, the energy policy debate from the Scottish Government perspective has been reduced to a low-carbon energy development debate between nuclear energy and renewable energy. There is little reflection on how to reduce Scottish dependency on fossil fuels. For Scotland to aspire to being a low-carbon economy, to decarbonising its electricity market, and to being a leader within the climate change community, it needs to tackle the issue of how to stop the continuation of burning fossil fuels.

    Boards fall behind in the drive to appoint women Alex Spence: The Times February 6 2012 Britain's biggest companies will miss a deadline to have a quarter of their boardroom positions filled by women unless more is done to move talented female executives up the corporate ladder, recruiters have warned. As things stand, the target of having 25 per cent of FTSE 100 directorships held by women will be met two years late, in 2017, the search firm Norman Broadbent said. Although the female composition of FTSE 100 boards has risen from 13.6 per cent at the start of last year to almost 15 per cent, the supply of women executives and senior managers remained limited, it said. According to Neil Holmes, a consultant at Norman Broadbent: "Women are appearing on short-lists but the supply on the executive side is still lower than it should be and this requires companies to invest in long-term cultural changes." In a report last year, Lord Davies of Abersoch challenged corporate leaders to cast the net wider in the search for directors and to break their dominance of their boardrooms. Twenty-six per cent of the non-executive directors appointed to FTSE 100 boards last year were women, with 24 per cent in the FTSE 250 and 17 per cent in smaller listed companies. Women still lagged well behind their male counterparts in the top executive jobs at the biggest companies, accounting for 9 per cent of FTSE 100 executive positions last year, Norman Broadbent said. There was also a vast disparity between different industries, with women making up 17 per cent of boards in the health sector at the end of the year.

    SUBMISSION FROM DEREK G BIRKETT Security of Scotland’s Energy Supply Personal Introduction The author has had a lifetime of working experience in the electricity supply industry, retiring at the millenium after twenty years as a grid control engineer under both state and privatised operation. Previous experience on shift were on coal and hydro plant for a decade, with the CEGB and NofSHEB. A further decade was spent on project installation and commissioning at five power station locations across the UK of which two were coal and three nuclear including Dounreay PFR. The latter experience gave chartered status on a basis of an engineering degree from Leeds University. Upon retirement, commitment was given as a technical witness for two public inquiries opposing wind farm applications as well as being an independent witness at the strategic session of the Beauly/Denny public inquiry. In 2010 a book was published entitled ‘When will the Lights go out?’ leading to public presentations, three of which were held in London. http://www.scotland.gov.uk/Resource/Doc/917/0088330.pdf (page 72) Basic Principles As a commodity electricity cannot be stored to any degree and must therefore be produced on demand. As an essential service to modern society its provision is highly dependent upon a narrow field of specialised technical expertise. The unified GB Grid is a dynamic entity, inherently unstable. Transmission interconnection of various supply sources provide security and enable significant capital and operational savings. However bulk transmission of power brings power losses, mitigated by siting generation in proximity to consumer demand. Maintaining system balance on a continual basis is critical for system security, not just with active power but also reactive power that enables voltage (pressure) levels to be maintained.
