P R E F A C E

As usual during the year 2010 the Office of the Chief Government Statistician (OCGS) was pre- occupied with its normal business of collecting and compiling data pertaining to economic and social life of Zanzibar and her people.

The Statistical Abstract has been such an important source of information and presents data for users. Data from almost all sectors of the economy and social aspects which are compiled by OCGS are presented. It is hoped that, it will enhance the use of statistics for planning and decision-making.

The Abstract presents brief information on the legislature, population, agriculture, industries, electricity and water, hotel and commerce, employment, Consumer Price Index and the general economy for the years 2006-2010.

We are most grateful and thankful to all who participated in making this publication another reality. We look forward to continue cooperating with them all.

A. LAND, CLIMATE AND POLITICS

LAND AND CLIMATE

anzibar lies off the eastern coast and situated some 30 km. from the mainland of East Africa, in the Indian Ocean. It is a low-lying island of coral formation, has an area of about 2,654 sq km of which 1,666 square kilometres for Unguja and the remaining 988 square kilometres is for Pemba Island. Coconuts, Cloves, Chillies, Copra and Seaweed are grown for Zexport; fishing is also important to the local economy. The island's leading port and largest town is Zanzibar Town; located on the western coast, it has a fine landlocked harbour with docking facilities for both passengers and cargo ships.

The Portuguese Explorer Vasco da Gamma visited the island in 1499, at which time it was already an important centre for trade between Africa, the Middle East, and India. Zanzibar came under Portuguese rule in 1503. Arabs from Oman ousted the Portuguese in 1698, and in the mid-19th century the Omanis began to develop the island. It was made a British protectorate in 1890. In 1964 Zanzibar merged with Tanganyika to form Tanzania after the revolution of 12 January 1964.

The Climate in Zanzibar is warm and humid (equatorial). The main rainy season is during the months of March to May (Masika) and October to November (Vuli). The cold season (Kipupwe) is during the months of June to August, while the hot season (Kaskazi) experienced from December to February.

5 A.3 POLITICS

Zanzibar Islands started to be governed by Revolutionary Government under Hon. Abeid Aman Karume on 12 th January 1964. The Union between the independent states of Zanzibar and Tanganyika to form the United Republic of Tanzania came into being on 26 th April 1964. From then onwards this part of the union is called Tanzania Zanzibar, with an elected president, legislature as well as its own Judiciary System (except court of appeal).

At present the country has 13 members in the Revolutionary Council (which is also the Council of Ministers). The House of Representatives is supposed to have 81 members of whom 50 are elected from Constituencies, but they are 49 after one member of Wawi died, 10 are nominated by the president, and 15 are special seats for women, 5 Regional Commissioners and one Attorney General. But until December 2009 there was only 78 members, this is due to fact that the President nominated 8 members only.

9 B. POPULATION AND SOCIAL STATISTICS

B.1 POPULATION

Population here refers to the human inhabitants of a place e.g. Districts, Region or Country. Some characteristics of population, which are of interest, are size, structure, distribution and composition. The population projection is important in development of planning, local administration, research, educational institutions and private business enterprises.

Data on population characteristics were collected from 2002 Population and Housing Census, where by it revealed that the total population of Zanzibar was 984,625 compare to that of 1988, which was 642,578. The growth rate has increased slightly to 3.1 percent during the 2002/1988 period compare to that of 1978/88, which was 3.0 percent. The population density of Zanzibar has increased from 260-person/sq. km in 1988 to 400 person/sq. km in 2002.

The 2002 census figures confirm the predominance of large households, especially in rural areas. The Zanzibar average household size was 5.3. However the results gave an even sex distribution of the total population, whereby the sex ratio of Zanzibar was 97, meaning in every 100 females there were 97 males.

B.2 HEALTH

The aim of Revolutionary Government of Zanzibar is to provide free health services to all Zanzibaris with particular emphasis to women and children. This evolves from the government’s understanding that national development and good health for the population cannot be separated. This is well stated under the Zanzibar Development Plan “Vision 2020” and the Zanzibar Strategy for Growth and Reduction of Poverty (MKUZA).

The government’s intention is to provide health services to the level of Primary Health Care, Secondary and Tertiary. These levels have been categorized under UNICEF system for health facilities as Public Health Care Units (PHCU)/dispensaries; Public Health Care Centres (PHCC)/cottage hospitals and General Hospitals. The private sector and parastatals play an important role in delivering health care to the public. Please note that all information is from public facilities except Table B.2.1.

B.3 EDUCATION After the Zanzibar Revolutionary Government announcement of free education for all citizens of Zanzibar in 1964, new schools were opened both in rural and urban areas. Every student has the right to get free basic education and for those who are capable they go up to the University education. Major changes in the Curriculum, organization and administration of educational institutions have been introduced so that education for the students serves the purpose of Zanzibar and encourage self-reliance and science and technology development. Cluster II of MKUZA emphasise the importance of education as a major factor for poverty reduction.

Students Teacher Ratio is the number of students enrolled divided by the number school teachers regardless of their teaching assignment.

B.4 LABOUR STATISTICS

Office of Chief Government Statistician collects data on labour mainly from Integrated Labour Force Survey (ILFS) which contain data for three major modules; Labour Force General, Informal Sector and Child Labour and from Annual Employment and Earning Survey (AEES). ILFS is household based survey and is undertaken after every five years while the AEES is annually with reference period June of the respective year.

INTEGRATED LABOUR FORCE SURVEY the survey was undertaken for one year form January to December 2006 in order to take care of seasonality on employment. This is a household based survey.

EMPLOYMENT AND EARNING SURVEY The Annual Employment and Earning Survey covers all establishments from Government and parastatals and for private establishment only those with five or more paid employees are covered. The number of employees refers to month of June only, but cash earnings for the whole financial year that is July – June.

Concept and Definitions

The Economically Active means all persons over a specified period of time, furnish the supply of labour for the production of economic goods and services for market, barter or home consumption Includes paid employees, self employed persons and unpaid family workers but excludes persons engaged in domestic activities such as minding children, cooking food for own family etc. In other words, the economically active is called the ‘Labour Force’.

Labour Force = Employed + Unemployed Persons

The Currently Economically Active comprises all persons who furnish the supply of labour for the production of economic goods and services in a short reference period in this case one week (the previous week from the survey).

The Employed means a person who during the reference period performed economic activity for at least one hour for payment in cash or in kind or other income or did not work but had a job or an enterprise, business from which they were temporally absent due to leave, illness, full paid maternity leave, bad weather, strike or similar reasons.

Unemployed means all persons who during the reference period were without work but available for work and seeking work.

The Inactive (economically inactive) means all persons who were neither employed nor unemployed during the reference period.

Underemployed defines all person 15 years of age and above who are in employment during the reference period willing to work additional hours, available to work additional hours and had work less than a threshold relating to work time (less than 40 hours a week)

Informal Sectors defined as; • As a subset of household enterprises or unincorporated enterprises owned by households, which did not have separate legal entities independent of the household; • Have no complete set of accounts and may or may not employ paid employees and the minimum number of employees was less than 10. • The activities may be carried out inside or outside the owner’s home; • All or at least some of the good and services of the business have to be produced for sale

Employment to Population Ratio is defined as the proportion of a country’s working-age population that is employed.

Underemployment rate is defined mathematically as the quotient resulting from dividing the total number of underemployed by the corresponding total employment.

Inactivity rate is defined as the percentage of the population that is neither working nor seeking work (that is, not in the labour force).

Labour force participation rate is defined as the ratio of the labour force to the working age population, expressed as percentage.

C. ECONOMICS STATISTICS

C.1 NATIONAL ACCOUNTS, GOVERNMENT ACCOUNTS AND INVESTMENT

The National Accounts of Zanzibar are compiled using a combination of production and income approaches. Although the data are subjected to some limitations, the definition and concepts followed in the estimates are broadly in conformity with the UN recommendations contained in 1993 System of National Accounts Series F. No.2, Rev.3.

Gross Domestic Products GDP , is defined as the total value of all goods and services produced within that territory during a given year. GDP is designed to measure the market value of production that flows through the economy. • Includes only goods and services purchased by their final users, so GDP measures final production. • Counts only the goods and services produced within the country's borders during the year, whether by citizens or foreigners. • Excludes financial transactions and transfer payments since they do not represent current production. • Measures both output and income, which are equal.

Gross Domestic Products (GDP) at constant prices (Real GDP) measures the value of output in two or more different years by valuing the goods and services adjusted for inflation. For example, if both the "nominal GDP" and price level doubled between 1995 and 2005, the "real GDP” would remain the same. For year over year GDP growth, "real GDP" is usually used as it gives a more accurate view of the economy.

Gross Domestic Products (GDP) at current prices (Nominal GDP) measures the value of output during a given year using the prices prevailing during that year. Over time, the general level of prices rise due to inflation, leading to an increase in nominal GDP even if the volume of goods and services produced is unchanged.

Relation between Real GDP and Nominal GDP and Nominal GDP Nominal GDP is calculated using current prices whereas real GDP uses constant prices. The difference between the nominal GDP and real GDP is due to the inflation rate in market. The relationship between inflation, real GDP and nominal GDP is explained by Fisher Equation. Real GDP = Nominal GDP - Inflation

Capital Formation is the outlays (purchases and own account construction) on additions of new durable goods (commodities) to their stock of fixed assets less their net sales of similar second-hand and scrapped goods. Excluded are outlays of households on durable goods and government's outlays on goods for military use. It includes the acquisition of breeding stock, drought animals and diary cattle.

C.2 EXTERNAL AND INTER - STATE TRADE

Trade balance is the difference in the value of exports and imports. Zanzibar has never experience a positive balance of trade; this means that Zanzibar imports more than exports.

External trade is recorded into four categories: (i) Imports; (ii) Exports; (iii) Domestic exports (iv) Re- exports.

Imports: goods entered at the time of importation for consumption or for warehousing in Zanzibar

Domestic Exports: Goods grown, produced or manufactured in Zanzibar, which are imported to foreign countries or sold as ship or aircrafts store. Materials which are imported into and processed or manufactured in Zanzibar and then subsequently exported are classified here.

Re-exports: all imported goods which are subsequently, exported either under drawback including ship and aircrafts’ stores.

Exports: Domestic export + Re-export.

Inter-State trade transfers: comprise of imports of products of Tanzania Mainland for consumption in Zanzibar and exports of Zanzibar products for consumption in Tanzania Mainland.

Imports are valued at Cost Insurance and Freight (C.I.F) at the port entry. Domestic exports and re-exports are valued Free on Board (F.O.B.).

C.3 TRANSPORT AND COMMUNICATIONS

The transport sector plays a big socio-economic role to the nation when it serves smooth movement of both passengers and goods from one point to another. The transport system in Zanzibar is divided into: (i) Interregional transport between Islands, Mainland and the coastal area of East African. (ii) Local internal transport within each island. (iii) The rest of the world The system comprises of sea, air and road transports modes of transport. Interregional transport is handled by sea and air while local transport is almost totally dominated by road traffic and ferry boats.

Air Tanzania, Kenya Airways, Precision Air, Air Europe, Air Zanzibar, ZATA, ZAN AIR, Air express, Tropical Air, Coastal, etc serve flights in and out of Zanzibar.

Shipping Statistics relate to steam and sailing ships engaged in international or coastwise trade arriving either with Cargo, passengers or in ballast. The Cargo Handled is shown in dead weight tons (d.w.t).

C.4 AGRICULTURE

The mainstay of Zanzibar’s economy will be agricultural production over the period, also continuing to provide employment to a large section of the Isle’s Labour force.

The Cash Crops are grown entirely for export and manufacturing, small amount are used as spices. Data from Agriculture are from Zanzibar State Trading Corporation (ZSTC), Ministry of Agriculture and Natural Resources and its departments and Agencies provide routine data on estimates on food and cash crops and some summary tables from the 2002/03 Agriculture Sample Census.

The Agriculture Census was undertaken in 2003 with reference agriculture year 2002/03. The census covered the rural households only from all districts with exception of Mjini which have no rural area.

Household: A group of people (or an individual) who provide for common means of livelihood; such as sharing meals, regardless of source of income and family ties.

Holdings: An agricultural holding is an economic unit of agricultural production under single management. It consists of all livestock kept and all land used for agricultural production without regard to title.

C.5 FORESTRY

Zanzibar has an area of various types of forest vegetation which total to about 30,000 hectares, this include dense forest, open natural forest on the coral rag area, thickest in the same area and the plantation areas.

The data given on forestry covers licensed timber cutting from public land. In addition the Islands are surrounded by mangrove and other beach trees used in house construction. The forestry department is concerned with the cutting of tree and makes sure that these trees are sold to the Ministries, Government Corporations and the public in general.

Fish constitutes the most important source of protein in Zanzibar. Fisheries development covers the area of coastal zone or specifically marine resources. C.7 ZANZIBAR URBAN CONSUMER PRICE INDEX (CPI)

Zanzibar Urban Consumer Price Index is a measure of the average change in prices paid by urban consumers for a fixed market basket of goods and services. It is not a cost of living index but it provides a good approximates to it. Information is collected monthly at retail price levels for selected items in each commodity group. The old basket had ten groups with 139 items used 1991 as the base year. The new basket which started 2006 has been obtained from the 2004/05 Household Budget Survey and it uses the COICOP group specification, the basket has 217 items classified into twelve main groups.

Definitions:

Consumer Price Index is an index number measuring the average price of consumer goods and services purchased by households. The percent change in the CPI is a measure of inflation. The CPI can be used to index (i.e., adjust for the effects of inflation) wages, salaries, pensions or regulated or contracted prices.

Inflation rate is the rate of increase of the average price level (a measure of inflation). Alternatively, the inflation rate is the rate of decrease in the purchasing power of money.

C.8 TOURISM

Tourism as an activity and industry has grown in Zanzibar tremendously; this is due to the natural habilitation of the Islands as a tourist destination, based on the historical and natural attractions. Zanzibar has strong resources to attract tourists. These are Zanzibar Stone Town and Marine environment, which is a primary attraction to tourism. These attractions which are the Zanzibar’s point of entry for tourists, characterized by old design building which makes beautiful narrow streets, coral reefs, sand beaches, water area used for traditional fishing and diving etc.

C.9 WATER SUPPLY

It is a policy of the Zanzibar Government to provide safe drinking water to all the people and provide enough water for industries, institutions and irrigation farming. In rural areas, the Zanzibar Water Authority is charged with providing villages with piped water from ground water sources such as wells, caves and boreholes. Development of rural area and urban water connection is undertaken by Government, as well as assistance from donor countries and other Agencies in terms of loans and grants.

Government has approved the National water policy, which defines the roles of different stakeholders in the development, management and use of water resources countrywide with the aim of providing guidance to enable Revolutionary Government of Zanzibar to achieve its aim of providing access to clean and safe water for her people and other water users to fulfil the needs of expanding social and economic activities while considering the nature of conservation.

Zanzibar industrial activities are centred mainly on small and medium scale processing of domestic goods; food processing, beverages and processing of agricultural products. Industrial sector includes all establishments engaged in activities that fall under mining (for Zanzibar this mainly quarrying), manufacturing, generation and distribution of electricity, gas and water.
