    2008 Human Rights Report: Croatia Page 1 of 24 2008 Human Rights Report: Croatia BUREAU OF DEMOCRACY, HUMAN RIGHTS, AND LABOR 2008 Country Reports on Human Rights Practices February 25, 2009 The Republic of Croatia is a constitutional parliamentary democracy with a population of 4.4 million. Legislative authority is vested in the unicameral Sabor (parliament). The president serves as head of state and commander of the armed forces, cooperating in formulation and execution of foreign policy; he also nominates the prime minister, who leads the government. Domestic and international observers stated that the November 2007 parliamentary elections were in accord with international standards. The government generally respected the human rights of its citizens; however, there were problems in some areas. The judicial system suffered from a case backlog, although courts somewhat reduced the number of unresolved cases awaiting trial. Intimidation of some witnesses in domestic war crimes trials remained a problem. The government made little progress in restituting property nationalized by the Yugoslav communist regime to non- Roman Catholic religious groups. Societal violence and discrimination against ethnic minorities, particularly Serbs and Roma, remained a problem. Violence and discrimination against women continued. Trafficking in persons, violence and discrimination against homosexuals, and discrimination against persons with HIV/AIDS were also reported. The country is gradually developing the capacity of its state institutions and civil society to address the political and social consequences of Russian aggression. • Russia’s three main levers of influence in Ukraine include the ongoing armed conflict, corruption, and the poor quality of the political sphere. The Kremlin seeks to exploit these vulnerabilities to promote polarization and encourage a clash between Ukraine’s citizens and its governing elite by taking military action, manipulating the corruption narrative, supporting pro-Russia parties, and fuelling religious tensions through the Russian Orthodox Church (ROC). • The ramifications of the military operation in Donbas reverberate strongly across the country and domestic politics. The most prominent spillover effects include the circulation of firearms and the weakened capacity of authorities to reintegrate internally displaced people (IDPs) and war veterans. • With no clear way to end the armed conflict, there is a growing risk of societal polarization. This could have negative consequences for any prospective peace agreement.

There is a process of returning to the roots, to traditions: not only Orthodox churches, but also Catholic, Buddhist, as well as mosques are being restored. Each temple embodies religious idea in the architecture. Each architectural element comprises a certain symbol. The symbolics in architecture of an Orthodox church is difficult and many- sided. It expresses what directly cannot be represented - it is the terrestrial embodiment of the heavenly, spiritual, non hand-made, sacral. Unlike Catholic temples built according to the art style dominating during construction the Orthodox churches are built according to Orthodoxy symbolics. Thus, each element of an Orthodox church bears some information on the one the temple is devoted to, on some lines of the Orthodoxy and on many other aspects. The architecture as any other art form, has its own language - it is the language of architectural forms.

    Putin claims to be the defender of Christians, Jews and Muslims in Syria. What about “the West”? By Willy Fautré at the 3rd Archon Conference on religious freedom in the Middle East (Washington) HRWF (07.12.2017) – Putin has recently and openly upgraded his support to the return of Christians, Jews and Muslims in Syria. He has also promised to participate in the reconstruction of the country. He has mentioned the work of a special task force including members of the Russian Orthodox Church and the Roman Catholic Church, who are compiling a catalogue of churches destroyed in Syria with a view to their restoration. The question is “Will the US, the EU and the heads of its member states raise their voices to pledge they will participate in the reconstruction of the safe parts of the country, rebuild and restore churches, community buildings and schools so that Syrian refugees will want to back home or … will they leave Putin reaping the gratitude of the Syrian people ?” The influence and the credibility of the EU in the region today and tomorrow is at stake in this matter.
