LETTER FROM THE CHAIR

It is heartening to see that at last, the environment is a subject that is being taken seriously. The Parish Council has received a newsletter from Council Highways department stating that they are keen to hear from any local community about how they think they can help improve rural highway verges for the benefit of wildlife and wild flowers. As a rural Parish you would expect us to have a good range of wildflowers already, but sadly this is not the case. Intensive farming methods and the continuous building of new roads has led to the loss of extensive areas of potentially wildlife-rich land. Some of our road verges are full of cow parsley in May, but this is a tough plant that can withstand being cut down and then smothered with chopped clippings. Many of our other wildflowers are more delicate and have disappeared entirely because they cannot withstand this treatment. There are many of us who like the well-kept look and object to leaving any area to grow long because it can look scruffy once the flowers have died back in the late summer. There are also places where it is necessary to cut the verges regularly to allow motorists to see clearly around bends and at junctions. However, it would benefit both us and our wildlife if we could just adjust our mindset and allow some places to ‘go wild’. This does not mean completely abandoning an area, but cutting it just once or twice a year and removing the clippings each time. If you can think of any areas in the Parish that mows regularly that would be suitable for establishing as a wildflower verge then please get in touch with the Parish Council by e-mailing: [email protected]. The Big Soup Share Is Back Bishops Cannings Primary School will once again be taking part in The Big Soup Share on Saturday, 12th October. The Big Soup Share was developed two years ago by the Royal Horticultural Society to celebrate the 10th anniversary of its national Campaign for School Gardening. Pupils and staff from the primary and pre-school will be harvesting their home and school grown vegetables and turning them into a tasty soup to share with the local community. Each class will take responsibility for making a section of the soup, including harvesting vegetables grown in the school’s raised beds and practising their food preparation skills, under supervision, turning the produce into a tasty soup. The “Big Soup” lunch will be served in the school hall on Saturday, 12th October at 12.30 pm. Do come and join us.

The Wiltshire Bee and Honey Show at The Corn Exchange, Market Place, , on Saturday, 5th October. Honey bees, like other insects, are facing many challenges at this time. We are keen to tell Wiltshire residents about the vital role these insects play in the eco-system and hope to see you at the show. The Wiltshire Beekeepers have arranged an exciting day-long festival of all things associated with bees. As well as learning how to start your own hive on a budget, you can learn how bees make their honey and how they communicate with each other. Among those giving free lectures is local bee keeper, Richard Rickett, training officer for Melksham & District Beekeepers Association and Deputy Editor of one of the UK’s most popular bee magazines, Bee Craft. He will explain how to get into bee keeping, the trials, tribulations and excitement of harvesting your own honey and will answer questions on everything from the cost of setting up your own hive, to coping with bee stings. He will be joined by Lynfa Davis, a Master Beekeeper, who will describe how bees communicate and will also discuss the importance of honeycomb production. Another keynote speaker is Norman Carreck, a beekeeper for nearly 40 years and a research scientist at the University of Sussex. He will be talking about the future for local bees in Wiltshire and the rest of the UK. Wessex Water, the main sponsors of the show, will be explaining how visiting green spaces can help improve your health and wellbeing and the many ways to take part in, and enjoy, the beautiful sites across our region. There will also be goodies to encourage wildlife into your garden.

Football This year Bishop’s Cannings Youth Football Club will operate from Bishop’s Cannings Primary School playing fields. The Club is managed by FA Level 1 coach James Cooper, along with two other Level 1 coaches. The children have been training together since they were four years old. This year the team can start playing matches in the North Wiltshire Youth League. Minutes of a meeting of Bishops Cannings Parish Council Held on Tuesday 10th September 2019 in Bishops Cannings Village Hall at 7.30pm.

Present: Cllrs. D. Carey (Chair), S Casey (Vice-Chair), J Combe, C Body, E Frearson, E Clark, In attendance: Richard Miller (Clerk), Philip Whitehead (Unitary) and 2 members of the public.

2 Disclosure of Interests. None relevant to the business of the meeting.

3 Approval of Minutes. Proposed by JC and seconded by CB it was resolved that the minutes of the meeting held on 13th August 2019 be signed by the Chair as a true record.

4 Chair’s Announcements. a) The Crown Inn has been sold to Red Oak Taverns, a London based public house chain.

b) A Green Infrastructure Plan (GIP) will be developed based on the existing template. DC will complete and update prior to issue to councillors. c) The tree planting proposals for Bourton Road and Horton Road will be re-examined in the light of subsequent planting by the school. It is apparent that ditch clearance will be necessary and EC will investigate further the matter of encroachment on to the highway. DC/EC will take responsibility for the project. Budgets exist for both items. d) There was unanimous agreement that the Council should survey the largest trees in the Parish with the aim of applying for Tree Preservation Orders on those without existing protection. A current list of TPO’s will be requested from Wiltshire Council. The aim will be to create a map showing the location of all of the important trees in the parish regardless of TPO status. EF offered to lead on this and EC will supply her with the TPO application for the 9 Lime trees in Bourton. It was noted that a group in Horton have already commenced a survey of oak trees in that area. e) Green spaces and play areas in Cannings Hill: DC, CB and CC will assess each area for possible improvements. DC suggested an approach to Wiltshire Wildlife Trust with a view to drawing up a habitat plan for the rough grass area at Le Marchant amenity area. DC will confirm with CC his willingness to take responsibility for play areas f) Confirmation has been received from Wiltshire Council that S.106 funds of £57,000 in respect of the Lay Woods development are now available. DC and EC will take responsibility for updating the existing pathway plan. More detailed costings will be required. Council agreed that preliminary research will be undertaken in-house and that consideration will be given to the appointment of an external

project manager at the specification and implementation stages. g) The Clerk will obtain or design a Terms and Conditions document to be issued to suppliers. 5. Public Questions and Comments. a) Mr Naesmyth drew attention to the infrequency of mowing of the verges and the unevenness of the surface on the north side of the Lay Wood roundabout. PW will check the Lay Wood plans to ascertain the agreed mowing arrangements. Mr Naesmyth also reported that the grass around the play area had grown very long. DC advised that parts of the area are designated as a wildlife meadow and are not mown as frequently. Mr Naesmyth reported that builders materials have been left by the access road opposite Marlborough Close. DC will contact David Wilson homes with a request to remove the material. Mr Naesmyth reported that the hedge at the sharp bend on Spaniels Bridge Road in Coate was still overgrown. DC has reported this to Highways at Wiltshire Council previously and Wiltshire had agreed to contact the landowner. EC knows the owner and will contact him. b) Mr Muns of West Lavington Parish Council explained that he wished to research opinion relating to change of use from commercial to residential premises and he referred specifically to the decision not to object to the planning application for the Old Estate Yard in September 2018. Several councillors commented on the rationale for that decision, the most relevant being that, at that time there were no viable businesses willing to make use of the premises.

6. Cllr Whitehead (Unitary) Update. PW reported that 3 unidentified major projects are nearing completion and also advised that the online planning system will be replaced within 18 months.

9. Planning applications. a) 19/08451/TCA. The Street: Fell prunus tree. No objection but comment to be made.

b) 19/08456/TCA. Church Walk: Crown reduction and reshape. No objection. 10. Policies and procedures. Updated Financial Regulations were circulated to Councillors prior to the meeting. DC proposed and CB seconded adoption and all councillors were in favour. 11. Highways report. None received. 12. Police report. The new PCSO for the area is Lucy Stonestreet 6195. Two crimes were reported in the parish: 1. A male resident bitten by a dog, 2. A case of suspected hare coursing. 13. Clerk’s report a) An enquiry from Martin Rea regarding the provision of allotments within the parish. The clerk has replied and will contact him again to inform him of the existence of Fieldside Allotment Society in Coate. b) All correspondence received from organisations has been circulated to Councillors. c) The Clerk informed the council that no Health and Safety inspection had taken place in the previous year and was authorised to make arrangements for the current year. d) The Clerk was authorised to update the Council’s risk assessment statement. 14. Requests for financial assistance. a) Church path and gates: JC proposed and EF seconded that the Council confirms its willingness to make a contribution towards the cost of repair. All were in favour. DC emphasised the need to obtain value for money by estimating the expected useful life of the various methods of repair under consideration. for financial assistance of £5,000 to the Area Board via Friends of the Church. The Clerk reminded the council of the VAT regulations and described the necessary actions. b) St John Ambulance: All were in favour of a donation of £250. c) Village hall: An application for financial assistance was received after publication of the agenda. The Chairman proposed and all councillors agreed to consider the application. The Clerk had circulated a note of the financial state of affairs of the hall prior to the meeting. It was noted that the Council has the power to offer assistance under s.133 LGA72 and it was also noted that no contribution was made in the previous year. All councillors agreed to make an award of £3,000. It is believed that PR would be willing to act as a Trustee of the village hall. 15. Chandlers Lane project. Correspondence has been received from Savills on behalf of the Diocese indicating an unwillingness to assist the Council regarding acquisition of the land. DC, EC and EF agreed to form a working group to consider alternative approaches and EC suggested that an approach direct to the Diocese may be appropriate. 16. Neighbourhood plan. DC attended the latest meeting on 15th August with EC and CC and reported that a new plan will be prepared. Of the parishes surrounding Devizes, Rowde have agreed to join, Potterne will produce its own plan, Stert and Etchihampton do not wish to join and the intentions of Poulshot are unknown. Simon Fisher will progress the matter with the intention of registering a new plan area this year. The current plan stands until the new one is registered.

17. Potential new housing in Bishop’s Cannings. Arising from the transfer of ownership of the Crown Inn, the council will seek to ascertain the ownership of the attached field. PR will contact the existing Crown Inn tenant and EC will email Harry Gosling of the Crown Estate to arrange a meeting to discuss various matters pertaining to Bishop’s Cannings village.

Homeless in Devizes

Homeless in Devizes: What does it say to you? Sleeping rough? On the street? In a doorway? That’s only partly right because there are sizeable numbers of people who are homeless but invisible. They’re sleeping in cars, caravans and boats, on friends’ sofas and floors and in hostels, all of which means they have no address and therefore are unable to access ‘The System’. Social security payments are dependent on having a bank account for which an address is required and potential employers also demand an address. Devizes Opendoor is a charity that has been set up to help people in the Devizes Community Area to find solutions to homelessness; to offer support to local people when they are homeless or at a risk of becoming homeless, and to benefit local individuals in need, including the marginalised and vulnerable. The charity provides regular meals, clothing and support plus helping ‘guests’ to deal with these issues.
