LETTER FROM THE CHAIR As I write this, we have just finished the second of our Neighbourhood Plan consultations. There was a fair turnout, so thank you to everyone who made the effort to attend. Every comment that was written down by residents will be transferred into a document that will be used to produce our strategic priorities or, in simpler words, a list of aims for the future benefit of the Parish. We already have some idea of what is lacking in our area, but your feedback has identified more. A wish for better access to footpaths in open countryside and to the sports facilities on Hopton Industrial Estate was a particular request from those of you living at Corn Croft and Lay Wood. By the time of the next newsletter, the Parish Council will have discussed the results and we will give a more detailed update then. Some months ago, the Parish Council had discussions with Council regarding the poor condition of the numerous play areas in their care. As explained previously, no longer undertakes repairs to play equipment; it is either removed or left with a barrier around it to prevent use. We were able to secure some funding from Wiltshire in return for an undertaking to take on responsibility for upkeep. A list of urgent repairs has been produced by the Parish Council and costed by the play area contractor. The work has been agreed and will take place at Richmond Close, Hopgood Close, Waterside Park, Cygnet Close, Anzio Road, Hillier Road and Le Marchant. Fences damaged in recent storms will also be repaired. Once completed, we will look at what funds we have available for replacing missing equipment and worn play surfaces. As Spring approaches, I hope that our local children will be able to enjoy playing in the newly refurbished areas and, with our future plans to make the most of what green space we have in our Parish, that everyone can step out of their front door and be somewhere green and pleasant within a very short distance.

Bishops Cannings Pre-School News Our annual Easter Egg Trail will be taking place on Saturday 28th March from 1pm to 3pm. On the day, we will have lots of fun with stalls and an Easter Bunny-Ears Craft Competition.

A photographer will be visiting Pre-school in March to take the annual group photo of all the staff and children.

North Wessex Downs Walking Festival 2020 from 13th – 28th June After last year's success, we are running our Walking Festival again this year from 13th - 28th June. We are currently planning a range of walks across the North Wessex Downs and will announce the programme shortly. Would like to know more about stargazing? Then our new web pages focusing on the Dark Skies of the North Wessex Downs are for you! Are you a local astronomer? Can you help us? We are compiling a map – for our website and a leaflet – of the best places to go stargazing in the North Wessex Downs to help people get started. Minutes of a meeting of Bishops Cannings Parish Council Held on Tuesday 11th February 2020 in Bishops Cannings Village Hall at 7.30pm.

Present: Cllrs. D. Carey (DC), (Chair), J Combe (JC), C Body (CB), E Clark (EC), K Baxter (KB), C Callow (CC). In attendance: P Whitehead (PW) (Unitary), R Miller (RM), (Clerk). 1 Apologies for Absence. P Robinson and S Casey. 2 Public session. No members of the public attended the meeting. 3 Disclosure of Interest relevant to the business of the meeting. None disclosed. 4 Approval of Minutes. Proposed by JC and seconded by KB it was resolved that the minutes of the meeting of 14th January 2020 be signed by the Chair as a true record. 5. Chair’s Report. The Chair summarised the new reporting procedures whereby lead Councillors advise the Council of actions and developments in their area of responsibility prior to the monthly meeting.

Elizabeth Frearson resigned as Councillor on 3rd February 2020. Wiltshire Council have been informed and the statutory notice is on display. Wiltshire Council has experienced certain data recovery problems following a planned power outage. This has caused minor delay to the progress of some projects. The Chair noted that the first of two public consultation meetings had taken place on 10th February and she expressed her thanks to all residents who attended. 6. Cllr Whitehead (Unitary) Update. PW provided additional information relating to the computer problems noted above. He also advised that approval has been granted for the construction of an extension of the A350 designed to provide an additional bypass to the east side of Melksham. 7. Clerks report a) No new correspondence from residents received in the period. b) Regarding the possible legal action, no response has been received from the plaintiff’s solicitors. No further action is required from the Parish Council at the present time.

9. Planning applications.

10. Requests for financial assistance a) Army cadets Proposed by EC and seconded by KB, all Councillors agreed to award £ 600. b) Brownies Proposed by KB and seconded by DC, all Councillors agreed to award £ 600 c) St. Mary the Virgin church At the request of the Chair, all Councillors agreed to consider the request from the Church omitted from the agenda in error. Proposed by JC and seconded by CC, all Councillors agreed to award £3,200. 11. Projects a) Church pathway financing Area board submission delayed by lack of response by Friends of the Church to a request for the necessary financial information. Area board meeting of 11th May adopted as the new target. CB to contact C Cutting b) Church pathway estimates Three estimates for the works to the Church pathway were considered and all Councillors agreed that the estimate from Clive Tovill represented the best value. seconded that his estimate be accepted; agreement was unanimous. RM to contact Clive Tovill. c) Pilots memorial Agreement has not been reached on siting the memorial in the grounds of the Village Hall. An alternative and possibly preferable site has been identified as the deep verge opposite the fuel station in Horton Rd. EC to investigate practicalities/consents required. d) Le Marchant Habitat management report has been supplied to Streetscene at Wiltshire Council. Response awaited. e) Neighbourhood Plan – Public Consultation Meetings are in progress. EC to analyse responses/feedback. f) Horton Road tree planting The ex VAT cost of 8 oak saplings and associated guards, stakes and straps has been quoted as £630 (budget £1,600). DC to contact Sean Davies to obtain an estimate for planting after which RM will place the order for the trees when timings have been agreed.

g) Car park and school pathway. No response has been received from Conservation Contractors regarding the car park specification. RM to pursue. Road width has been established as 40 feet and WC are prepared to issue a certificate to that effect. Further discussions will be arranged with the Hall management committee after the agreed deadline of 31st March.

h) S.106 funds for Lay Wood A request from Wiltshire Council to utilise S.106 funds relating to the Lay Wood development for resurfacing the AstroTurf pitch at Leisure Centre was considered. All Councillors agreed that the proposal was not in the best interest of the parish. In arriving at that view Councillors had regard for the continuing possibility of its own land acquisition in Chandlers lane and elsewhere.

12. Subjects for next Agenda Neighbourhood Plan results.

13. Finance a) Estimate for verge post installation EC proposed and JC seconded that the estimate from S Peachey in the sum of £605 be accepted. All Councillors were in favour. RM to advise supplier. b) Delegation of Clerk’s discretionary expenditure limit RM proposed an alteration to the Financial Regulations item 6.20 to permit Councillors to place orders and pay for goods up to the value of £500 for goods relating to Council projects required at short notice and where account facilities are unavailable or impractical. Councillors will be required to obtain the written delegation of authority by the Clerk prior to placement of the order and must obtain a proper receipt without which reimbursement will not be made. CB proposed and JC seconded that the alteration be made and all Councillors agreed.

c) Application for a bank charge card RM advised that the earlier decision to acquire a debit card for use by the Clerk had not been effected since it has proved impossible to apply a transaction limit. A charge card that is

capable of limitation is available from Lloyds Bank; CB proposed and JC seconded that an application be made with all Councillors being in agreement.

d) Bank reconciliation The bank reconciliation was presented, approved by all and signed by the Chair. Total balances at bank amount to £124,052.19
