Issue 1, Spring 2014 Understanding French Foreign and Security Policy towards Africa: Pragmatism or Altruism Abdurrahim Sıradağ1 Abstract France has deep economic, political and historical relations with Africa, dating back to the 17th century. Since the independence of the former colonial countries in Africa in the 1950s and 1960s, France has continued to maintain its economic and political relations with its former colonies. Importantly, France has a special strategic security partnership with the African countries. It has intervened militarily in Africa more than 50 times since 1960. France has especially continued to use its military power to strengthen its economic, political and strategic relations with Africa. For instance, it deployed its military troops in Mali in January 2013 and in the Central African Republic in December 2013. Why does France actively get involved in Africa militarily? This research will particularly uncover the main motivations behind the French foreign and security policy in Africa. Key words: Francophone Africa, France, Foreign Policy, Africa, economic interests. The Role of France in World Politics France’s international power and position has shaped its foreign and security policy towards Africa. France has been an important actor with its political and economic power in Europe and in the world. Emergency appeal final report Cameroon: Cholera outbreak Emergency appeal n° MDRCM011 GLIDE n° EP-2011-000034-CMR 31 October 2012 Period covered by this Final Report: 04 April 2011 to 30 June 2012 Appeal target (current): CHF 1,361,331. Appeal coverage: 21%; <click here to go directly to the final financial report, or here to view the contact details> Appeal history: This Emergency Appeal was initially launched on 04 April 2011 for CHF 1,249,847 for 12 months to assist 87,500 beneficiaries. CHF 150,000 was initially allocated from the Federation’s Disaster Relief Emergency Fund (DREF) to support the national society in responding by delivering assistance. Operations update No 1 was issued on 30 May 2011 to revise the objectives and budget of the operation. Operations update No 2 was issued on 31st May 2011 to provide financial statement against revised budget. Operations update No 3 was issued on 12 October 2011 to summarize the achievements 6 months into the operation. Operations update No 4 was issued on 29 February 2012 to extend the timeframe of the operation from 31st March to 30 June 2012 to cover the funding agreement with the American Embassy in Cameroon. PBR No M1111087 was submitted as final report of this operation to the American Embassy in Cameroon on 03 August 2012. French and British Colonial Legacies in Education: A Natural Experiment in Cameroon Yannick Dupraz∗ 2015 most recent version: http://www.parisschoolofeconomics.eu/IMG/pdf/ jobmarket-paper-dupraz-pse.pdf Abstract. | Does colonial history matter for development? In Sub-Saharan Africa, economists have argued that the British colonial legacy was more growth-inducing than others, especially through its effect on education. This paper uses the division of German Kamerun between the British and the French after WWI as a natural experiment to identify the causal effect of colonizer identity on education. Using exhaustive geolocated census data, I estimate a border discontinuity for various cohorts over the 20th century: the British effect on education is positive for individuals of school age in the 1920s and 1930s; it quickly fades away in the late colonial period and eventually becomes negative, favoring the French side. In the most recent cohorts, I find no border discontinuity in primary education, but I do find a positive British effect in secondary school completion | likely explained by a higher rate of grade repetition in the francophone system. I also find a strong, positive British effect on the percentage of Christians for all cohorts. I argue that my results are best explained by supply factors: before WWII, the British colonial government provided incentives for missions to supply formal education and allowed local governments to open public schools, but the British effect was quickly smoothed away by an increase in French education investments in the late colonial period. Though the divergence in human capital did not persist, its effect on religion was highly persistent. -
Anglophone Secessionist Movements in Cameroon
ANGLOPHONE SECESSIONIST MOVEMENTS IN CAMEROON Piet Konings & Francis B. Nyamnjoh Introduction Secession has been rare in post-colonial Africa and has been strongly opposed by newly independent states and the Organisation of African Unity (OAU) in an attempt to safeguard territorial integrity. Secessionist claims have, however, been on the rise since the end of the 1980s in the wake of political liberalisation in Africa. Eritrea’s independence in 1993, after several decades of a national war of liberation, is, significantly, the only example of a formal reorganisation of the continent’s political map. Of late, some Africanists have been trying to explain the reasons for Africa’s remarkable ‘secessionist deficit’ and to identify the various internal and external factors accounting for the failure or success of past and on-going secessionist claims on the continent (cf. Forest 2004; Englebert & Hummel 2005; Keller 2007). Curiously, in their critical review of African secessionist movements, they have failed to discuss Anglophone secessionist movements in Cameroon. This chapter tries to fill the lacuna. It will be argued that the deep roots of current Anglophone secessionist claims can be found in what has come to be called the ‘Anglophone Problem’, which is posing a major challenge to the post-colonial state’s efforts to forge national unity and integration. There is a widespread feeling in Anglophone Cameroon that reunification with Francophone Cameroon in 1961 has led to a growing marginalisation of the Anglophone minority in the post-colonial nation-state project that is controlled by the Francophone political elite and endangers Anglophone cultural heritage and identity. -

Report Multi-Sector Rapid Assessment in the West and Littoral Regions Format Cameroon, 25-29 September 2018 1. GENERAL OVERVIEW a) Background What? The humanitarian crisis affecting the North-West and the South-West Regions has a growing impact in the bordering regions of West and Littoral. Since April 2018, there has been a proliferation of non-state armed groups (NSAG) and intensification of confrontations between NSAG and the state armed forces. As of 1st October, an estimated 350,000 people are displaced 246,000 in the South-West and 104,000 in the North-West; with a potential increment due to escalation in hostilities. Why? An increasing number of families are leaving these regions to take refuge in Littoral and the West Regions following disruption of livelihoods and agricultural activities. Children are particularly affected due to destruction or closure of schools and the “No School” policy ordered by NSAG since 2016. The situation has considerably evolved in the past three months because of: i) the anticipated security flashpoints (the start of the school year, the “October 1st anniversary” and the elections); ii) the increasing restriction of movement (curfew extended in the North-West, “No Movement Policy” issued by non-state actors; and iii) increase in both official and informal checkpoints. Consequently, there has been a major increase in the number of people leaving the two regions to seek safety and/or to access economic and educational opportunities. Preliminary findings indicate that IDPs are facing similar difficulties and humanitarian needs than the one reported in the North-West and the South-West regions following the multisectoral needs assessment done in March 2018. -

Geography Cameroon is found on the west coast of Africa and is sometimes called the "hinge" of Africa. It is bordered by Nigeria to the west, Chad and the Central African Republic to the east, and the Central African Republic, the Republic of Congo and Gabon to the south.
