Industrial democracy: made in the U.S .A. The Cultural, Economic and Ideological Underpinnings of America’s ‘Europe First’ Strategy, 1940-1941 “That those threats to the American way of life and to the interests of the United States in Europe, Latin America and the Far East – against which threats the huge new defence program of this country is directed – all stem, in the last analysis from the power of Nazi Germany.”1 “The Atlantic world, unless it destroys itself, will remain infinitely superior in vigor and inventive power to the too prolific and not too well-nourished Orientals.”2 “Since Germany is the predominant member of the Axis Powers, the Atlantic and European area is considered to be the decisive theatre. The principal United States Military effort will be exerted in that theatre.”3 Nearly seventy years have passed since the Roosevelt administration tacitly accepted the 'Europe First' policy as the controlling element of American grand strategy in the Second World War. Three generations of historians have traced the genesis and evolution of “the most important strategic concept of the war”.4 Most of the scholarship centres on how the official documents and reports shaped American strategic policy. We know that American war planning began before the US was actively engaged in battle and that the Navy had a prominent voice in matters of strategy. We know that President Franklin D. There is a real need for an impartial historical study of this movement and a critical analysis of the forces which lie behind it. Such a need the present narrative does not pretend to satisfy com pletely; but it is hoped that even a preliminary survey, such as this, ·will be of interest to those who concern themselves with the grave social and economic problems now confronting po litical democracy. The movement in question,- generally known as the Social Catholic movement,- has expanded so rapidly in the last few decades that it may now be regarded as a force compar able in magnitude and in power to international Socialism, or to Syndicalism, or to the cooperative movement. On the eve of the Great War, Social Catholicism was represented by or ganizations in every civilized country where there was any considerable Catholic population. -

TH INTERNATIONAL SOCIALIST REVIEW VOL. V OCTOBER, 1904 NO. 4 Employers' Associations. ANEW factor has entered into the industrial struggle of labor with capital. There has been a growth of concentrated cap- ital for the past twenty-five years. The appearance of con- sciously organized capital, organized for the purpose of dealing with the labor question, is entirely different and is of recent de- velopment. In 1895 in Atlanta, Georgia, Thomas H. Martin, the editor of Dixie, advocated in an editorial the consolidating and organiz- ing of manufacturing interests and the adopting of a united policy in order to meet the aggressions of labor. This suggestion was carried out and the National Association of Manufacturers had its birth. This body now consists not only of a national organization with 3,000 members in thirty-nine of the different states but we find that international relations are also maintained. "There may be some of our members," says its president Mr. Parry, "who have been modest enough to suppose that the National Associa- tion was merely national. In reality it is international in its work and scope now as it always has been." In the ninth annual report of this association one of its objects is stated. It is "an organiza- tion "which is practically an insurance against populistic and so- cialistic experiments." The Manufacturers' Association is not the only one of its class. The Metal Trades Association and various others also represent the interests of employers. While these organizations have existed for a half dozen, years at least, there has recently been formed and perfected a national association of all employers for the object of dealing with the labor problem in a unified manner. -

e.polis Volume IV fall/winter 2011 100 Milwaukee’s Hat Workers: Union Strategy and the Logic of Industrial Capitalism William Reck Abstract Institutional studies within the field of labor history have expanded historians’ knowledge of how unions operated within political, economic, and legal contexts. These histories tend to present national-level unions as the representatives of workers’ interests, and tie workers to the ebb and flow of the political acceptance of unions. Other labor historians have rejected institutional studies, instead choosing to study how laborers understood their relationship to management, how local-level unions organized workplaces and engaged workers in broader political issues, and how worker action could force positive changes within the workplace. The paper, Small Beer in the Brew City, focuses primarily upon Milwaukee’s millinery industry during the 1940s and 1950s. I argue that the story of Local 50, which was Milwaukee’s branch of the United Hatters, Cap, and Millinery Workers International Union, should cause pause for labor historians because an institutional focus does not provide answers for the deep division between the national- and local-level unions, at the same time that worker action during a strike in 1956, in circumvention of an ineffective union strategy, caused 155 laborers to be without a job. Worker agency and union strategy were just as important to this outcome as employer resistance. This raises questions for historians about movement strategy in local and national contexts; the link among ideology, practice, and experience; and about the interdependence among workers, unions, and employers. The paper conclude specific local or urban, rather than national or institutional, frameworks enable historians to recognize and evaluate complexities in ideology and experience while exploring their effects. -

Leab were placed in the Archives of Labor and Urban Affairs in 1974 and 1975 by Mr. Leab and were opened for research in May 1980. Daniel Josef Leab was born on August 29, 1936 in Berlin, Germany. He received his B.A. from Columbia University in 1957, attended Harvard Law School in 1957 and 1958, and returned to Columbia to complete his M.A. in 1961 and Ph.D. in 1969. He has held university teaching positions since 1966, first at Columbia, and then at Seton Hall University where he currently is an associate professor of history. Since 1974, Mr. Leab has been the managing editor of Labor History. Mr. Leab's doctoral dissertation, which was published in 1970 as A Union of Individuals: The Formation of the American Newspaper Guild, 1933-1936, was about the origins of the American Newspaper Guild. In 1975, he published From Sambo to Superspade: The Black Experience in Motion Pictures. The papers Mr. Leab has placed with the Archives were gathered in the course of researching his books. Nichols Professor of Communications Associate Dean for Graduate Studies in Mass Communications *Signatures are on file in the Graduate School ABSTRACT Contrary to the impression conveyed by many scholars and members of the popular press, women’s participation in the field of sports journalism is not a new or relatively recent phenomenon. Rather, the widespread emergence of female sports reporters can be traced to the 1920s, when gender-based notions about employment and physicality changed substantially. Those changes, together with a growing leisure class that demanded expanded newspaper coverage of athletic heroes, allowed as many as thirty-five female journalists to make inroads as sports reporters at major metropolitan newspapers during the 1920s. Among these reporters were the New York Herald Tribune’s Margaret Goss, one of several newspaperwomen whose writing focused on female athletes; the Minneapolis Tribune’s Lorena Hickok, whose coverage of a male sports team distinguished her from virtually all of her female sports writing peers; and the New York Telegram’s Jane Dixon, whose reports on boxing and other sports from a so-called “woman’s angle” were representative of the way most women cracked the male-dominated field of sports journalism. -
