Rivers without Boundaries The Rivers without Boundaries Coalition works on Protection of Eurasian Transboundary Rivers CHINA has 17 such basins One Road, One Belt for Eurasia The China-led New Silk Road also known as OBOR (its terrestrial part - Silk Road Economic Belt) is now a driver for development in the whole region. 70 countries already take part in it, majority of them are UNECE Member States and many are Parties to different UNECE environmental agreements. UNECE countries and intergovernmental bodies should help China to draw from UNECE pan-European experience and China's own own domestic "Ecological Civilization Policy " as a toolbox to establish successful model of environmental governance and public participation the continent-wide "New Silk Road". Improving systems for public disclosure of environmental information To ensure public availability of environmental information on the atmosphere, water, and so on, to businesses that emit pollution, and to regulatory bodies. The mechanism for the public release of EIA for development projects will be improved. To promote awareness for environmental protection among the general public, the system of public participation will be improved, and more work needs to be done to ensure that the people exercise oversight over the environment in a legal and orderly way. "The Belt and Road Initiative is a systematic project....and efforts should be made to integrate the development strategies of the countries along the Belt and Road ". "We should carry forward the spirit of friendly cooperation of the Silk Road by promoting extensive cultural and academic exchanges, personnel exchanges and cooperation, media cooperation, youth exchanges and volunteer services, so as to win public support for deepening bilateral and multilateral cooperation ". Lack of Environmental and Social Safeguards The OBOR "Vision" document contains ??? many important key-words on "ecological progress in conducting investment and trade, increased cooperation in conserving eco-environment, protecting biodiversity, and tackling climate change, and joining hands to make the Silk Road an environment-friendly one". However, while it has clear description of basic financial, infrastructure, trade and cultural policies to be used in OBOR, the document does not contain any clear structured policy guidance on ways to ensure environmental sustainability. No one overseas environmental aspects of the OBOR. No public participation mechanisms and information disclosure standards mentioned in OBOR Policy. Participatory Efforts Underway : Multilateral think-tank meetings (e.g. China- Russia-Mongolia) without attempt to assess Silk Road Plans objectively. Mass-Media Forums largely discussing how to promote the New Silk Road International Conferences to explain to various official audiences the Silk Road Policy and progress achieved so far Public Relations events held by finance institutes (e.g. upcoming AIIB workshop) So Far Silk Road Initiative lacks tools to ensure achieving many SDGs: Likely Supported ? ? ? Locating Xinjiang in China’s Eurasian Ambitions ABSTRACT The importance of Xinjiang Province in China’s Eurasian connectivity initiative—the Silk Road Economic Belt (SREB)—has received some coverage in the media. However, these news articles offer only a cursory view of China’s primary motive in pursuing the initiative, that is the ethnic unrest in Xinjiang. This paper argues that the conflict in Xinjiang is a main driving force to pursue SREB and that the initiative is congruent with a broader economic development strategy that aims to improve the economic conditions in the province. Tämä opinnäytetyö oli rajattu vain Venäjän osuuteen ja miten Venäjä kehittyy ja kehittää omia osuuksiaan silkkitien kehityksen edetessä. Tietoa kerättiin enimmäkseen Venäjän investoinneista, poliittisista suhteista ja Venäjän kiinnostuksista, englannin ja venäjän kielisistä lähteistä. Opinnäytetyö antaa laajemman kuvan Venäjän käyttäytymisestä poliittisessa ja rahallisessa mielessä. Opinnäytetyö antaa käsityksen silkkitien muodostumiseen Venäjän puolelta. Kerättyjä artikkeleita ja muita lähteitä käytettiin teoriaosuudessa kirjoitettuun tietoon.     March 8, 2018 Environment The Next Big Challenge: Greening the Belt and Road Initiative ◼ The Belt and Road (B&R) is China’s multi-billion- dollar connectivity initiative across Eurasia and Africa. It spans nearly 70 countries, accounting for a third of global GDP, and will be the backbone of Beijing’s foreign policy and SOE agendas until 2049. ◼ To date, the B&R evades classification and does not elicit unanimity. Carbon lock-in and white elephant infrastructures are as plausible as renewable revolution or climate change adaptation and resilience projects. Meanwhile, President Xi Jinping has both tied his name to the B&R and assigned to China a “role of torch-bearer in the global endeavour for ecological civilization”. ◼ In our view, to match words with action, and to make Sustainable Hub Hub Sustainable B&R projects palatable for foreign investors and enterprises, they must deliver a “triple win” result for Chinese firms, host countries and the planet. Navigating B&R complexity with a sustainable finance compass –and bridging the infrastructure gap in a 2°C consistent way– is an enthralling Green& challenge.   • The Belt and Road Initiative from a Sustainability Perspective
    THE BELT AND ROAD INITIATIVE FROM A SUSTAINABILITY PERSPECTIVE BEIJING, CHINA SEPTEMBER 2018 EXECUTIVE SUMMARY The Belt and Road Initiative (BRI) – a more than 1 trillion USD project aimed to establish new infrastructure links and strengthen trade ties between Asia, Europe and Africa – will arguably have profound implications on aspects of sustainability in its more than 70 targeted countries. Following an outline of the BRI – what it is and how it is implemented - this report firstly examines what these sustainability implications are from an environmental, social and governance perspective; and secondly, what opportunities and challenges Swedish companies face in relation to these implications. The Belt and Road is mainly seen as an initiative to strengthen ties between China and the countries along an overland (Belt) and maritime (Road) trade route. This ambition is mainly operationalized through state-owned enterprises and private companies, financing institutions, infrastructure and communications links. It is by examining practically how the BRI has progressed, that key sustainability implications can be identified. From an environmental perspective, the BRI project portfolio of rail-infrastructure projects as well as coal and hydropower plants have left many questioning whether China will export its development model, historically associated with strong growth and environmental degradation. More stringent environmental requirements on state-owned enterprises, a focus on developing green financing solutions as well as foreign involvement in the application of more stringent standards in infrastructure development has given hope for a more sustainable development model. From a social perspective, lack of communication with local communities, poor labour standards and the practice of hiring predominantly Chinese staff in senior positions has led to protests in many BRI locations.
