Documents from the Vienna Military Post consisting of situational and police reports on activities in Vienna when Austria was governed by the four powers who were the victors in World War II. Some of the reports concern criminal activities and traffic accidents. Others document the general political situation, relations with the allies, and political activities such as demonstrations and communist posters.

Records from Ft. Jackson and Ft. Monmouth illustrating intelligence gathering and reporting operations of the Army within the United States. Documents from Monmouth consist of reports on correspondence received from a variety of right-wing groups, with samples included. Records from Jackson document information received from visiting Argentinian officers on Argentina's views of the U. S., especially vis a vis the USSR, and reasons for those views, as well as data on socio-economic conditions in Argentina.

3. Counter-Intelligence Spot Reports, ca. 1955-64, 4 in.

Documents from Ft. Lewis and Ft. Gordon relating to intelligence and security activities. Records from Ft. Lewis consist mostly of correspondence on AWOL personnel with security clearances and AWOL alien personnel. However, they also include reports on a theft of ammunition; threats to a bi-racial military couple traveling in Washington; and a "Minuteman" poster on base glorifying the right-wing. Material from Ft. Gordon included no records specifically identified as spot reports. However, the files do contain 1955 trial records of alleged subversives in the military, and of former POWs in Korea accused of collaborating with the enemy. These records could be considered as a type of intelligence report. They do provide fascinating documentation of the ideological attitudes of the period.

4. Accident Report on Radiation, 1956, 1 in.

Detailed investigation from Ft. Monmouth on death of employee from alleged overexposure to radiation. File contains much data on use of film badges and on relative dangers of varying doses of radiation, and includes charts on exposure. The determination of the investigating board was that the death was not caused by radiation. The material documents scientific thought of the period on the relationship between radiation exposure and cancer.

Records from Camp Hanford consisting of correspondence and studies relating to the possible discontinuation of the Hanford Ferry. Documents show ferry usage and alternate routes and include maps of Hanford and of the area of Washington in which it is located. This material illustrates one unusual aspect of the installation.

Records created by the Seoul Military Post documenting Armed Forces Assistance to Korea projects. Under this program, the Army built a variety of needed facilities for the Korean people, such as schools and orphanages. Each file contains project completion and progress reports, correspondence, blueprints and drawings, and budget data, all illustrating a non-combat role for the Army.

Letters, memorandums, reports, and other correspondence relating to a wide variety of functions and subjects. The vast bulk of this correspondence concerns ephemeral transactions and procedures relating to the day-to-day activities of the creating unit, especially finance, personnel, training, and supply. This material is routine in nature and differs quite little from one installation to another. Despite the overwhelming banality of these records, there are certain items from most installations as well as unusual documents from specific creators that merit permanent retention. Almost all installations created historical reports ; these are generally found in 314.e7, but were sometimes filed in 319 or 0. 4. Many installations prepared site plans and maps of the installation and/or of specific segments, such as port facilities or harbor defenses; these are filed most often in 600, 601, 680, 60, and 61, but may be found elsewhere in the decimal series. Some creators filed permanent series in the decimal system; these generally consist of command reports and operating program progress reports filed in 319, and will be separated out during the screening process.

In addition to these common permanent records, there are files created by specific installations which contain archival data not found in most general correspondence:

Vienna Military Post was involved with the four-power agreement governing Vienna and Austria after World War II, and its correspondence files contain data on relations with the USSR and the Austrian population. Although the correspondence is intermixed with disposable material, it can be identified and should be retained. 30

Fort Terry was used for research and testing in biological warfare, in conjunction with Fte. Detrick Biological Laboratories. Unclassified general correspondence contains much data on buildings, animals, finance, and the site itself. The classified portion provides information on biological warfare agents, safety conditions, and logistical support. Because of the topic, all general correspondence files merit retention.

Camps Fuji and Whittington both had documents on Army relations with the local Japanese community . In file 334, Whittington has minutes of the Japanese-American Community Relations Council; file 463 from Fuji contains correspondence and maps relating to used oil from the Camp flowing into neighboring rice paddies. Both these files should be retained.

With some creators, a specific file within general correspondence defines the mission of the installation. This is the case with file 353. 4 from Ft. Claybanks which documents the use of Claybanks as a firing range. Classified records from Ft. MacArthur consist of studies and maps on the mission of Camp Williams, Utah, and its suitability for infantry training. Since NPRC has no records from Camp Williams, this material from MacArthur should be kept.

While all the above-described records merit permanent retention, there are additional files that should be retained on a temporary basis because of their legal value. These records contain information on environmental concerns, and consist of documents on sanitation, building construction and demolition, waste disposal, decontamination efforts, and related matters. They are generally found in the 600 level of general correspondence, but may be filed elsewhere. A SO-year retention should be sufficient for any possible legal needs.

The term General Correspondence is applicable not only to centralized General Administrative Files, but also to specific administrative files maintained by individual offices, This item is not applicable to those individual files which document long-range planning, organizational, and policy matters, and which have previously been scheduled for permanent retention. In addition, this item is not applicable to specific series or portions of administrative files described and provided for elsewhere in this schedule.

Letters, reports, memorandums, and other correspondence from most installations relating to the variety of intelligence functions performed by installations. The vast bulk of the material is routine and ephemeral in nature, pertaining to security clearances, investigations, inspections, classification, and lists of foreign-born military personnel. Also included, however, are more valuable documents, such as Intelligence SOP's from Fort Wayne; data on the receipt of racist and anti-Semitic literature at Ft. Chaffee, as well as correspondence on the visit of a Soviet diplomat to Arkansas; and correspondence from Camp Kobe on the handling and effects of a strike by Japanese workers. The security-classified portion of the series contains a command program for intelligence activities at Ft. Lewis, reports from Ft. Jackson on visits of Austrian and Turkish officers, what they wanted to know, and what was learned from them; and lists from Ft. Bragg of individuals considered security risks, but with no reasons given.

However, records retired by Ft. Greely all relate to training given by the Cold Weather and Mountain School, and include data on exercises, and tests of uniforms and equipment. These document the training necessary for military activities in conditions of extreme cold. 32

While the memorandums themselves are totally routine in nature, the maps they contain may be the only ones extant for a given installation. Also, classified memorandums from Killeen Base contain instructions on the assembly and shipment of atomic weaponse; these should be retained for the data they provide on the weapons and on shipping procedures.

Records from Ft. Monmouth and Ft. Security-classified records from Ft. Monmouth also list civilian personnel, with date and place of birth, position, grade, clearance, and naturalization number, if applicable. Most of these civilian employees were German scientists born in the early years of the twentieth century; it is probable that some of them worked for the German government during World War II.
