An artist’s impression of the upgraded Al Rayyan Stadium. British companies win stadium contract DOHA: British engineering company Pascall Watson has won a contract to develop and renovate Al Rayyan Stadium jointly with Ramboll and Icom, another firm from that country. Sources in the British companies said the contract includes increasing the number of seats in the stadium from 22,000 to 40,000, and installation of an advanced air-condition- ing system that will keep the temperature at 24 degrees Celsius. The seats can be removed and reinstalled in accordance with the number of spectators. The contract also includes developing the areas for training, supporters, the interna- tional media and the areas around the sta- dium. Big screens will also be installed around the stadium. The UK company has assigned a director TARNISHING for the project from Icom for design, and has assigned a design consultant from Ramboll. Al Rayyan Stadium is the second one after Al Wakra Stadium to have its design approved. Hassan Al Thawadi, general secretary and head of the Supreme Committee for FIFA 2022, said five stadiums for the World Cup will be under construction by the end of 2014. He said Qatar had taken various steps for completing work on the stadiums before time. QATAR Names of the companies that will be awarded contracts for the remaining stadi- ums will be announced in the coming days. The stadiums being developed include Al Gharafa, Al Rayyan and Khalifa stadiums. Other sport facilities are being built in Al THE ISSUE Khor, Al Shamal and Al Wakra. Referring to Mohamed Mursi, he said the elected Egyptian president remained in office for less than a year, before he was “kidnapped” and jailed. What is the role of the Arab League, OIC and the UN, he asked. “You will not succeed in your efforts,” he said, addressing those who had jailed Mursi. He said while the world condemned violence in Ukraine, thousands of Egyptians died in Raabia Square and other places, and thousands had been arrested, but no Muslim or non-Muslim state con- demned these actions. Qaradawi said he had been unable to deliver the Friday sermon for the past three weeks because he was unwell. This pleased some people, who spread rumours, he said, adding: “I am still alive, I will keep speaking the truth, and I do not mind if this does not please you.” THE PENINSULA FEBRUARY 22, 2014 ON SATURDAY 04 www.thepeninsulaqatar.com Home

It surprised many, In Congress, one of the most vocal THE GUARDIAN out unions, have lost the power to realize the rewards from their work? In his Wall Street Journal column on Wednesday, the Brookings Institution’s William Galston proposed linking corporations’ tax rates to their compensation strategies: Firms that reward workers for productivity gains would be taxed at lower rates than firms that do not. Galston is not a man of the left. But his proposal is one that should unite and galvanize Democrats, both centrist and liberal. Democrats have long said that theirs is the party that promotes broadly shared prosperity. Strengthening unions has been one of their primary tools in realizing that goal and should remain so. But they also need to find other ways to link productivity increases to Americans’ incomes, and using the tax code is a good way to do it. Let me suggest a few ways that could happen. The Securities and Exchange Commission is expected to soon issue an order, mandated by the Dodd-Frank financial reform act, requiring every corporation to publish annually the ratio between its CEO’s com- pensation and the median pay of its employees. Once that median pay is public knowledge, Congress could create a lower tax rate for companies that increase their median wage in line with the annual increase in the nation’s productivity. To be sure, companies could game that system by reducing workers’ wages — thereby reducing the median — and then giving workers that productiv- ity increase to qualify for the tax break without actually raising wages. To offset this, Congress could also cut taxes on companies with a low ratio between CEO pay and median pay — something that could persuade CEOs not to cut their workers’ wages. For years, discussions about rising inequality and reforming corporate taxes may as well have been taking place on separate planets. But combating inequality must become the primary goal of corporate tax reform. Raising the minimum wage would help millions of underpaid workers. Remedying the systematic under- payment of the great majority of Americans whose pay is both higher than the minimum but nonetheless stagnant, however, could best be done — and in the absence of union power perhaps can only be done — through rewarding corporations that link increased productivity to wages and taxing more heavily those that don’t.
