The first floor leaders were formally designated in 1920 (Democrats) and 1925 (Republicans). The Senate Republican and Democratic floor leaders are elected by the members of their party in the Senate at the beginning of each Congress. Depending on which party is in power, one serves as majority leader and the other as minority leader. The leaders serve as spokespersons for their parties' positions on issues. The majority leader schedules the daily legislative program and fashions the unanimous consent agreements that govern the time for debate. The majority leader has the right to be called upon first if several senators are seeking recognition by the presiding officer, which enables him to offer motions or amendments before any other senator. Majority and Minority Leaders Elected at the beginning of each Congress by members of their respective party conferences to represent them on the Senate floor, the majority and minority leaders serve as spokesmen for their parties' positions on the issues. The majority leader has also come to speak for the Senate as an institution. Working with the committee chairs and ranking members, the majority leader schedules business on the floor by calling bills from the calendar and keeps members of his party advised about the daily legislative program.

    Women Postmasters Women served as Postmasters in the United States more than a century before they won the right to vote. Over the course of the 1800s, the number of women Postmasters increased from fewer than a dozen to more than 6,000. By the end of the twentieth century, more than half of all Postmasters were women. Although sometimes popularly called "postmistresses," their official title has always been "Postmaster." Women Postmasters in the Colonies Several women ran Post Offices under the British postal system in North America. In Salem, Massachusetts, the Post Office was reportedly kept by two women, Lydia Hill and Molly Gill.1 Hill reportedly served as Postmaster for many years before her death in 1768.2 Sarah Goddard was no stranger to postal business — her late husband, Giles Goddard, had been the Postmaster of New London, Connecticut. In 1764, Sarah joined her son William in Providence, Rhode Island, where he ran a newspaper and print shop and served as Postmaster. Shortly thereafter, William left Providence to pursue business ventures in New York and Philadelphia, leaving the Providence Post Office and print shop in the care of Sarah.3 In 1773, William Goddard moved to Baltimore, Maryland, where he started another newspaper and printing business. A few months later, he was joined by his sister Mary Katherine, “a skilled printer in her own right.”4 While William travelled, she ran the day-to-day business of the print shop, which by 1775 had become Baltimore’s Post Office, with Mary Katherine serving as Postmaster. First Women Postmasters in the United States Mary Katherine Goddard was the only known woman Postmaster when Benjamin Franklin was named the first American Postmaster General in July 1775, making her the first known woman Postmaster in the United Colonies, predecessor of the United States.

    CLEAN MY LAND: AMERICAN INDIANS, TRIBAL SOVEREIGNTY, AND THE ENVIRONMENTAL PROTECTION AGENCY by RAYMOND ANTHONY NOLAN B.A., University of Redlands, 1998 M.A., St. Mary’s College of California, 2001 M.A., Fort Hays State University, 2007 AN ABSTRACT OF A DISSERTATION submitted in partial fulfillment of the requirements for the degree DOCTOR OF PHILOSOPHY Department of History College of Arts and Sciences KANSAS STATE UNIVERSITY Manhattan, Kansas 2015 Abstract This dissertation is a case study of the Isleta Pueblos of central New Mexico, the Quapaw tribe of northeast Oklahoma, and the Osage Nation of northcentral Oklahoma, and their relationship with the federal government, and specifically the Environmental Protection Agency. As one of the youngest federal agencies, operating during the Self-Determination Era, it seems the EPA would be open to new approaches in federal Indian policy. In reality, the EPA has not reacted much differently than any other historical agency of the federal government. The EPA has rarely recognized the ability of Indians to take care of their own environmental problems. The EPA’s unwillingness to recognize tribal sovereignty was no where clearer than in 2005, when Republican Senator James Inhof of Oklahoma added a rider to his transportation bill that made it illegal in Oklahoma for tribes to gain primary control over their environmental protection programs without first negotiating with, and gaining permission of, the state government of Oklahoma. The rider was an erosion of the federal trust relationship with American Indian tribes (as tribes do not need to heed state laws over federal laws) and an attack on native ability to judge tribal affairs.

ABSTRACT It is a well-known fact of history that ever since the assassination of capital Uthman in 656 A.D. the Political importance of Central Arabia, the cradle of Islam , including its two holiest cities Mecca and Medina, paled into in insignificance. The fourth Rashidi Calif 'Ali bin Abi Talib had already left Medina and made Kufa in Iraq his new capital not only because it was the main base of his power, but also because the weight of the far-flung expanding Islamic Empire had shifted its centre of gravity to the north. From that time onwards even Mecca and Medina came into the news only once annually on the occasion of the Haj. It was for similar reasons that the 'Umayyads 661-750 A.D. ruled form Damascus in Syria, while the Abbasids (750- 1258 A.D ) made Baghdad in Iraq their capital. However , after a long gap of inertia, Central Arabia again came into the limelight of the Muslim world with the rise of the Wahhabi movement launched jointly by the religious reformer Muhammad ibn Abd al Wahhab and his ally Muhammad bin saud, a chieftain of the town of Dar'iyah situated between *Uyayana and Riyadh in the fertile Wadi Hanifa. There can be no denying the fact that the early rulers of the Saudi family succeeded in bringing about political stability in strife-torn Central Arabia by fusing together the numerous war-like Bedouin tribes and the settled communities into a political entity under the banner of standard, Unitarian Islam as revived and preached by Muhammad ibn Abd al-Wahhab.
