Indicative Outline of Environmental and Social Analysis (ESA) for Moderate Risk Sub-Projects ........................................................................................................... 35 3 EXECUTIVE SUMMARY The following document presents the Environmental and Social Management Framework (ESMF) for the REDD+ Results Based Payment (RBP) Project proposed by the government of Colombia to the Green Climate Fund (GCF). The project will be implemented by the Food and Agriculture Organization of the United Nations (FAO) in close collaboration and coordination with the Ministry of Environment and Sustainable Development. The Project aims to support the implementation of the National REDD+ Strategy, contained in the integrated national strategy for deforestation control and forest management (EICDGB acronym is Spanish. The Project is aligned with National Policy for Climate Change, as well as the National Development Plan of 2018-2002. Activities proposed under this project will contribute to the commitments pledged by the government such as the United Nations Framework Convention on Climate Change (UNFCCC), Convention on Biological Diversity (CBD), and plays a fundamental role in achieving goals established by the country’s Nationally Determined Contributions (NDC). The project considers articulation with pillars, objectives and goals of the Amazon Vision Program, an initiative of the national Government for deforestation emissions reduction in the Colombian Amazon, via the implementation of a sustainable development model in the region.
