Strategic Urban Development Plan

Under the guidance of Region Government, Strategic Urban Development Plan is carried out by Yangon City Development Committee in cooperation with JICA (Japan International Cooperation Agency), KOICA (Korea International Cooperation Agency), and AFD (Agency for French Development). DFID (Department For International Development) is also conducting assessments for the development of industrial zones.

Target Area of the Plan

The planning area is the whole (10, 170 km2)including Greater Yangon (1500 km2). Target year of the plan is the year 2040 when the development visions are set.

Strategic plans are set as follows:

 Short-term (From 2016 to 2020) 5-year plan  Middle-term (From 2016 to 2025) 10-year plan  Long-term (From 2016 to 2035) 20-year plan The following will be considered in SUDP Strategic Urban Development Plan of Greater Yangon:

(1) Development Visions To become Yangon city an international trade center. Inclusion of international ports (sea and river), inland water transport, business platfroms, SEZs and industrial development To become a capital of knowledge, comfort. To include Research and Development (R&D), heritage, culture and history, living environment and green garden cities To become an infrastructure capital. To include efficient public transport, infrastructure development, public security and safety, social services and health care

To become a capital of good governance. To include law enforcement, social prosperity, budget and taxing, active participation and capacity building

(2) Urban Structure 1. Cohesion – To restrict urban expansion inside outer ring road 2. Decentralization – Distributing business hubs from inside of outside of city 3. Three development axes – To upgrade three roads and railways (Lower Mingalardon Road, Yangon-Mandalay Highway Road and railways) 4. Three new cities – To make large-scale development to city suburbs like KyeeMyinDaing, East Dagon and Dala, to connect with public transport such as MRT (Mass Rapid Transport), BRT (Bus Rapid Transport), to research lower plains, flood potential and estimate costs for flood potential in choosing suitable land 5. Renovation of CBD (Central Business District) – Renovating platforms and traditions related to ecosystem 6. Transportation – To implement easy and smooth transport networks ( Upgrading public transport in rail, bus, water ways)

(3) City Development To include sub-centers, new cities, railway stations and industrial zones

Sub-center development - To implement 50-acres area of Mindamma secondary Central Business District (Secondary CBD) at Mayangone township into trade centers, banks, and administration as a short-term plan - To implement 150-acres area Mindamma Secondary CBD at into trade centers, banks, administration as a middle-term plan - To implement 200-acres area of Yankin sub-center into trade businesses, commercial businesses, tourism and other businesses as a short-term plan - To implement 100-acres area of Thilawa SEZ Sub-center at township as a short- term plan, 200-acres area of Thilawa SEZ at into R&D, freight transport, IT software as long-term plan - To implement 100-acres area of new Dagon sub-center at North Dagon into hotels, sports and Recreation, R&D as middle-term plan - To implement 100-acres area of Dagon Seikkan sub-center at South Dagon into recreation, local ports, and commercial businesses as middle-term plan

Central District development

- To undertake 125-acres area of new KyeeMyinDaing plan at Twantay township as short- term plan, 125-acres area of new KyeeMyinDaing plan at KyeeMyinDaing township into an independent city, education capital with underground train, electric train and highway road as middle-term plan - To undertake 250-acres area of new Dagon plan at new Dagon (East) into an independent city, research capital, R&D as middle-term plan

- To undertake 125-acres area of new Dala plan at Dala into a capital connected with Central Business District as middle-term plan

Railway station development

- To undertake 38-acres area of Yangon railway station at MingalarTaungNyunt township into national railway station, CBD entrance as middle-term plan - To undertake 13-acres area of KyeeMyinDaing station at KyeeMyinDaing township into trading and commercial hubs as middle-term plan - To undertake 100-acres area of Mahlwakone station at MingalrTaungNyunt township into a stop station for inner circular trains as middle-term plan - To undertake 50-acres area of Insein station at Insein township into transit station as short- term plan - To undertake 25-acres area of Yaykuu station at Mayankone township into transit station as short-term plan - To undertake 125-acres area of Mingalardone station at Mingalardone township into stop station for inner circular trains as middle-term plan - To undertake 25-acres area of Danyinkone station at Insein township into stop station for inner circular trains as middle-term plan

Industry and Trade Development

- Short-term and middle-term plans for currently running industrial zones wide 12600-acres area where 315000 laborers are working - Short-term, middle-term and long-term plans for Thilawa Special Economic Zones wide 5900- acres area where 210000 laborers are working - Long-term plans for three new industrial zones (East Dagon, Twantay, and ) wide 2200- acres area where 76000 laborers are working

(4) Central Business Development (CBD Development) (1) Systematic and efficient transportation - Implementation of multi-transportation networks, Commencing safe, fast, and convenient bus and train systems, Rules and regulations for street car parking and charging (2) Balancing infrastructure development in correspondent with urban characteristics - Defining according to land division zones, Renovating old buildings (3) Heritage conservation and Creating beautiful liveable city - Systematic conservation and turning ancient buildings and surrounding areas, empty buildings, and abandoned buildings into use (4) Tourism and Urban facilities - Beautification of river bank and Creating sidewalks and spacefor pedestrians (a) Yangon Railway Station - To become world-class gateway to Yangon

(b) Sule pagoda and City Hall surrounding Creating new city hall square, Reducing traffic vehicles on the east side of Sule pagoda, Constructing crossovers, and Resettling stalls (c) Bank Road Being currently used road where ancient heritage buildings are concentrated, and being a route from jetty to Sule Pagoda, altering into 5-star hotel

(d) Bank road and river front

- Pedestrians to connect a new link to Sule pagoda, multi-purpose use for celebrations, renovating Strand road for easy access to river bank, to create renovations for important buildings on Strand road to turn it into a world-famous road, reducing traffic and giving more space to pedestrians, allowing recreation, creation for easy access to CBD

(5) Housing Development

 It is expected that the population will rise to 10.8 million in 2040. To build housing for low- income citizens with reasonable prices  Creation of sufficient low-budget housing and housing management sectors, setting rules and regulations will be executed as housing units of 1.3 million will be need for Greater Yangon in 2040. Therefore, according to 5-year plan Department of Urban Housing Department (DUHD), to support housing units of 1 million for the whole country until the end of 2030-2031 fiscal year  The number of housing units in 5yrs Housing M/P & SUDP from 2015 to 2020

(6) Urban Renovation

Public land renovation - To carry out continuous renovation by utilizing land owned by MOC (Ministry of Construction) (Pyindawthit, U Wisara, and Wailuwon) - To carry out 2.1 hectare area of Pyidawthit Housing as short-term plan, 7.8 hectare area of U Wisara Housing as middle-term plan, 3.2 hectare area of Wailuwon Housing as middle- term plan (7) Infrastructure Development

(1) Water Supply

- There are currently five water resources such as Gyoephyu, Phoogyi, Ngamoeyeik, and underground pumps that can distribute 193 (MGD) Million Gallon of water Per Day. To upgrade water resources from Lagunpyin reservoir (40 MGD), Kokkowa river ( 120 MGD), Toe river (60 MGD), and Pan Hlaing river (60 MGD) as it is estimated that 610

Million Gallon of water Per Day will be needed in 2040 due to higher water demand year after year. - To improve water transmission and distribution pipe lines for supplying water to 73 % of total population of Greater Yangon - Capacity building for better management and to reduce non-revenue water ratio to 15 % in 2040 - To comply with World Health Organization (WHO) guidelines and to improve water quality control

(2) Sanitation and Sewerage

- To upgrade sewerage collection system which can cover only 59 % of total population - To undertake improvement of sewerage system in new Kyeemyindaing, new Dagon (East) and new Dala

(3) Drainage and Flood

- To prepare disaster prevention and to access forecasting data of flood risks - Structural measures for flood prevention in first prioritized CBD and to develop outskirts and lowland areas as sub-centers within Greater Yangon - To create shelter areas for public in flood occurring places

(4) Trash

- To manage suitable control of industrial wastes and harmful wastes - To restrict future waste disposal - To promote 3 Rs (Reduce, Reuse, Recycle) - Participation of citizens, organizations and government

(5) Electricity

- To upgrade 33 KV- 66 KV power stations - To develop power stations to increase electricity production according to Strategic Plan - Building capacity in drawing plan, electricity distribution, operation and maintenance

(6) Information and Communication Technology

- The emergence of stable high-speed communication network - Building capacity in internet based technology - Improving international communication service (7) Disaster Risk Management

- To be aware of natural disaster risks and to increase control measurements - To invest in disaster resilience - To enhance natural disaster prevention for reconstructing better buildings and effective response

- To establish a monitoring system for building codes and standards - To organize a building quality uplifting association - To build earthquake-resistant city - To conduct assessments and to promote seismic retrofitting in existing and future buildings - To enact building codes and standards related law - To strengthen law enforcement on fire protection rules and regulations - To improve roadsurrounding in densely populated areas for firefighting and to reduce mega fire - To increase fire stations in sparsely populated areas new cities and to include fire protection measures in townships - To enact and implement fire safety law (8) Prioritized plans

There are 41 prioritized plans starting in 2020 to implement urban structure and to reach future visions stated in Strategic Urban Development Plan.

Major plans will be drawn, reviewed and modified during five-year period. In urban development management sector, 25 plans are proposed including (1) Prioritized areas development (2) CBD renovation (3) Capacity building 16 plans which include improvement of existing infrastructure and actin plan on disaster risk reduction are proposed in infrastructure development sector.

Include private sector in maintaining long-term stable financial path to improve the source of tax, urging private sector to participate in investment of international project for urban development, balancing current tax and expanses, corresponding wheel tax, parking fee, cleaning service tax and water usage fee, raising low budget and medium budget housing, Increasingly finance support Construction and Housing Development Bank(CHDB), Collection of urban development tax and basic property revenue based on land price basic financial support, operating private sector revenue with foreign investments, Basic Financial support for land price.

10. Capacity development

 To perform prior to development of public transportation and managing, designing, sub centers and new city.

 To increase urban development in operating Central Economic Zone (CBD) Development.

 To increase investment by reducing the finance of upgrading the construction reference and completed construction reference.

 To increase redevelopment and negotiation of Yangon and national land market and division and state schedule.

Yangon Urban Transport Development Plan

Objectives

To create safe and convenient public transportation connected to Yangon and to intend for developing long-term concrete transportation.

Basic Strategy

 To make standard public transportation.

Modification of rules and regulation for safety and knowledge of land transportation, tasks of giving motivation about safety for public society and students by making education program, management of car parking, generating public car parking spaces, control of transportation, raising the coverage of regulation about bus stop and taxi stand, managing the requirement of transportation, specifying the time schedule of school time and office time, raising the charges fee (more car parking spots fee, fuel price, and tax), maintaining the vehicles that come into area of CBD.

In 2016 May, Government from Yangon Region and AFD(The French Agency For Development) agree to perform together river transport, maintenance of riverbanks, Development of urban areas which is alongside of river, maintenance of heritage.

Started from 2016 May, Workshops were done and in 2017 February and March, the decision of parliament was made and from 2017 to 2021 TWHUP will be done by Yangon Region Government. Under the Yangon Region Government PMU team is performed.

Objective

Intended to combine the networks of urban transport, to upgrade citizen’s needs and to be ease in transportation with Yangon and urban areas alongside of riverbank.
