OCHA Situation Report No UNITED NATIONS OFFICE FOR THE COORDINATION OF HUMANITARIAN AFFAIRS Myanmar Cyclone Nargis Yangon Hub Update No. 7 12 February 2009 (Reporting period 28 January- 11 February 2009) OVERVIEW AND KEY DEVELOPMENTS • Taiwan Tzu-chi Buddhist Group will build 390 houses at San Pya Ward, Kungyangon Township. Asia World and Kyaw Thar Construction Company have been contracted to undertake the project. • Some informally settled families (about 80) at Let Khote Kone on the outskirts of Kungyangon are requesting support in the form of latrines and other basic assistance. Durable solutions for the long-term future of these families are currently being discussed by humanitarian partners. • The authorities in Mee Pya Village of Kyaut Tan Township are advising 172 households, currently residing on the seaside of planned embankments, to move to a designated area inside the embankments. • On 7 February 2009 at Kungyangon, the Ministry of Health, Department of Traditional Medicine and the Nippon Foundation, Japan, distributed 500 Traditional Medicine Boxes to 500 villages in 13 townships of Yangon Division. The Deputy Minister of Energy, Brigade General Than Htay and the Chairman of Nippon Foundation, Mr. Yohei Sasakawa, attended the ceremony. • On 10 February 2009, a ceremony was held to open 29 low cost latrines donated by Myittar Foundation for cyclone affected people of Myo Thit Road 6, Kungyangon. The Managing Director of the Ministry of Energy and the Chairman of the Township Peace and Development Council (TPDC) attended. • The second National Immunization Day was held on 10 February 2009 in all townships and oral vaccine on polio was also given to children. The success rate was around 100%. • A review workshop on WASH 'To Find Ways and Means to Help Those Who Need Water' was held on 2009 January 29 at Summit Parkview Hotel, Yangon by Myanmar NGO Network (MNN). SECTORAL UPDATES AGRICULTURE and LIVELIHOOD • An FAO delegation visited Dedaye on 28 January, 2009 and inspected the agricultural and livelihood program undertaken by their partners in that area. • In Kungyangon, Save the Children's (SCF) livelihood activities will be completed by the end of January. • Mingalar Myanmar has distributed 10 fishing boats and planted 22,000 mangrove seedlings in 10 villages in Dedaye. • CARE Myanmar plans to provide Fertilizer Treatment Training and Seed Multiplication training in Dedaye. • CESVI will distribute 800 piglets (100 every week) beginning in February 2009 to women-headed households in Dedaye. They have also distributed fertilizers in 16 villages and plans to distribute farm tools. • Oxfam distributed traps for catching crabs and will finance home shops for income generation. They are also undertaking Cash for Work (CFW) programs in Chaung Gyi and Kyi Su Villages. Summer paddy seeds were distributed to 2000 households and 1750 gallons of diesel were also distributed. • Myanmar Red Cross Society (MRCS) is implementing CFW in Kyone Paw Village, Dedaye. CHILD PROTECTION • The National Young Christian Women Association (NYCWA) is carrying out Community Based Child Protection activities in Kungyangon. • SCF will upgrade 6 Child Friendly Spaces (CFS) to Early Childhood Care and Development Centre (ECCD) status before the end of March 2009. They will monitor and assist the teaching activities at the ECCD. They will also provide file shelves and tables as well as support the payment of salaries for the teachers. EARLY RECOVERY • In Kungyangon, Aide Medicale Internationale (AMI) undertook a village tract assessment for early recovery in Mankhaleit and Dayelu Villages. • A 7000 feet long embankment will be constructed right round in Than Tae Village, Kyauktan Township. The Department of Agriculture and Irrigation will provide the water gate. • Ananda Marga Universal Relief Team (AMURT) will finish constructing 300 fabricated houses in Dedaye by the end of January and is also constructing 4 ECCD in Dedaye. • Oxfam is constructing 3 schools in Nyaung Lan, Kayin Ni Su and Leik Kyun Villages in Dedaye. • SCF will build 5 nursery schools and renovate 5 primary schools including playground in Dedaye. SCF also provided temporary learning centres in Dedaye. • A primary school building in Ah Nauk Paing Ward, Kyauk Tan Township was destroyed during Nargis and the reconstruction is being undertaken by the community on their own initiative. Bricks, cement and sand are required. Any organization able to assist this community can contact the OCHA Yangon Hub Office for further details. HEALTH • In Kungyangon, Relief International is constructing 5 sub-centres in Kant Ma Lar, Kan Yar Shey, Ka Nyin Kone, Taw Lan and Pi La Khat Villages. Its mobile team is continuing providing general medical care in Let Khote Kone area. • In Kungyangon, SCF will build sub-centres in Taw Kha Yan (East), Taw Kha Yan (West), Taw Ku (East), Tha Pyu San Villages. In Ku Lar Pi La Khat Village, SCF will hold health discussion sessions from 23 to 27 January 2009. Awareness-raising on reproductive health will be provided for villages with high populations. Environmental sanitation activities are also being undertaken and the Community Therapeutic Care (CTC) program will start at the end of March. • Myanmar Red Cross Society (MRCS) will be giving Psychosocial Support (PSS) multiplier training in Ti Par and toy distribution in Let Khote Kone Villages. • Marie Stopes International (MSI) is providing general medical care, reproductive health care and psychosocial support services through its fixed clinic and mobile teams. • UNFPA is working with Relief International (RI) to sensitize local residents on reproductive health and women protection issues, provision of Minimal Initial Service Package (MISP) for ante-natal (AN) care, birth spacing and HIV/AIDS related issues. UNFPA will also be working with Mercy Malaysia to renovate obstetric and gynaecology wards, hospitals, theatres and labour rooms. • Mercy Malaysia is currently constructing one Rural Health Centre (RHC) and 4 sub-RHC in Dedaye. More are planned. • Oxfam has provided a hygiene promotion training to Dedaye High School No.2. WASH • Aide Médicale Internationale (AMI) is opening offices in both Kawhmu and Kungyangon to implement WASH activities. These include building 2000 bamboo latrines, treatment of water that had high iron content (by filtering) and provision of related training. • Mee Pya Village, Kyauktan: SCF will provide 30 latrines to 172 households who are facing relocation. • SCF has constructed latrines in 11 villages, fenced 4 ponds and plans to provide rain water harvesting tanks in 3 schools. SCF plans to undertake water quality testing every two months and will share the results with partners. In Kungyangon, SCF has completed renovation of 12 ponds, fenced 3 ponds and constructed 742 latrines. They are currently undertaking a WASH assessment for implementation beyond March 2009. • In Kungyangon, MRCS is doing hygiene promotion, community initiative activities and providing mobile health teams. They have constructed 2 timber jetties and provided fencing in Int Hin Kone and Ka Nyin Pin Villages. 17 latrines for Int Hin Kone and 14 for Let Khote Kone Villages will be built. Provision of latrine pans and pipes will follow after the sample latrine construction. Three shallow tube wells have also been provided in 3 villages in Dedaye. MRCS has renovated ponds in Kyone Dat Village and constructed fibre tanks in primary schools of east of Dedaye. • Oxfam is rehabilitating ponds and distributing water filter machines to 11 villages in Dedaye. It has distributed water filter pots to households with under 5 children in 3 villages. 2 • Community Development Association (CDA) has selected 20 villages for pond rehabilitation in Dedaye. It plans to excavate deep tube wells to supply safe water for the coming dry season. • Mingalar Myanmar managed to get fresh water by deep-digging in Nauuk Pyan Toe, Dedaye. • CARE has excavated four 170-feet-deep wells in Dedaye. CROSS-CUTTING • The UN is promoting knowledge of HIV/AIDS in its workforce by initiating HIV/AIDS Awareness workshops throughout the first quarter of 2009. An introductory and a refresher course are provided. • Inter-faith Youth Coalition Association (IYCA) has completed focus group discussions on HIV/AIDS among youth and religious leaders. HIV health education was also provided. • Help Age International will build, repair and renovate permanent shelters for the elderly. It is providing general medical services as well to the old people. • HelpAge International (HAI) is responding to the needs of the elderly in Dedaye Townships by providing cash grant for shelter repairs to 832 households with elderly persons in Dedaye. The homecare programme for older people in Dedaye has reached 60 older people. More than 5,000 people have been reached by HAI health teams in 27 villages of Dedaye. DISASTER RISK REDUCTION (DRR) • Mercy Malaysia will work with Mingalar Myanmar to undertake Disaster Risk Reduction Management activities. • Mingalar Myanmar is also providing Community Based Disaster Risk Management trainings.     Post-Nargis Periodic Review I i FOREWORD On 2 May 2008, Cyclone Nargis struck the coast of Myanmar. Over two days, the Cyclone moved across the Ayeyarwady Delta and southern Yangon Division resulting in a tragic loss of life and widespread destruction. This disaster affected Townships with a total population of more than seven million. Many of the people affected suffered devastating losses of family members, homes and livelihoods. This report presents a snapshot of the situation on the ground half a year after Cyclone Nargis with a focus on the current needs of the Cyclone-affected population. In September 2008, the Tripartite Core Group, which brings together the Association of Southeast Asian Nations (ASEAN), the Government of the Union of Myanmar and the United Nations undertook to conduct a series of reviews of the situation of the Cyclone-affected population over 12 months. The humanitarian relief and early recovery support to the affected population continues to help people overcome the devastation caused by Cyclone Nargis, with extensive efforts by the Government of the Union of Myanmar, local communities, non-governmental organisations, the United Nations and private individuals. The Periodic Review process seeks to generate data that will be a useful tool for monitoring the ongoing relief efforts, identify the needs of the affected population and facilitate strategic decision making to continue support for the affected population. The findings of the first Periodic Review are contained in this report. It was produced from the analysis of comprehensive and credible needs assessments conducted between 29 October and 19 November 2008 in the Ayeyarwady and Yangon Divisions.
