WELCOME TO THE NEW GOVERNOR The Speaker: Your Excellency, this morning I rise to extend to you a sincere welcome as the new presiding officer of Tynwald. To the uninformed a welcome from one who later in the same sitting will, with equal sincerity, seek to change the pattern of appointment may appear strange, but the apparent contradiction may be related to the inherent democratic pattern of our operation as determined by Standing Orders, which may be defined as a series of instructions remaining in force until countermanded or repealed and it is these Standing Orders which require Your Excellency to preside over this ancient Court.
