Department of Transport Highway Refurbishment Schemes 2019/20 April 2019 Issue 1 1 Proposed Projects – Capital Road Name: East Quay Location: Peel Budget estimate: £2,275,000 This project consists of reconstruction of the full width of the carriageway and footways, from the junction of Shore Road/Victoria Road on Peel Promenade, along East Quay through to Peel harbour bridge. It will also include Station Place and the pedestrianised area fronting the House of Mannanan. There is also a requirement to construct a flood prevention wall along a short section of the quayside in the vicinity of the House of Mannanan. On-street parking is to be retained, but there will be less spaces than present so as to enable footway widths to be increased to enhance the pedestrian environment. The aim is to create a better sense of place whilst recognising that this is still a working harbour and will include high class materials on the landward footway. Manx Utilities are intending to install a large diameter pumping main, and a return flow main along the length of the East Quay. These pipes will be laid in advance of the highway reconstruction scheme which will follow on immediately after the completion of the pipe laying. The finished scheme will provide a carriageway and footways with a design life of 40 years which are capable of meeting traffic requirements throughout their proposed life span. Proposed Projects – Strategic Maintenance Road Name: May Hill/Queens Pier Road Location: Ramsey Budget estimate: £165,000 This project consists of the resurfacing May Hill between Coronation Park and Lheaney Road. The road surface has been highlighted as presenting an issue due to rutting and surface deterioration on the racing line by ACU. The section of road also has been highlighted as having a poor ride quality for general traffic. The finished scheme will provide a road with a design life of 15 years and which is capable of meeting traffic requirements throughout its proposed life span. Road Name: A5 Douglas Road Location: Ballasalla Budget estimate: £300,000 This project consists of the resurfacing the roundabout at the airport entrance and the section of road between the airport entry and exit roundabouts. The roundabout has been suffering from a lack of skid resistance causing low speed accidents. Over the last two years cost effective remedial measures including surface dressing and retexturing have been used to improve the skid resistance, but these have not be wholly successful. There are also concerns that the surface profile of the roundabout is a contributory factor to the accidents. The road is suffering from poor ride quality and the northbound lane has a failed service trench causing a depression in the carriageway. The scheme will plane and overlay the existing carriageway surface to remove and replace 50mm of surface course. The failed trench will be excavated and re-compacted before the road is resurfaced. The finished scheme will provide a road with a design life of 15 years and which is capable of meeting traffic requirements throughout its proposed life span. Please refer to the Highway and Structures 0-2 Year Rolling Programme for the proposed start and completion dates. 3 Road Name: Kirk Michael Village Improvements Location: Kirk Michael Budget estimate: £250,000 This project consists of the minor improvements to increase safety through the village and reduce traffic speeds. The scheme will include new gateway features at the village extremes and introduction of a 40mph buffer zone to assist with speed reduction on the approach to the village. The scheme will also improve the junction at Douglas Road Corner and Peel Coast Road which will help with speed reduction. Where possible the pavements in the village will be widened to improve the sense of place and public safety. Improved road lining and signing will be included to further improve safety. Road Name: Beach Road Location: Port St Mary Budget estimate: £275,000 This project consists of the resurfacing of Beach Road from its junction with Station Road to Gansey Mill, a distance of approximately 780m. The road has been assessed as having poor ride quality and low residual life. The finished scheme will provide a road with a design life of 15 years and which is capable of meeting traffic requirements throughout its proposed life span. Overlaying the road will improve the surface and ride quality. The work will be carried out under localised traffic management and a road closure. Road Name: Stephenson’s Way Location: Braddan Budget estimate: £250,000 This Project consists of the overlaying a section of road suffering from surface course failure. The work will involve a deep plane and inlay to address the failed sections. Overlaying this section of road will address the issues with the carriageway and will provide a smoother road surface giving improved ride quality and will greatly improve road safety on this strategic route. Please refer to the Highway and Structures 0-2 Year Rolling Programme for the proposed start and completion dates. 4 Road Name: Tromode Road Location: Douglas Budget estimate: £500,000 This Project consists of overlaying a section of road suffering from surface course failure leading to potholes and uneven surface. The road also suffers from a pinch point over approximately a distance of approximately 175m where the road width narrows to just over 5m making it difficult for vehicles to pass each other. This scheme will include the widening of this section of road including provision of associated retaining walls and service alterations. The full length of the road approximately 950m, from Bray Hill to Johnny Watterson’s Lane will be resurfaced. Local drainage problems will also be addressed to reduce the instances of flooding known to occur on this road. Overlaying this section of road will address these issues with the carriageway and will provide a smoother road surface giving improved ride quality. Road Name: Curraghs Road Location: Douglas Budget estimate: £500,000 This Project consists of overlaying a section of road suffering from surface course failure leading to potholes and uneven surface. The road also suffers from a pinch point over approximately a distance of approximately 175m where the road width narrows to just over 5m making it difficult for vehicles to pass each other. Localised deep plane out of the degraded areas will be carried out before a final overlay of new wearing course is applied. Overlaying this section of road will address these issues with the carriageway and will provide a smoother road surface giving improved ride quality. The new surface will act to seal and protect the sub grade preventing more widespread failure, and reducing extensive maintenance patching in future years Please refer to the Highway and Structures 0-2 Year Rolling Programme for the proposed start and completion dates. Road Name: Hailwood Avenue Location: Douglas Budget estimate: £190,000 This Project consists of overlaying a section of road suffering from surface course failure leading to potholes and uneven surface which is a particular issue in this residential area. Overlaying this section of road will address these issues with the carriageway and will provide a smoother road surface giving improved ride quality. Work will be carried out under day time road closures. Please refer to the Highway and Structures 0-2 Year Rolling Programme for the proposed start and completion dates. Road Name: Victoria Road Location: Castletown Budget estimate: £98,000 This Project consists of the overlaying the road between Alexandra Bridge and Douglas Road. Localised sections of the road will be reconstructed to address failures in the road substructure which are resulting in failed surfacing and depressions in the surface. Overlaying this section of road will address these issues with the carriageway and will provide a smoother road surface giving improved ride quality. Work is envisioned to be carried under traffic management. Please refer to the Highway and Structures 0-2 Year Rolling Programme for the proposed start and completion dates. 6 Road Name: St Judes Road Location: Sulby Budget estimate: £25,000 This Project consists of the overlaying St Judes Road from Sulby Bridge to its junction with Jurby Road The section of road is suffering from failure of the centre joint and a number of surface defects.

To the uninformed a welcome from one who later in the same sitting will, with equal sincerity, seek to change the pattern of appointment may appear strange, but the apparent contradiction may be related to the inherent democratic pattern of our operation as determined by Standing Orders, which may be defined as a series of instructions remaining in force until countermanded or repealed and it is these Standing Orders which require Your Excellency to preside over this ancient Court.

    ISLE OF MAN LICENSING FORUM CODES AND GUIDANCE MANUAL Isle of Man Licensing Forum - Codes and Guidance Manual - August 2019 Version 2 Page 1 of 95 ISLE OF MAN LICENSING FORUM CODES AND GUIDANCE MANUAL PREFACE The Isle of Man Licensing Forum was established in February 2005 to assess the legislation under which the industry, the Licensing Court and the Police operate and any associated problems. The aim is to ensure the industry has a suitable environment in which to operate, whilst providing that the regulation of the industry by the Police, and the issuing of licences by the Courts is effective. The forum has proved highly successful and has brought Government, the industry and the Police together to address alcohol related problems forging a lasting and valuable relationship. This booklet has been developed for the assistance of all licence holders in the Isle of Man, to keep all the current codes and guidance notes in one easy reference guide. It is not intended to be an authority in each matter, nor are the individual codes or guidance in this booklet intended as an authoritative statement of the law. Reference should be made to the current legislation on Licensing in the Isle of Man, and specific legal advice should always be taken in each case. The Codes and Guidance in this booklet are endorsed by the Licensing Forum and the Isle of Man Constabulary, and are considered to be good practice in running your licensed premises. The Licensing Court may also require that you undertake to implement one or more of these codes or guidelines and/or place upon your licence a condition that you do so.
