Public Relations, Political Communications and National News Production in Britain 1979-1999 PUBLIC RELATIONS, POLITICAL COMMUNICATIONS AND NATIONAL NEWS PRODUCTION IN BRITAIN 1979-1999 Submifted by AERON DAVIS in falfilment of the requirements of the PhD GOLDSMITHS COLLEGE UNIVERSITY OF LONDON -i u CEONLY ABSTRACT its influence This study looks at the recent rise of the public relations profession and on national news production in Britain. Simply put, has public relations undermined kinds the notion of the fourth estatemedia in Britain and has it advantagedcertain of news source over others? The thesis breaks down into three parts. The first part documentsthe rise of public relations in Britain, its profile, and distribution amongst a range of institutions and organisations. The developing public relations and media industries are compared and the literature, on the relations between 'news sources', PR practitioners and journalists, is critically evaluated. The second part focuses on corporate public relations generally and, more specifically, on financial and City PR. Industry and fieldwork data are contrastedwith radical and liberal accounts of media-corporate source relations. The findings suggestthat corporate PR has had limited success in influencing mainstream news but been considerably more adept at managing specialist news sections. It is thus arguedthat PR has benefited the corporate sector, less by influencing journalists and the general public, and more by excluding them. This pattern is supportedwith a detailed case study involving Granada's take-over of Forte in 1995/96. The third part discusses'resource-poor' and 'outsider' groups - more specifically, British trade unions. Fieldwork data is used to test radical and pluralist accounts of the coverageof such groups in the mass media. The findings argue that unions have found new ways to increasetheir media accessusing PR - and with rather more successthan earlier studies suggested.The conclusion is borne out by a case study of the UCW's (Union of Communication Workers) successful PR campaign to halt Post Office privatisation in 1994. It then attempts to evaluate the impact of this on national news production and patterns of news-source access. As chapter two will illustrate, the public relations profession has expanded significantly during this period and expanded well beyond the confines of Westminster. A wide range of organisations have joined political parties and governments in adopting professional public relations as a means of achieving political and economic objectives. There are now

The Sunday Times and the Bureau of Investigative Journalism revealed that Bell Pottinger was hired by the Pentagon in Washington to coordinate a covert propaganda campaign to boost America’s profile in Iraq following the “end” of hostilities in 2003. And, earlier this year, South Africa’s Business Day newspaper revealed that the firm had been retained by the scandal-hit billionaire Gupta family to burnish its image after a string of stories accusing it of “state capture” – allegedly using its influence with the president, Jacob Zuma, to advance the family’s business interests. Bell Pottinger’s former chairman Lord Tim Bell confirmed to the Sunday Times that the firm had been paid US$540m for five contracts with the US government between 2007 and 2011. He said the firm reported to the Pentagon, the CIA and the National Security Council while working on the account. The investigation, “Fake News and False Flags” relied on interviews with a former Bell Pottinger employee, Martin Wells, who claimed that the PR company created short TV reports in the style of Arabic news networks for broadast in Iraq.

    Facts, Truth, and Post-Truth: Access to Cognitively and Socially Just Information Rachel Fischer, University of Pretoria, South Africa Erin Klazar, University of Pretoria, South Africa Abstract This article addresses facts, truth, post-truth, and the impact on access to cognitively and socially just information. It is predominantly situated within the post-truth context where information is manipulated to such an extent that it becomes disinformation, disguised as truth. The article consists of four main sections: the first section will provide an introduction and overview of key concepts intrinsic to understanding the concerns at hand. The next section is a case study of the role the PR firm, Bell Pottinger, played in South Africa and Iraq and the cognitive and social injustices visible in the corresponding events. The selection of these countries provides an opportunity to demonstrate the effect of post-truth and whistleblowing in relation to the challenges experienced in the Global South. The third section, on Cambridge Analytica and Digitality, is a discussion of the infamous Cambridge Analytica and its interferences in political campaigns in Trinidad and Tobago and the U.S. These discussions lead to the final section as an antidote to post-truth influences, which reflects on the way forward. This section makes recommendations for South African and international initiatives based on UNESCO’s intergovernmental programme known as the Information for All Programme (IFAP). Its shortcomings should be seen in that light. Brutally summarised, our thesis is this. Mrs Thatcher (and 'Thatcherism') grew out of a right-wing network in this country with extensive links to the military-intelligence establishment. Her rise to power was the climax of a long campaign by this network which included a protracted destabilisation campaign against the Liberal and Labour Parties - chiefly the Labour Party - during 1974-6. We are not offering a conspiracy theory about the rise of Mrs Thatcher, but we do think that the outlines of a concerted campaign to discredit the other parties, to engineer a right-wing leader of the Tory Party, and then a right-wing government, is visible.

New Labour and the European Union UK in a Changing Europe (UKICE): Going back to New Labour, when did immigration first start to impinge in your mind as a potential problem when it came to public opinion? Alastair Campbell (AC): I think it has always been an issue. At the first election in 1997, we actually did do stuff on immigration. But I can remember Margaret McDonagh, who was a pretty big fish in the Labour Party then, raising it often. She is one of those people who does not just do politics in theory, in an office, but who lives policy. She is out on the ground every weekend, she is knocking on doors, she is talking to people. I remember her taking me aside once and saying, ‘Listen, this immigration thing is getting bigger and bigger. It is a real problem’. That would have been somewhere between election one (1997) and election two (2001), I would say. Politics and government are often about very difficult competing pressures. So, on the one hand, we were trying to show business that we were serious about business and that we could be trusted on the economy. One of the messages that business was giving us the whole time was that Page 1/31 there were labour shortages, skill shortages, and we were going to need more immigrants to come in and do the job.
