For første gang snakker han offentlig om partiets rolle i krisehåndteringen. Det var Arbeiderpartiet og AUF terroristen ville ramme, betoner partisekretær Johansen. – Det hatet har partiet snakket lite om, av frykt for å bli beskyldt for å slå politisk mynt på terrorhandlingene. Raymond Johansen, øverste leder for Arbeiderpartiets organisasjon, har en fortelling om innsatsen partikontoret og fylkesavdelingene i Ap gjorde 22. juli og i tiden etter. Han mener partiets rolle i krisehåndteringen er lite kjent. At vi dermed har en ufullstendig forståelse av hendelsene. Jeg har møtt opp på kontoret hans på Youngstorget for snakke om ledelse i en krisesituasjon. Jeg skal bli med på en reise tilbake i tid: startpunkt 22. juli. 2011. Klokka 15.25 den ettermiddagen er mange kontorer tomme i Arbeiderpartiets partikontor; det er ferietid. Men på sentralstyrerommet er det intens aktivitet. Kommunevalget nærmer seg, og fire ansatte forbereder valgkampen sammen med tre midlertidig engasjerte valgkampmedarbeidere. Da høres et voldsomt drønn. Den 11 etasjer høye Folketeaterbygningen hvor Ap holder til, rister. Vinduer knuses. Takplater faller ned. Møtedeltakerne kommer seg uskadd ut av bygningen. En annen historie Nå skal partisekretæren ta meg gjennom de første dagene slik de var for ham og for de ansatte på Youngstorget og ute i landet etter terrorhandlingene. Jeg skal få høre om katastrofen og om dagene etterpå. -

In his speech at the national commemorative day on 22 August, one month after the tragedy, H M King Harald emphasized the importance of our basic values: “I stand fast to my belief that freedom is stronger than fear. I stand fast to my belief in an open Norwegian democracy and civic life. And I stand fast to my belief in our opportunities for living freely and safely in our own country.” A prerequisite for these values to prevail is a free press. Tinius Nagell-Erichsen, who established the Trust in May 1996, emphasized the importance of working for the freedom of speech and a free press as an essential safeguard for an active democracy. Securing these values is a task the Trust carrying his name is taking very seriously. In the media world of today, this challenge is greater than ever. It requires that we protect principles like freedom of faith, tolerance, human rights and democratic principles, just those values which were challenged by the events on 22 July 2011. -

The views and opinions expressed in the report do not necessarily correspond with those of Norad”. 4 Evaluation of the Norwegian Emergency Preparedness System (NOREPS) Preface 16 years after the Norwegian Emergency Preparedness System (NOREPS) was created, and eight years since the programme was last reviewed, a need was felt for a thorough look at how NOREPS has performed and what the challenges are today. Nordic Consulting Group in cooperation with the Belgian company Channel Research was commissioned to do the evaluation after an international tender process. The story of NOREPS is a fascinating one. It was created – in the words of the evaluators – as a number of quick fixes to help solve the systemic weaknesses of the international system to respond effectively to humanitarian crises. It never developed into a system itself, in spite of its name. The related parts of NOREPS work independently of each other. This has not prevented NOREPS from contributing to a more effective and coordinated humanitarian response, which is one of the main findings of the evaluation.While some components have been more useful than others, all have played a role in improving humanitarian aid. -

Preface For several years, Norway was involved in efforts to contribute to a peaceful solution to the conflict in Sri Lanka. After the military victory by the Sri Lankan army over the Tamil Tigers (LTTE) in May 2009, Norway no longer had a role to play. This evaluation of Norwegian peace efforts in Sri Lanka was commissioned mainly for the purpose of informing international peace efforts. The evaluation team was asked to analyze Norway’s role as a peace facilitator in Sri Lanka 1997 – 2009, in light of the knowledge and opportunities available at the time. -

The Norwegian Government: Antisemitism and Anti-Israel Policies (2005–2013) Manfred Gerstenfeld and Orna Orvell ABSTRACT The Labor-dominated Norwegian governments (2005–2013) in which Jens Stoltenberg was Prime Minister played a major role in incitement against and demonization of Israel, along with Norway’s leading media and segments of the country’s elites. Several of Norway’s discriminatory acts or proposals against Israel expressed double standards and constituted antisemitic behavior. Under Stoltenberg, Norway was often a pioneer of anti-Israelism in the Western world. The frequent inflammatory rhetoric greatly contributed to the finding in a government-funded study that 38% of the Norwegian population believe that Israel behaves toward the Palestinians like the Nazis behaved toward the Jews. INTRODUCTION Thirty-eight percent of Norwegians believe that Israel acts toward the Palestinians like the Nazis behaved toward the Jews. This figure was published in 2012 by the Norwegian Center for Studies of the Holocaust and Religious Minorities, a study paid for by the Norwegian government.1 Its findings show that about 1.5 million adult citizens of the country hold a demonic view of Israel. Studies in other European countries found similar or higher percentages of people who believe that Israel behaves like the Nazis, or is waging a war of ex- termination against the Palestinians. To be considered like Nazis is a con- temporary expression of “absolute evil” in Western societies. In June 2011, the Oslo Municipality published a study on harassment of children in Oslo high schools. It found that one-third of Jewish high school students were harassed verbally or physically at least two or three times a month.2 One rarely finds such high levels of antisemitism at schools in other Western societies. -

WOLFGANG BIERMANN UND KRISTINE KALLSET Oktober 2010 Nach der schlimmsten Wahlniederlage seit 77 Jahren in 2001 schaffte es Det norske Ar- beiderparti (Die Norwegische Arbeiterpartei/AP), das Ruder herumzureißen und mit einer erneuerten Politik und einer rot-rot-grünen Koalitionsaussage das Vertrauen der Bevölke- rung und so die Wahlen in den Jahren 2005 und 2009 zu gewinnen. Die Wiederherstellung des breiten Vertrauens der Bevölkerung in die Sozialdemokratie ist dabei eng mit dem Vertrauen in die Tragfähigkeit des nordischen Wohlfahrtsstaates ver- knüpft. Erst nachdem sich die Arbeiterpartei eindeutig als sozialdemokratisch bekannte und sich als die einzige, die gesamte Gesellschaft integrierende Kraft präsentierte, entwi- ckelte sie wieder eine hohe Attraktivität und gewann damit Stabilität bei der Wählerzu- stimmung. Die Wiedergewinnung der Jugend und eines Großteils der organisierten Ar- beitnehmerschaft, die Rückkehr der 2001 abgewanderten Wähler sowie der überpropor- tionale Zuwachs an AP-Wählerstimmen bei Frauen sprechen für die Erfolgsaussichten der Strategie der programmatischen Eindeutigkeit. Ein weiterer Faktor sind die Veränderungen in der parteiinternen Kommunikation der AP, die die Partei bei jungen Leuten sehr attraktiv machte – die Nutzung des Internet und auch die Entwicklung einer modernen, proaktiven – und mehrfach preisgekrönten – In- ternet-Kommunikation der AP. Das Papier empfiehlt eine gründliche Auseinandersetzung mit den norwegischen äÉëëçåë=äÉ~êåÉÇ, da sie zeigen, wie eine sozialdemokratische Partei nach dramatischer Niederlage und nach Verlust der klassischen Wählerbasis in kurzer Zeit wieder zu überzeugender Führungs- und Bindungsfähigkeit für die Mehrheit der Gesell- schaft kommen kann. Diese äÉëëçåë=äÉ~êåÉÇ aus den norwegischen Erfahrungen sind un- serer Meinung nach durchaus übertragbar. -

Political Parties and Citizen Movements in Asia and Europe
and social media, citizen movements have emerged as an alternative to political party membership for citizen participation in democratic decision-making processes. Diverse groups of citizens, often including high numbers of youth, have made an increasing impact on democratic processes in Asia and Europe. By using social media to organize and stage their protests, they manage to circumvent political parties and CSOs as the traditional entry points for political participation and representation. A joint project of the Asia-Europe Foundation (ASEF), the Hanns Seidel Foundation and International IDEA, this publication looks closely at initiatives and activities undertaken by political parties in Asia and Political Parties and Citizen Movements in Asia Europe Europe to relate to CSOs and citizen movements. Political parties POLITICAL PARTIES AND in the two regions operate in different domestic political contexts and different socio-economic conditions. Different approaches and a CITIZEN MOVEMENTS IN myriad of experiences are analysed in this book: from complete non- alignment between citizen movements and parties, as in the case of ASIA AND EUROPE Spain, to a very formalised party-CSO engagement in Sweden and Norway, to a watchful approach from the incumbent government toward protest movements in Vietnam, to CSOs-turned political parties in India and the Philippines. «Kan en neger være julenisse?» Konflikttemaer i innvandringsdebatten i norske debattprogrammer 1970-2019 SCANPUB-rapport1, Institutt for informasjons- og medievitenskap, Universitetet i Bergen, Bergen 2020 Ingeborg Hedda Paulsen Rapporten gir en kvantitativ oversikt over hvilke temaer som er diskutert i relasjon til innvandring i norske debattprogrammer mellom 1970 og 2019 på NRK og TV2. De siste femti årene har innvandring gått fra å være et marginalt og ikke-politisk tema i TV-debattene til å bli et tema som diskuteres fra ulike synspunkter, koblet til partipolitikk, nasjonal sikkerhet og kulturelle utfordringer. Konflikttemaene som tas opp i innvandringsdebatten reflekterer dagsaktuelle, ytre hendelser og gjenspeiler den generelle offentlige debatten om innvandring i Norge (Hovden og Mjelde 2019a, Gripsrud 2019, Hagelund 2020). Utviklingen i debattene er påvirket av konkurransen mellom NRK og TV2 og debattsjangerens utvikling.
